新疆兵團(tuán)棉花生產(chǎn)技術(shù)效率及影響因素研究

【摘要】:兵團(tuán)地處我國西北部地區(qū),是我國棉花的主要產(chǎn)區(qū)之一。兵團(tuán)土地資源有限,但光照充足、地膜滴灌的普及應(yīng)用更是促進(jìn)了兵團(tuán)棉花的生產(chǎn)。隨著兵團(tuán)經(jīng)濟(jì)的不斷發(fā)展,農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)在不斷調(diào)整,棉花的生產(chǎn)技術(shù)效率也在發(fā)生變化。國家的臨時(shí)收儲(chǔ)政策激發(fā)了兵團(tuán)職工植棉的積極性,總體發(fā)展迅速,棉花供應(yīng)充足。但國內(nèi)紡織需求不旺,與此同時(shí)國際棉價(jià)的下跌成為國家臨時(shí)收儲(chǔ)政策的包袱,在此過程中棉花產(chǎn)量的不斷提升,付出的代價(jià)是棉花的成本的水漲船高,直接對的兵團(tuán)植棉職工的收益、下游相關(guān)產(chǎn)業(yè)甚至是整個(gè)國民經(jīng)濟(jì)的發(fā)展造成不利影響。因而在現(xiàn)有條件下,了解確定兵團(tuán)棉花生產(chǎn)技術(shù)效率的實(shí)際水平,使棉花生產(chǎn)過程中的投入要素減少,進(jìn)而提升棉花的產(chǎn)出要素,找出影響或制約兵團(tuán)棉花生產(chǎn)技術(shù)效率提升的主要與關(guān)鍵因素,最終能進(jìn)一步提升兵團(tuán)棉花生產(chǎn)技術(shù)效率,實(shí)現(xiàn)促進(jìn)棉花產(chǎn)業(yè)的快速增長,其有效途徑就是提高棉花生產(chǎn)的技術(shù)效率。本文從生產(chǎn)技術(shù)效率的視角考察兵團(tuán)棉花生產(chǎn)的實(shí)際狀況,借鑒前人的研究成果,綜合農(nóng)業(yè)領(lǐng)域生產(chǎn)技術(shù)效率的研究方法,對兵團(tuán)棉花生產(chǎn)技術(shù)效率進(jìn)行深入的研究和分析。主要結(jié)論如下:1.利用2003-2012年兵團(tuán)13個(gè)植棉師棉花生產(chǎn)的投入與產(chǎn)出相關(guān)影響因素的面板數(shù)據(jù),建立隨機(jī)前沿生產(chǎn)函數(shù)模型,對兵團(tuán)棉花生產(chǎn)的技術(shù)效率進(jìn)行了測算。通過綜合考慮得出兵團(tuán)棉花生產(chǎn)的整體技術(shù)效率水平為0.8638,因而距離生產(chǎn)技術(shù)效率的生產(chǎn)前沿還有一定的提高潛力和空間。兵團(tuán)棉花生產(chǎn)技術(shù)效率的相關(guān)影響因素中,用工數(shù)量、投入的直接費(fèi)用和時(shí)間變量對兵團(tuán)棉花的生產(chǎn)技術(shù)影響較為明顯,對兵團(tuán)棉花生產(chǎn)的促進(jìn)作用較大。但影響效率的因素中棉花機(jī)采比重、種籽費(fèi)用的相關(guān)投入比率的系數(shù)和政策性的影響均為負(fù),且不顯著。2.通過對兵團(tuán)13個(gè)植棉師的技術(shù)效率值進(jìn)行聚類分析,得出相應(yīng)的聚類分析的結(jié)果。第一類地區(qū)由第十二師、第一師、第三師、第二師、第五師組成,平均效率水平0.9214;第二類地區(qū)由第七師、第八師、第六師組成,平均效率水平0.8635;第三類地區(qū)由第十四師、第四師、第十三師、第十師、第九師組成,平均效率水平0.7924。根據(jù)聚類分析和樣本的變異系數(shù)計(jì)算結(jié)果,結(jié)合各師所處的自然環(huán)境和經(jīng)濟(jì)環(huán)境,分析各類地區(qū)效率值存在差異可能存在的原因。3.運(yùn)用隨機(jī)前沿的分析方法計(jì)算新疆地方的棉花生產(chǎn)技術(shù)效率,得出新疆地方的棉花生產(chǎn)整體的技術(shù)效率水平為0.8256,與兵團(tuán)的技術(shù)效率水平0.8638存在一定的差距。通過將新疆地方經(jīng)濟(jì)體制下的棉花生產(chǎn)與兵團(tuán)經(jīng)濟(jì)體制下的棉花生產(chǎn)的相關(guān)影響因素作對比,說明兵團(tuán)宏觀的規(guī);a(chǎn)是其棉花生產(chǎn)技術(shù)效率優(yōu)于地方管理體制下棉花生產(chǎn)的主要原因。針對相關(guān)的分析結(jié)果,提出如下政策性建議:繼續(xù)采棉機(jī)的推廣工作,提高棉花生產(chǎn)的工作效率;加強(qiáng)棉花生產(chǎn)過程中的技術(shù)投入,提高現(xiàn)有棉花的種植技術(shù);完善兵團(tuán)棉花生產(chǎn)過程的管理制度,降低棉花的生產(chǎn)成本;合理規(guī)劃肥料施用情況,發(fā)展綠色環(huán)保棉花產(chǎn)業(yè);加強(qiáng)兵團(tuán)的宏觀調(diào)控政策性指引,提高棉花生產(chǎn)的政策性補(bǔ)貼;滿足市場需求,發(fā)展機(jī)采與手采并行的棉花生產(chǎn)。
[Abstract]:The Corps is located in the northwest of China. It is one of the main producing areas of cotton in China. The land resources of the corps are limited, but the light is sufficient. The popularization and application of the film drip irrigation has promoted the production of cotton in the Corps. With the continuous development of the Corps economy, the agricultural industrial structure is constantly adjusting, and the production technology efficiency of cotton is also changing. The temporary storage policy has stimulated the enthusiasm of the Corps workers to plant cotton, the overall development is rapid, and the cotton supply is sufficient. However, the domestic textile demand is poor. At the same time, the decline of the international cotton price has become a burden to the national temporary storage policy. In this process, the production of cotton is increasing, the cost is the rise and rise of the cost of cotton, direct In the present conditions, we can understand the actual level of the technical efficiency of the cotton production, reduce the input factors in the process of cotton production, and then improve the output factors of cotton, and find out the influence or restriction of the corps cotton. The main and key factors of the improvement of the production technology efficiency can further improve the technical