【摘要】：隨著蘇南地區(qū)市場經(jīng)濟的不斷發(fā)展成熟,區(qū)域內糧食部門與國有糧食企業(yè)的職能與地位也發(fā)生了變化,國有糧企“小、散、弱”的狀況很難適應當?shù)厥袌鼋?jīng)濟的競爭要求,企業(yè)轉型升級勢在必行。縱觀國有糧食企業(yè)的改革歷程與發(fā)展特點,國有糧食企業(yè)改革與當?shù)卣�、糧食主管部門有著密切的聯(lián)系,政府干預不當,則往往會造成政企關系協(xié)同困境,如政策落實缺位、政府職能錯位、政企權責失衡等,要實現(xiàn)地方國有糧企的轉型升級,需要理清造成協(xié)同困境的原因,對癥下藥,不斷完善政府政策、企業(yè)制度,促進政府機構改革,強化社會監(jiān)管,通過政府與企業(yè)以及各社會群體共同協(xié)作,為國有糧食企業(yè)改革營造良性的外部環(huán)境。
[Abstract]:With the continuous development and maturity of the market economy in southern Jiangsu, the functions and status of grain departments and state-owned grain enterprises in the region have also changed. The situation of state-owned grain enterprises "small, dispersed and weak" is very difficult to adapt to the competitive requirements of the local market economy. It is imperative for enterprises to transform and upgrade. Throughout the reform process and development characteristics of state-owned grain enterprises, the reform of state-owned grain enterprises is closely related to the local government and grain authorities, and improper government intervention will often lead to the difficulties of coordination between government and enterprises, such as the absence of policies. In order to realize the transformation and upgrading of local state-owned grain enterprises, such as the dislocation of government functions and the imbalance between the power and responsibility of government and enterprises, it is necessary to clear out the causes of the concerted predicament, find the right remedy for the case, constantly improve government policies, enterprise systems, and promote the reform of government institutions. To strengthen social supervision and create a benign external environment for the reform of state-owned grain enterprises through the cooperation of the government and enterprises as well as various social groups.
