【摘要】：特色農(nóng)業(yè)是指充分合理的利用當?shù)厮赜械馁Y源、地理、產(chǎn)品、氣候、產(chǎn)業(yè)等條件,根據(jù)市場需求發(fā)展起來且具有一定程度的品牌優(yōu)勢、規(guī)模優(yōu)勢和市場競爭優(yōu)勢的高效農(nóng)業(yè),是現(xiàn)代農(nóng)業(yè)發(fā)展的主流模式和未來農(nóng)村社會經(jīng)濟發(fā)展的新興主導(dǎo)產(chǎn)業(yè)。發(fā)展特色農(nóng)業(yè)是促進中原經(jīng)濟區(qū)建設(shè)、實現(xiàn)農(nóng)業(yè)現(xiàn)代化的必然選擇,是破解在耕地資源有限和不犧牲糧食生產(chǎn)的前提下實現(xiàn)農(nóng)業(yè)增效、農(nóng)民增收、農(nóng)村繁榮難題的重要途徑。對于作為國家重要糧食生產(chǎn)基地的河南來說,在省委省政府的帶領(lǐng)下積極推進農(nóng)業(yè)結(jié)構(gòu)調(diào)整,堅持發(fā)展特色高效農(nóng)業(yè)和現(xiàn)代畜牧業(yè),并取得顯著成效。但目前河南特色農(nóng)業(yè)的發(fā)展距以現(xiàn)代、高效、優(yōu)質(zhì)和生態(tài)為基本特征的現(xiàn)代特色農(nóng)業(yè)的基本要求還存在一定差距,存在內(nèi)部原生動力不強、帶動能力不足、支撐要素不完善和外部競爭優(yōu)勢不明顯、標準化水平不高等問題,特色優(yōu)勢資源轉(zhuǎn)化為市場競爭優(yōu)勢的能力不高,拉動經(jīng)濟增長的能力不強。如何在中原經(jīng)濟區(qū)和“三化”快速推進的背景下制定特色農(nóng)業(yè)的發(fā)展戰(zhàn)略,把河南有基礎(chǔ)、有優(yōu)勢、有潛力、有特色的農(nóng)業(yè)資源整合成具有較強競爭力的農(nóng)業(yè)資本,依然面臨著很多挑戰(zhàn)。河南各地擁有豐富的特色優(yōu)勢資源,很多地方的特色資源優(yōu)勢之所以沒能轉(zhuǎn)化為市場優(yōu)勢、特色農(nóng)業(yè)沒能發(fā)展成效益農(nóng)業(yè),主要有如下原因:很多地方對現(xiàn)代特色農(nóng)業(yè)的基本內(nèi)涵理解不清晰,很難發(fā)揮、擴大和持續(xù)特色資源優(yōu)勢,甚至造成勞民傷財?shù)暮蠊?特色農(nóng)業(yè)發(fā)展的關(guān)鍵戰(zhàn)略要素不足。作為一個產(chǎn)業(yè),特色農(nóng)業(yè)的發(fā)展依賴于市場需求、技術(shù)創(chuàng)新、農(nóng)工商有機整合、產(chǎn)供銷整體聯(lián)動和協(xié)同經(jīng)營等關(guān)鍵戰(zhàn)略要素的有機整合。河南作為一個農(nóng)業(yè)大省,目前特色農(nóng)業(yè)發(fā)展的關(guān)鍵戰(zhàn)略要素仍然不足;從省政府到地方政府各個層面缺乏有效支持特色農(nóng)業(yè)產(chǎn)業(yè)發(fā)展的政策�；诖�,本文運用產(chǎn)業(yè)分析理論與方法從理論基礎(chǔ)、現(xiàn)狀分析、基本思路與戰(zhàn)略選擇、對策建議四個方面展開研究。
[Abstract]:Characteristic agriculture refers to the efficient agriculture which fully and reasonably utilizes the unique resources, geography, products, climate, industry and so on, develops according to the market demand and has certain degree of brand advantage, scale advantage and market competition advantage. It is the mainstream mode of modern agricultural development and the emerging leading industry of rural social and economic development in the future. Developing characteristic agriculture is the inevitable choice to promote the construction of Central Plains Economic Zone and realize agricultural modernization. It is also an important way to solve the problem of increasing agricultural efficiency, increasing farmers' income and rural prosperity under the premise of limited cultivated land resources and no sacrificing grain production. As an important national grain production base, Henan Province, under the leadership of the provincial party committee and the provincial government, actively promoted the agricultural structure adjustment, insisted on the development of characteristic and efficient agriculture and modern animal husbandry, and achieved remarkable results. However, there is still a certain gap between the basic requirements of modern characteristic agriculture, which is characterized by modern, high efficiency, high quality and ecological characteristics, the internal primary power is not strong and the driving capacity is insufficient. Such problems as imperfect supporting elements and indistinct external competitive advantage, low standardization level, low ability to transform characteristic advantage resources into market competitive advantage, and weak ability to stimulate economic growth. How to formulate the development strategy of characteristic agriculture under the background of the Central Plains Economic Zone and the "three modernizations", so as to integrate Henan's agricultural resources with foundation, advantage, potential and characteristics into agricultural capital with strong competitiveness. There are still many challenges ahead. Henan has abundant characteristic advantage resources. The reason why the advantages of special resources in many places have not been transformed into market advantages and characteristic agriculture has not developed into benefit agriculture. The main reasons are as follows: many places do not understand the basic connotation of modern characteristic agriculture clearly, it is very difficult to play, expand and continue the advantages of characteristic resources, even cause the consequences of wasting money and labor, and the key strategic elements of the development of characteristic agriculture are insufficient. As an industry, the development of characteristic agriculture depends on the organic integration of the key strategic elements, such as market demand, technological innovation, organic integration of agriculture, commerce and industry, the overall linkage of production, supply and marketing, and cooperative management. As a big agricultural province, Henan is still short of the key strategic elements for the development of characteristic agriculture, and lacks effective policies to support the development of characteristic agricultural industry at all levels from provincial government to local government. Based on this, this paper uses industry analysis theory and method to carry out research from four aspects: theoretical basis, current situation analysis, basic thinking and strategic choice, countermeasures and suggestions.
