【摘要】：農(nóng)業(yè)社會(huì)化服務(wù)體系是指滿足農(nóng)業(yè)生產(chǎn)與發(fā)展,政府、市場(chǎng)和社會(huì)三方為農(nóng)民從事農(nóng)業(yè)生產(chǎn)與經(jīng)營(yíng)提供各種服務(wù)所構(gòu)成的服務(wù)網(wǎng)絡(luò)與組織系統(tǒng)。以家庭聯(lián)產(chǎn)承包責(zé)任制為基礎(chǔ)的農(nóng)業(yè)生產(chǎn)形式,在一定時(shí)期內(nèi)促進(jìn)了農(nóng)業(yè)的發(fā)展,但隨著市場(chǎng)經(jīng)濟(jì)的發(fā)展和農(nóng)村的改革,家庭聯(lián)產(chǎn)承包責(zé)任制不能完全促進(jìn)農(nóng)業(yè)的發(fā)展,現(xiàn)在,“統(tǒng)”的功能在不斷地消化,“分”的功能在不斷加強(qiáng),個(gè)體的單獨(dú)存在并不能適應(yīng)市場(chǎng)經(jīng)濟(jì),抵抗風(fēng)險(xiǎn)能力小,加劇了小農(nóng)戶與大市場(chǎng)的沖突。由于我國(guó)農(nóng)村人口眾多,家庭聯(lián)產(chǎn)承包責(zé)任制是農(nóng)業(yè)發(fā)展的重要保證,這樣,要想發(fā)展現(xiàn)代農(nóng)業(yè),讓農(nóng)業(yè)生產(chǎn)適應(yīng)市場(chǎng)經(jīng)濟(jì),就要建立健全農(nóng)業(yè)社會(huì)化體系。目前,我國(guó)雖然初步建立了農(nóng)業(yè)社會(huì)化服務(wù)體系,但是仍存在服務(wù)成本過(guò)高,服務(wù)水平低等問(wèn)題,本文通過(guò)對(duì)延邊州農(nóng)戶的調(diào)查,通過(guò)對(duì)延邊州目前農(nóng)業(yè)社會(huì)化結(jié)構(gòu)的描述,并通過(guò)農(nóng)機(jī),農(nóng)業(yè)信息,農(nóng)業(yè)貸款,農(nóng)業(yè)保險(xiǎn)來(lái)探討農(nóng)業(yè)社會(huì)化服務(wù)現(xiàn)狀來(lái)試圖分析延邊州農(nóng)業(yè)社會(huì)化服務(wù)體系的現(xiàn)狀和問(wèn)題,目前,延邊州農(nóng)業(yè)社會(huì)化服務(wù)體系不完善,調(diào)查中發(fā)現(xiàn),農(nóng)戶對(duì)政府服務(wù)機(jī)構(gòu)這類公益性服務(wù)了解少,服務(wù)機(jī)構(gòu)的服務(wù)功能發(fā)揮不充分,合作社的作用發(fā)揮不充分,延邊州農(nóng)戶對(duì)社會(huì)化服務(wù)現(xiàn)狀；延邊州農(nóng)業(yè)社會(huì)化服務(wù)需求研究,通過(guò)對(duì)調(diào)查問(wèn)卷的描述,了解當(dāng)前延邊州農(nóng)戶對(duì)農(nóng)業(yè)社會(huì)化服務(wù)需求,并通過(guò)交叉分析來(lái)分析農(nóng)戶的需求情況以及發(fā)達(dá)國(guó)家和地區(qū)農(nóng)業(yè)社會(huì)化服務(wù)發(fā)展經(jīng)驗(yàn)及啟示,介紹了德國(guó),日本,韓國(guó)的關(guān)于農(nóng)業(yè)社會(huì)化的先進(jìn)經(jīng)驗(yàn),結(jié)合經(jīng)驗(yàn),并為下文服務(wù)；最后對(duì)提升延邊州農(nóng)業(yè)社會(huì)化服務(wù)的建議,結(jié)合分析結(jié)果及其國(guó)外先進(jìn)經(jīng)驗(yàn),提出有利于延邊州農(nóng)業(yè)社會(huì)化服務(wù)發(fā)展的建議。
[Abstract]:The agricultural socialized service system refers to the service network and organization system which satisfies the agricultural production and development. The government, market and society provide all kinds of services for farmers to engage in agricultural production and management. The form of agricultural production based on the household contract responsibility system has promoted the development of agriculture within a certain period of time. However, with the development of the market economy and the reform of the rural areas, the household contract responsibility system of linked output cannot fully promote the development of agriculture. The function of "unification" is constantly digested, the function of "division" is being strengthened constantly, the individual's individual existence can not adapt to the market economy, the ability of resisting risk is small, and the conflict between small farmers and large market is aggravated. Because of the large rural population, the household contract responsibility system is an important guarantee for the development of agriculture. In order to develop modern agriculture and adapt agricultural production to the market economy, it is necessary to establish and improve the agricultural socialization system. At present, although our country has initially established the agricultural socialization service system, there are still some problems, such as high service cost and low service level, etc. Through the investigation of the farmers in Yanbian prefecture and the description of the present agricultural socialization structure in Yanbian prefecture, And through agricultural machinery, agricultural information, agricultural loans, agricultural insurance to explore the current situation of agricultural socialized service system to try to analyze the status quo and problems of agricultural socialized service system in Yanbian prefecture. At present, the agricultural socialized service system of Yanbian prefecture is not perfect. It is found that farmers know little about public welfare services such as government service organizations, the service functions of service institutions are not played adequately, the role of cooperatives is not played adequately, and the present situation of farmers' socialized service in Yanbian Prefecture; The research on the demand of agricultural socialized service in Yanbian prefecture, through the description of questionnaire, understand the demand of agricultural socialized service for farmers in Yanbian prefecture at present. And through cross-analysis to analyze the demand of farmers and the development experience and enlightenment of agricultural socialization service in developed countries and regions, this paper introduces the advanced experience of agricultural socialization in Germany, Japan and South Korea, combining with experience. Finally, some suggestions are put forward to promote the development of agricultural socialization service in Yanbian prefecture, combined with the analysis results and the advanced experience of foreign countries.
