【摘要】：貧困,是一個(gè)長(zhǎng)期的社會(huì)問(wèn)題,它伴隨著人類社會(huì)發(fā)展的不同時(shí)期。在不同時(shí)期,人類對(duì)貧困的認(rèn)識(shí)有所不同�？傮w而言,人類對(duì)貧困的認(rèn)識(shí)是不斷深化的。導(dǎo)致貧困的原因由多種因素構(gòu)成,包括物質(zhì)資本、人力資本、社會(huì)資本、生態(tài)資本等方面。新中國(guó)成立以來(lái),在國(guó)家政策的推動(dòng)下和各方面共同努力下,廣西壯族自治區(qū)德�？h扶貧開(kāi)發(fā),取得了較大的成就。然而,由于多方面的原因,德�？h貧困人口依然較多,貧困面廣,程度深,返貧率高,德�？h的扶貧開(kāi)發(fā)仍面臨嚴(yán)峻的挑戰(zhàn)。貧困問(wèn)題不僅僅影響到德�？h經(jīng)濟(jì)建設(shè)和社會(huì)發(fā)展,還影響到德�？h人民的共同富裕。德�？h的貧困問(wèn)題由來(lái)己久,物質(zhì)資本方面的原因體現(xiàn)為基礎(chǔ)設(shè)施發(fā)展滯后；人力資本方面的原因體現(xiàn)為人口素質(zhì)低、人才流失嚴(yán)重、教育培訓(xùn)事業(yè)落后；社會(huì)資本方面的原因體現(xiàn)為社會(huì)公共服務(wù)不適應(yīng)當(dāng)?shù)匕l(fā)展的需求；生態(tài)資本方面的原因體現(xiàn)為生態(tài)環(huán)境脆弱、保護(hù)生態(tài)意識(shí)薄弱等。德�？h的貧困問(wèn)題,是歷史因素與現(xiàn)實(shí)因素的交織的產(chǎn)物。實(shí)現(xiàn)脫貧,關(guān)系到當(dāng)?shù)馗髯迦嗣駥?shí)現(xiàn)共同富裕,體現(xiàn)社會(huì)主義的本質(zhì)要求。扶貧開(kāi)發(fā)是一項(xiàng)長(zhǎng)期、宏大的系統(tǒng)工程,具有典型的歷史性、現(xiàn)實(shí)性、社會(huì)性、艱巨性、重要性、迫切性。扶貧開(kāi)發(fā)涉及到社會(huì)生活的各個(gè)領(lǐng)域,德�？h應(yīng)注重扶貧開(kāi)發(fā)的統(tǒng)籌規(guī)劃,充分利用信息化技術(shù)完善當(dāng)?shù)胤鲐氶_(kāi)發(fā)體系,將自力更生與利用幫扶資源相結(jié)合,實(shí)現(xiàn)扶貧開(kāi)發(fā)的精細(xì)化。要進(jìn)一步加大對(duì)物質(zhì)資本、人力資本的投資,努力改善扶貧開(kāi)發(fā)的社會(huì)環(huán)境,結(jié)合新型工業(yè)化、新型城鎮(zhèn)化,不斷提高扶貧開(kāi)發(fā)的質(zhì)量與效率。另外,在開(kāi)展扶貧開(kāi)發(fā)的過(guò)程中,應(yīng)關(guān)注生態(tài)環(huán)境的保護(hù),注重生態(tài)資本的投資,確保德�？h的可持續(xù)發(fā)展。
[Abstract]:Poverty, a long-term social problem, is accompanied by different periods of human social development. Human understanding of poverty varies from time to time. In general, human understanding of poverty is deepening. The causes of poverty include material capital, human capital, social capital, ecological capital and so on. Since the founding of New China, with the promotion of national policy and the joint efforts of all sides, Debao County of Guangxi Zhuang Autonomous region has made great achievements in poverty alleviation and development. However, due to various reasons, Debao County still has a large number of poor people, a wide range of poverty, a deep degree, a high rate of return to poverty, and the development of poverty alleviation in Debao County is still facing severe challenges. Poverty not only affects the economic construction and social development of Debao County, but also affects the common prosperity of the people in Debao County. The poverty problem of Debao County has a long history, the reason of material capital is lagged behind the development of infrastructure, the reason of human capital is low quality of population, serious brain drain, backward of education and training. The reasons of social capital are that the social public service is not suitable for the local development, and the ecological capital is weak in the ecological environment and the consciousness of protecting the ecology, and so on. The poverty problem in Debao County is the result of the interweaving of historical factors and realistic factors. The realization of poverty eradication relates to the common prosperity of the local people of all ethnic groups and reflects the essential requirements of socialism. Poverty alleviation and development is a long-term and grand systematic project with typical historical, realistic, social, arduous, importance and urgency. Poverty alleviation and development involve various fields of social life. Debao County should pay attention to the overall planning of poverty alleviation and development, make full use of information technology to perfect the local poverty alleviation and development system, and combine self-reliance with the use of help resources. We will realize the refinement of poverty alleviation and development. We should further increase investment in material capital and human capital, strive to improve the social environment for poverty alleviation and development, combine new industrialization and urbanization, and continuously improve the quality and efficiency of poverty alleviation and development. In addition, in the course of poverty alleviation and development, we should pay attention to the protection of ecological environment and the investment of ecological capital to ensure the sustainable development of Debao County.
