【摘要】：現(xiàn)階段,信用缺失現(xiàn)象在我國(guó)農(nóng)資市場(chǎng)出現(xiàn)頻率呈上升趨勢(shì)。假冒偽劣農(nóng)資產(chǎn)品層出不窮、行政部門對(duì)農(nóng)業(yè)違法經(jīng)營(yíng)行為的執(zhí)法不力、各種檢測(cè)報(bào)告的作假、賬目作假、價(jià)格咨詢機(jī)構(gòu)胡亂收費(fèi)等失信行為,擾亂了農(nóng)貿(mào)市場(chǎng)秩序,影響了農(nóng)業(yè)增效、農(nóng)民增收,令我國(guó)農(nóng)業(yè)經(jīng)濟(jì)不能持續(xù)穩(wěn)定健康發(fā)展。本文以廣東從化區(qū)為例,依據(jù)界定概念、提出問題、分析原因、提供對(duì)策的邏輯思路,分析信用缺失問題在從化區(qū)農(nóng)資市場(chǎng)的現(xiàn)狀和根源,根據(jù)從化區(qū)實(shí)際情況,結(jié)合目前我國(guó)國(guó)情提出了如何建設(shè)農(nóng)資市場(chǎng)信用體系,并以此為基礎(chǔ),對(duì)關(guān)于農(nóng)資市場(chǎng)信用體系的內(nèi)部與外部環(huán)境建設(shè)問題進(jìn)行了討論。本文研究的基本問題包括以下幾個(gè)方面:(1)通過(guò)對(duì)從化區(qū)農(nóng)資市場(chǎng)發(fā)展現(xiàn)狀進(jìn)行分析,發(fā)現(xiàn)當(dāng)前從化區(qū)農(nóng)資市場(chǎng)存在信用缺失現(xiàn)象,并深入分析探究了信用缺失的原因。(2)通過(guò)借鑒發(fā)達(dá)國(guó)家信用體系建設(shè)經(jīng)驗(yàn)的基礎(chǔ)上,根據(jù)國(guó)情提出要采取“有目的、有計(jì)劃、有步驟”地推進(jìn)從化區(qū)農(nóng)資市場(chǎng)信用體系建設(shè)的思路,并界定了信用體系的基本框架。(3)從化區(qū)農(nóng)資市場(chǎng)信用體系的運(yùn)作模式最宜采取市場(chǎng)化的模式,并根據(jù)我國(guó)國(guó)情,從現(xiàn)實(shí)出發(fā),結(jié)合當(dāng)前行政管理體制,選擇適應(yīng)從化現(xiàn)在的農(nóng)資市場(chǎng)的信用管理體制。(4)闡述了從化區(qū)農(nóng)資市場(chǎng)信用體系的運(yùn)行機(jī)制。(5)探討從化區(qū)農(nóng)資市場(chǎng)信用體系的外部環(huán)境建設(shè)的幾個(gè)問題。
[Abstract]:At present, the phenomenon of lack of credit in China's agricultural resources market frequency is on the rise. Fake and shoddy agricultural material products have emerged in endlessly, the administrative departments have failed to enforce the law on illegal agricultural operations, various test reports have been falsified, accounts have been falsified, price consulting agencies have arbitrarily charged fees, and other acts of dishonesty have disturbed the order of the farmers' market. Affected the agricultural efficiency, farmers increase income, so that our agricultural economy can not continue stable and healthy development. This paper takes Conghua District of Guangdong Province as an example, according to the definition of the concept, puts forward problems, analyzes the reasons, provides the logical thinking of countermeasures, analyzes the current situation and root causes of the problem of lack of credit in the agricultural capital market of Conghua District, according to the actual situation of Conghua District. According to the current situation of our country, this paper puts forward how to construct the credit system of agricultural material market, and on this basis, discusses the construction of internal and external environment of the credit system of agricultural material market. The basic problems studied in this paper include the following aspects: 1) by analyzing the current situation of the development of agricultural capital market in Conghua District, we find that there is a phenomenon of credit deficiency in the agricultural material market of Conghua District at present. And deeply analyzes the reasons for the lack of credit. 2) on the basis of drawing lessons from the experience of developed countries in the construction of credit system, and according to the national conditions, we propose to take "purposeful, planned". The paper advances the train of thought of constructing the credit system of agricultural capital market in Conghua district step by step, and defines the basic frame of credit system.) the operating mode of credit system of agricultural capital market in Conghua district is most suitable to adopt the market-oriented mode, and according to the national conditions of our country, Proceeding from reality and combining with the current administrative system, Choosing the credit management system to adapt to the current agricultural capital market in Conghua, the paper expounds the operating mechanism of the credit system in the agricultural material market in Conghua region, and probes into several problems in the construction of external environment of the credit system of agricultural material market in Conghua district.
