【摘要】：山東省是我國(guó)肉羊生產(chǎn)大省,是除內(nèi)蒙古和新疆外的全國(guó)第三大肉羊生產(chǎn)省。山東省雖然是我國(guó)重要的肉羊生產(chǎn)大省,但山東省不是肉羊貿(mào)易強(qiáng)省,肉羊產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力不高,在國(guó)際化道路上,山東省肉羊產(chǎn)業(yè)發(fā)展仍然任重而道遠(yuǎn)。因此,在世界經(jīng)濟(jì)全球化及我國(guó)經(jīng)濟(jì)不斷開(kāi)放發(fā)展的轉(zhuǎn)型時(shí)期,研究山東省肉羊產(chǎn)業(yè)生產(chǎn)和貿(mào)易現(xiàn)狀、肉羊產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力狀況及其影響因素,對(duì)于提升山東省肉羊產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力以及山東省肉羊產(chǎn)業(yè)的可持續(xù)發(fā)展具有非常重要的意義。首先,本文分析了肉羊產(chǎn)業(yè)發(fā)展的現(xiàn)狀和趨勢(shì)。世界肉羊生產(chǎn)和貿(mào)易呈逐年上升趨勢(shì),世界肉羊生產(chǎn)不斷向亞洲和非洲等發(fā)展中國(guó)家轉(zhuǎn)移,但肉羊貿(mào)易仍集中于發(fā)達(dá)國(guó)家。我國(guó)是世界上肉羊生產(chǎn)大國(guó),肉羊存欄量、出欄量和羊肉產(chǎn)量均居世界首位,但肉羊貿(mào)易較小,是典型的“生產(chǎn)大國(guó),貿(mào)易小國(guó)”。山東省是我國(guó)傳統(tǒng)的畜牧業(yè)大省,也是除三大牧區(qū)之外全國(guó)最大的農(nóng)區(qū)肉羊養(yǎng)殖生產(chǎn)大省,具有堅(jiān)實(shí)的產(chǎn)業(yè)基礎(chǔ),羊產(chǎn)業(yè)的發(fā)展對(duì)全省乃至全國(guó)具有重要的地位,在肉羊貿(mào)易上,是全國(guó)第三大肉羊出口省,以羊肉產(chǎn)品出口為主,活羊出口較少。其次,通過(guò)國(guó)際競(jìng)爭(zhēng)力績(jī)效指標(biāo)和實(shí)力評(píng)價(jià)指標(biāo)的分析,發(fā)現(xiàn)山東省羊肉產(chǎn)品出口份額較小,顯示性比較優(yōu)勢(shì)不明顯,產(chǎn)品競(jìng)爭(zhēng)力較弱,與世界肉羊生產(chǎn)和貿(mào)易大國(guó)相比差距較大。隨著肉羊產(chǎn)品價(jià)格的不斷上漲,山東省羊肉產(chǎn)品出口已經(jīng)失去價(jià)格優(yōu)勢(shì)、而質(zhì)量競(jìng)爭(zhēng)力有所提高,山東省綿羊和山羊的生產(chǎn)水平與世界其他肉羊生產(chǎn)和出口大國(guó)相比有一定差距,但生產(chǎn)水平上升較快。最后,通過(guò)對(duì)山東省肉羊產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力影響因素分析,發(fā)現(xiàn)山東省肉羊產(chǎn)業(yè)基本要素條件較好,但高級(jí)要素條件發(fā)展較為落后,國(guó)內(nèi)市場(chǎng)需求缺口不斷擴(kuò)大,供需矛盾不斷突出,相關(guān)及支持產(chǎn)業(yè)發(fā)展不完善,肉羊產(chǎn)業(yè)的發(fā)展處于機(jī)遇與挑戰(zhàn)共存的產(chǎn)業(yè)轉(zhuǎn)型期,國(guó)家和山東省出臺(tái)的發(fā)展規(guī)劃和扶持政策缺少針對(duì)肉羊產(chǎn)業(yè)發(fā)展的扶持政策和補(bǔ)貼措施。這一系列的問(wèn)題及矛盾影響了山東省肉羊產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力,導(dǎo)致山東省肉羊產(chǎn)業(yè)競(jìng)爭(zhēng)力較弱。并針對(duì)存在的問(wèn)題,提出了相關(guān)的政策建議,以期提升山東省肉羊產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力。
[Abstract]:Shandong Province is the largest meat sheep production province in China and the third largest meat sheep production province in China except Inner Mongolia and Xinjiang. Shandong Province is an important meat sheep production province in China, but Shandong Province is not a strong trade province of meat sheep, the international competitiveness of meat sheep industry is not high, on the international road, Shandong meat sheep industry still has a heavy burden and a long way to go. Therefore, in the period of the world economic globalization and the continuous opening and development of our country's economy, this paper studies the production and trade status of meat sheep industry in Shandong Province, the international competitiveness of meat sheep industry and its influencing factors. It is of great significance to promote the international competitiveness of meat sheep industry in Shandong province and the sustainable development of meat sheep industry in Shandong province. First of all, this paper analyzes the current situation and trend of meat sheep industry development. The world meat sheep production and trade is on the rise year by year. The world meat sheep production continues to transfer to the developing countries such as Asia and Africa, but the meat sheep trade is still concentrated in the developed countries. China is one of the largest meat sheep producers in the world. The stock of meat sheep, the amount of meat sheep and the output of mutton occupy the first place in the world, but the trade of meat sheep is small, which is typical "big producing country, small trading country". Shandong Province is the traditional animal husbandry province in our country, and it is also the largest agricultural area in China besides the three major pastoral areas. It has a solid industrial foundation, and the development of sheep industry plays an important role in the whole province and even the whole country. In meat sheep trade, is the third largest meat sheep export province, mainly for mutton exports, live sheep exports less. Secondly, through the analysis of international competitive performance index and strength evaluation index, it is found that the export share of mutton products in Shandong Province is small, the comparative advantage is not obvious, and the competitiveness of the products is weak. Compared with the world meat sheep production and trade big country big disparity. With the rising prices of meat sheep products, the export of mutton products in Shandong Province has lost its price advantage, while the quality competitiveness has improved. The production level of sheep and goats in Shandong Province is far from that in other big countries in the world, but the production level is rising rapidly. Finally, by analyzing the factors affecting the international competitiveness of meat sheep industry in Shandong Province, it is found that the basic factors of meat sheep industry in Shandong Province are better, but the development of higher factor conditions is relatively backward, and the gap of domestic market demand is widening. The contradiction between supply and demand is becoming more and more prominent, the development of related and supporting industries is not perfect, and the development of meat sheep industry is in the period of industrial transformation in which opportunities and challenges coexist. The development planning and supporting policies issued by the state and Shandong Province lack of supporting policies and subsidies for the development of meat sheep industry. This series of problems and contradictions affect the international competitiveness of Shandong meat sheep industry, leading to the weak competitiveness of Shandong meat sheep industry. In order to improve the international competitiveness of meat sheep industry in Shandong Province, some policy suggestions are put forward.