efficiency of the cotton production and promote the rapid growth of the cotton industry. The effective way is to improve the technical efficiency of the cotton production. This paper examines the actual situation of the cotton production in the perspective of production technology efficiency, and draws on the previous research. The main conclusions are as follows: 1. a random frontier production function model was established using the panel data of the related factors related to the input and output of cotton production in the 2003-2012 year corps of 13 cotton planner in the production of cotton production. The technical efficiency of the production is calculated. Through comprehensive consideration, the overall technical efficiency level of the cotton production of the Corps is 0.8638, so there is a certain increase potential and space for the production cutting edge of the production technology efficiency. The number of workers, the direct cost and time of the investment are the related factors of the technical efficiency of the production of cotton. The impact of the quantity on the production technology of the corps cotton is more obvious, and it has a great effect on the cotton production of the Corps. But the factors affecting the efficiency are all negative in the proportion of cotton machine mining, the ratio of the relative input ratio and the policy of the seed cost, and the clustering analysis of the technical efficiency values of the 13 cotton planting divisions of the Corps is not statistically analyzed. The first category consists of twelfth divisions, first divisions, third divisions, second divisions, and fifth divisions, with an average efficiency level of 0.9214; the second areas are composed of seventh, eighth, sixth, and average efficiency 0.8635; third areas are composed of fourteenth, fourth, thirteenth division, faculty, and teacher. The average efficiency level 0.7924. is based on the results of clustering analysis and the coefficient of variation of samples. Combining the natural environment and economic environment of each division, the possible reasons for the difference in efficiency value of various regions are analyzed..3. is used to calculate the technical efficiency of cotton production in Xinjiang by the method of random frontier analysis, and the cotton students in Xinjiang place are obtained. The technical efficiency level of the whole production is 0.8256, and there is a certain gap between the technical efficiency level of the corps and the level of 0.8638. By comparing the related factors of cotton production under the Xinjiang local economic system and the production of cotton under the bingtua economic system, it shows that the macro scale production of the Corps is better than the local cotton production technology efficiency. The main reasons for cotton production under the management system. In view of the related analysis results, the following policy suggestions are put forward: to continue the promotion of cotton picker, to improve the efficiency of cotton production, to strengthen the technical input in the process of cotton production, to improve the planting technology of the existing cotton, to improve the management system of the cotton production process and to reduce the cotton production process. The cost of production, the rational planning of fertilizer application, the development of green cotton industry, strengthening the policy guidance of the macro regulation and policy of the Corps, improving the policy subsidies for cotton production, meeting the demand of the market and developing the parallel cotton production with the machine and hand.
