【摘要】：深入開展農(nóng)村居民點(diǎn)用地整理時(shí)序研究對(duì)于指導(dǎo)城鄉(xiāng)建設(shè)用地增減掛鉤工作具有重要的現(xiàn)實(shí)意義。以河南省固始縣為研究區(qū),以鄉(xiāng)鎮(zhèn)為評(píng)價(jià)單元,用人均建設(shè)用地標(biāo)準(zhǔn)法計(jì)算農(nóng)村居民點(diǎn)用地整理理論潛力;在理論潛力的基礎(chǔ)上,再從農(nóng)村居民點(diǎn)用地整理資源集約性、經(jīng)濟(jì)可行性和農(nóng)戶接受性等構(gòu)建農(nóng)村居民點(diǎn)用地整理實(shí)際潛力評(píng)價(jià)指標(biāo)體系,綜合修正取得各鄉(xiāng)鎮(zhèn)實(shí)際潛力;根據(jù)實(shí)際潛力計(jì)算各鄉(xiāng)鎮(zhèn)的節(jié)約用地系數(shù),采用聚類分析法將農(nóng)村居民點(diǎn)整理在時(shí)間上分為四期,分別為近期整理區(qū),中期整理區(qū),遠(yuǎn)期整理區(qū)和暫不整理區(qū)。研究結(jié)果為固始縣城市化進(jìn)程中,城鄉(xiāng)統(tǒng)籌發(fā)展中農(nóng)村土地整治規(guī)劃及合理安排土地整理項(xiàng)目提供科學(xué)的決策依據(jù)。
[Abstract]:It is of great practical significance to carry out further research on the timing of land consolidation in rural residential areas for guiding the increase and decrease of urban and rural construction land. The theoretical potential of rural residential land consolidation is calculated by using the standard method of per capita construction land and the theoretical potential of rural residential land consolidation, based on the theoretical potential, and then the intensity of the rural residential land consolidation resources is obtained from the rural residential land consolidation based on the theoretical potential. Economic feasibility and farmers' acceptability, etc., to construct the evaluation index system of the actual potential of rural residential land consolidation, to obtain the actual potential of each township by comprehensive revision, and to calculate the coefficient of saving land for each township according to the actual potential. Cluster analysis was used to divide rural residential land consolidation into four periods, namely, recent consolidation area, intermediate consolidation area, forward finishing area and temporary finishing area. The results provide a scientific decision basis for rural land renovation planning and rational arrangement of land consolidation projects in the process of urbanization in Gushi County.
