【摘要】：農(nóng)民專業(yè)合作社是農(nóng)民們在家庭聯(lián)產(chǎn)承包責(zé)任制基礎(chǔ)上,自愿聯(lián)合起來,共同經(jīng)歷生產(chǎn)銷售等環(huán)節(jié),增強(qiáng)自身實(shí)力,抵抗生產(chǎn)、市場風(fēng)險(xiǎn),最終獲得共同利益。農(nóng)民專業(yè)合作社增加農(nóng)民效益,促進(jìn)農(nóng)村基礎(chǔ)建設(shè)和經(jīng)濟(jì)、產(chǎn)業(yè)發(fā)展,解決農(nóng)民就業(yè)問題等。扶風(fēng)縣農(nóng)民專業(yè)合作社在發(fā)展和實(shí)踐中出現(xiàn)了很多類型,深入研究扶風(fēng)縣農(nóng)民專業(yè)合作社發(fā)展模式,發(fā)掘合作社發(fā)展中存在的各種問題,針對各種問題尋找其解決辦法和對策,可以充分地發(fā)揮合作社的作用,進(jìn)一步促進(jìn)農(nóng)村發(fā)展,增加農(nóng)民的收入。本研究主要得到以下結(jié)論:1.扶風(fēng)縣全縣已登記注冊的農(nóng)民專業(yè)合作社分布廣泛,全面覆蓋了扶風(fēng)縣內(nèi)的169個(gè)行政村,其中種植類農(nóng)民專業(yè)合作社為所有合作社中的大類,2013、2014兩年所占的比例均達(dá)到40%以上。農(nóng)民專業(yè)合作社的發(fā)展仍處于初級階段。2.依據(jù)不同的牽頭主體可將扶風(fēng)縣的合作社劃分為4個(gè)類型,分別為農(nóng)民自治型,專業(yè)能人領(lǐng)導(dǎo)型,基層干部創(chuàng)辦型,龍頭企業(yè)帶動(dòng)型。3.現(xiàn)階段內(nèi)陜西省扶風(fēng)縣的農(nóng)民專業(yè)合作社的現(xiàn)狀為仍處于發(fā)展階段,合作社其內(nèi)部運(yùn)作機(jī)制仍需進(jìn)一步完善,與其他農(nóng)民專業(yè)合作社發(fā)展現(xiàn)狀較好的地區(qū)相比,仍然具有很大差距,存在規(guī)模偏小、管理者和成員文化水平較低、合作社職能缺位、運(yùn)行不規(guī)范、缺乏資金扶持、合作社發(fā)展后勁差等問題。4.扶風(fēng)縣農(nóng)民專業(yè)合作社在發(fā)展的過程中應(yīng)當(dāng)進(jìn)一步完善合作社自身制度、完善合作社財(cái)政管理、多渠道籌措資金、強(qiáng)化品牌意識、抓住機(jī)遇,促進(jìn)合作社更好的發(fā)展。本研究通過對扶風(fēng)縣合作社發(fā)展現(xiàn)狀的研究,概括出扶風(fēng)縣目前農(nóng)民專業(yè)合作社的發(fā)展模式,找出合作社發(fā)展中存在的問題并提出響應(yīng)的對策。陜西省扶風(fēng)縣仍需進(jìn)一步繼續(xù)努力促進(jìn)農(nóng)民專業(yè)合作社的發(fā)展。政府相關(guān)職能部門應(yīng)從根本上解決合作社現(xiàn)存的問題,營造出良好的環(huán)境促進(jìn)扶風(fēng)縣農(nóng)民專業(yè)合作社和農(nóng)業(yè)的可持續(xù)發(fā)展。
[Abstract]:Farmers' specialized cooperative is a kind of farmers' voluntary union on the basis of household contract responsibility system. It can strengthen their own strength, resist the risk of production and market, and finally obtain common benefits. Farmers' professional cooperatives increase farmers' benefits, promote rural infrastructure and economic, industrial development, and solve the problem of farmers' employment. There are a lot of types in the development and practice of the farmers' specialized cooperatives in Fufeng County. The development mode of the farmers' specialized cooperatives in Fufeng County has been studied in depth, and the problems existing in the development of the cooperatives have been explored, and the solutions and countermeasures have been found in the light of the various problems. Can give full play to the role of cooperatives, further promote rural development, increase farmers' income. The main conclusions of this study are as follows: 1. The registered farmers' professional cooperatives in Fufeng County are widely distributed, covering 169 administrative villages in Fufeng County, in which the proportion of farmers' specialized cooperatives of planting type in the two years of 2013 and 2014 is over 40%. The development of farmer specialized cooperative is still in the primary stage. According to the different leading bodies, the cooperatives in Fufeng County can be divided into four types, which are the farmers' autonomy, the professional talents' leadership, the grassroots cadres' establishment, and the leading enterprises. At present, the present situation of farmers' specialized cooperatives in Fufeng County of Shaanxi Province is still in the development stage, and the internal operating mechanism of cooperatives still needs to be further improved, compared with other areas where the farmers' specialized cooperatives are developing better. There are still some problems, such as small scale, low education level of managers and members, absence of cooperative functions, non-standard operation, lack of financial support, poor development stamina of cooperatives, and so on. In the process of development, the farmers' specialized cooperatives in Fufeng County should further perfect the cooperative's own system, perfect the cooperative's financial management, raise funds through various channels, strengthen the brand consciousness, seize the opportunity, and promote the better development of the cooperative. Through the study of the present situation of the development of the cooperatives in Fufeng County, this paper summarizes the development mode of the farmers' specialized cooperatives in Fufeng County, finds out the problems existing in the development of the cooperatives, and puts forward some countermeasures in response. In Fufeng County, Shaanxi Province, further efforts should be made to promote the development of farmers' professional cooperatives. The relevant functional departments of the government should fundamentally solve the existing problems of cooperatives and create a good environment to promote the sustainable development of farmers' specialized cooperatives and agriculture in Fufeng County.
