【摘要】：基于我國目前的國情,農(nóng)村社會養(yǎng)老保險(xiǎn)作為社保中最基礎(chǔ)的體系直接關(guān)系到廣大農(nóng)民的生活、養(yǎng)老等社會福利性問題。為了滿足居民在養(yǎng)老方面的需求,為其提供更為周到的公共服務(wù)以及養(yǎng)老產(chǎn)品,我國進(jìn)行了大量改革和探索,取得了一定的成績,但同時(shí)存在諸多問題、缺陷,與廣大農(nóng)民的需求還有不小差距,已難以適應(yīng)社會中關(guān)于農(nóng)村全面發(fā)展進(jìn)步的要求。此種情況下,加強(qiáng)制度改革,推行新型農(nóng)村養(yǎng)老保險(xiǎn)制度,選擇相適應(yīng)國情的農(nóng)村養(yǎng)老保險(xiǎn)模式已刻不容緩。十八大以來隨著新農(nóng)保試點(diǎn)工作得以順利進(jìn)行,在此基礎(chǔ)上對農(nóng)村養(yǎng)老問題進(jìn)行研究,可以為建設(shè)適應(yīng)未來可持續(xù)發(fā)展的新型農(nóng)村社會養(yǎng)老保險(xiǎn)體系,并對其進(jìn)一步完善打下良好基礎(chǔ)。推行新型農(nóng)村社會養(yǎng)老保險(xiǎn)制度的作用是多方面的,不但可以有效地保障農(nóng)民基本生活、縮小城鄉(xiāng)差距,還能保障農(nóng)民的基本權(quán)利、完善我國社會保障體系,同時(shí)也能夠確保農(nóng)村社會的穩(wěn)定,實(shí)現(xiàn)我國和諧發(fā)展的目標(biāo),從而使我國農(nóng)村社保體系得以健康全面發(fā)展。本文首先對農(nóng)村社會養(yǎng)老保險(xiǎn)的內(nèi)涵進(jìn)行了定義,之后又介紹了中國新農(nóng)保制度的基本發(fā)展情況,在該基礎(chǔ)上提出了新農(nóng)保發(fā)展面臨的主要問題,借鑒了外國農(nóng)村養(yǎng)老保險(xiǎn)的相關(guān)經(jīng)驗(yàn)和對我國的啟示。綜上,從政府角度著眼,貫徹落實(shí)政府職能,建立相應(yīng)管理機(jī)制,拓寬農(nóng)村養(yǎng)老保險(xiǎn)制度等方面提出了相關(guān)政策建議,進(jìn)而推進(jìn)我國新型農(nóng)村社會養(yǎng)老保險(xiǎn)制度健康可持續(xù)發(fā)展。
[Abstract]:Based on the current situation of our country, the rural social endowment insurance, as the most basic system in social security, is directly related to the life of farmers, pension and other social welfare issues. In order to meet the needs of the residents in providing for the aged and providing them with more considerate public services and pension products, China has carried out a lot of reforms and explorations, and has made certain achievements, but at the same time there are many problems and defects. There is not a small gap with the needs of the peasants, and it is difficult to adapt to the demands of the overall development and progress of the rural areas. In this case, it is urgent to strengthen the system reform, to carry out the new rural old-age insurance system, and to choose the rural old-age insurance model suitable to the national conditions. Since the 18th National Congress of the Communist Party of China, the pilot work of new rural social insurance has been carried out smoothly. On the basis of this, the study on the rural old-age care problem can be used to build a new rural social endowment insurance system adapted to the future sustainable development. And lay a good foundation for its further improvement. The role of implementing the new rural social endowment insurance system is various. It can not only effectively protect the basic life of farmers, narrow the gap between urban and rural areas, but also protect the basic rights of farmers and improve the social security system of our country. At the same time, it can ensure the stability of rural society, realize the goal of harmonious development of our country, and make the rural social security system of our country develop healthily and comprehensively. This paper first defines the connotation of rural social endowment insurance, then introduces the basic development of the new rural insurance system in China, and then puts forward the main problems facing the development of new rural insurance. Draw lessons from the relevant experience of foreign rural endowment insurance and enlightenment to our country. In summary, from the angle of the government, the author puts forward some relevant policy suggestions, such as carrying out the functions of the government, establishing the corresponding management mechanism, broadening the rural old-age insurance system, etc. And then promote the new rural social endowment insurance system healthy and sustainable development.
