【摘要】：以產(chǎn)出模型為基礎(chǔ)進(jìn)行理論研究分析,并以福建省寧德市為例通過(guò)構(gòu)建PVAR模型進(jìn)行實(shí)證研究分析,分別研究了省級(jí)扶貧開(kāi)發(fā)工作重點(diǎn)縣和非省級(jí)扶貧開(kāi)發(fā)工作重點(diǎn)縣的信貸投入、財(cái)政支出和產(chǎn)業(yè)結(jié)構(gòu)等因素對(duì)縣域農(nóng)民減貧增收的效果。實(shí)證結(jié)果表明:金融和財(cái)政都能在一定程度上起到扶貧的作用;相較于非貧困縣,財(cái)政和金融支持對(duì)貧困縣的農(nóng)民收入水平的提高有更大的正向作用;金融和財(cái)政支持能通過(guò)對(duì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的支持來(lái)實(shí)現(xiàn)扶貧,且產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)優(yōu)化帶來(lái)的脫貧效果更好。最后提出:因戶施策、特色產(chǎn)業(yè)扶貧、創(chuàng)新扶貧模式等建議。
[Abstract]:Taking Ningde City of Fujian Province as an example to carry out theoretical research and analysis on the basis of the output model, an empirical analysis is carried out through the construction of PVAR model. The effects of credit input, financial expenditure and industrial structure on poverty reduction and income increase of county farmers were studied in the key counties and non-provincial counties of poverty alleviation and development at provincial level. The empirical results show that both finance and finance can help the poor to a certain extent, compared with the non-poor counties, the financial and financial support has a greater positive effect on the improvement of farmers' income level in the poor counties. Financial and financial support can help the poor through the adjustment of industrial structure, and the effect of industrial structure optimization is better. Finally, some suggestions are put forward, such as household strategy, poverty alleviation by characteristic industry and innovation of poverty alleviation model.
