【摘要】：家庭農(nóng)場的發(fā)展在我國尚剛剛上路,而在農(nóng)業(yè)發(fā)達的其他國家可以說是經(jīng)歷了長期的發(fā)展歷程,并根據(jù)各國的自然資源差異,表現(xiàn)出不同的特點。在我國實踐中,土地流轉(zhuǎn)不暢、融資困難、經(jīng)營主體管理能力差、社會化服務(wù)體系滯后等問題,也給現(xiàn)階段家庭農(nóng)場的規(guī)�；l(fā)展帶來了一定的困境。本文應(yīng)用家庭承包經(jīng)營理論、土地流轉(zhuǎn)理論、制度變遷理論、規(guī)模經(jīng)濟理論等家庭農(nóng)場的基礎(chǔ)理論,界定了家庭農(nóng)場的概念、內(nèi)涵與性質(zhì),以比較典型的江蘇省、遼寧省、黑龍江省、甘肅省、云南省為分析對象進行調(diào)查研究。分析了我國家庭農(nóng)場的制度環(huán)境和經(jīng)營環(huán)境,認為一定規(guī)模的家庭農(nóng)場是目前我國農(nóng)業(yè)發(fā)展的最優(yōu)組織形式�？傮w上看,五省區(qū)的家庭農(nóng)場建設(shè)處于起步的發(fā)展階段,對農(nóng)場主的基本素質(zhì)、土地流轉(zhuǎn)工作完成情況、農(nóng)場投資的長期行為、農(nóng)業(yè)機械化水平等分析表明,資金投入不足使原本技術(shù)不先進、農(nóng)業(yè)機械缺乏、土地細碎、正在不斷強化農(nóng)場主職業(yè)素質(zhì)的欠發(fā)達地區(qū)的家庭農(nóng)場發(fā)展面臨著諸多的困難和挑戰(zhàn),是家庭農(nóng)場發(fā)展緩慢的原因之。對家庭農(nóng)場發(fā)展典型模式和五省典型家庭農(nóng)場案例的分析表明,各省政府依據(jù)當?shù)厍闆r出臺了促進土地流轉(zhuǎn)和家庭農(nóng)場發(fā)展的指導(dǎo)性文件,強化認證等級制度,引導(dǎo)農(nóng)村土地流向家庭農(nóng)場,加強金融扶持力度,制定家庭農(nóng)場的規(guī)范標準,引導(dǎo)新型職業(yè)農(nóng)民發(fā)展家庭農(nóng)場等方面發(fā)揮了服務(wù)者、管理者、支持者和監(jiān)督者的作用。從目前的情況看,家庭農(nóng)場的進一步發(fā)展還需要完善農(nóng)業(yè)社會化服務(wù)體系,構(gòu)建培育新型職業(yè)農(nóng)民制度,建立家庭農(nóng)場為主體、基于土地集體制基礎(chǔ)上的新型的生產(chǎn)經(jīng)營體制,進一步完善《土地管理法》、《農(nóng)村土地承包法》以及《物權(quán)法》等法律法規(guī)。本文創(chuàng)新之處在于通過五省的實證大數(shù)據(jù)分析、多案例分析,總結(jié)當前家庭農(nóng)場發(fā)展過程中存在的問題,分析我國家庭農(nóng)場的主要影響因素。應(yīng)用制度變遷理論和規(guī)模經(jīng)濟理論提出適合我國實際情況的家庭農(nóng)場發(fā)展的政策建議可供決策參考。本文研究方法包括文獻研究和理論分析、案例研究法、分析歸納法、歷史縱向研究法、比較研究法、實證分析。數(shù)據(jù)來源包括實地調(diào)研、訪談、文獻收集和網(wǎng)絡(luò)信息檢索等。
[Abstract]:The development of family farm is just on its way in China, but in other countries with developed agriculture, it can be said that it has experienced a long process of development, and shows different characteristics according to the differences of natural resources of different countries. In the practice of our country, land circulation is not smooth, financing difficulty, management ability of management main body is poor, socialized service system lags behind, also brought certain predicament to the scale development of family farm at present. Based on the family contract management theory, land transfer theory, institutional change theory, scale economy theory and other basic theories of family farm, this paper defines the concept, connotation and nature of family farm, in order to compare the typical Jiangsu Province, Liaoning Province, and so on. Heilongjiang Province, Gansu Province, Yunnan Province for the analysis of the object of investigation. This paper analyzes the institutional environment and management environment of family farms in China, and thinks that family farms of a certain scale are the best organization form for the development of agriculture in our country at present. On the whole, the family farm construction in the five provinces and regions is in the initial stage of development. The analysis of the farmers' basic qualities, the completion of the land transfer work, the long-term behavior of farm investment, and the level of agricultural mechanization shows that The lack of capital investment has made the development of family farms in less developed areas, where the original technology is not advanced, agricultural machinery is scarce, land is broken, and farmers' professional qualities are being continuously strengthened, they are facing many difficulties and challenges. Is the reason for the slow development of family farms. The analysis of the typical model of family farm development and the typical family farm cases in five provinces shows that the provincial governments have issued guidance documents to promote land circulation and family farm development according to the local conditions, and strengthened the certification level system. Guiding rural land to family farms, strengthening financial support, formulating the standard of family farms and guiding new professional farmers to develop family farms have played the role of service providers, managers, supporters and supervisors. From the current situation, the further development of the family farm also needs to perfect the agricultural socialized service system, construct and cultivate the new professional farmer system, establish the family farm as the main body, based on the land collective system of the new production and management system. Further improve the Land Management Law, the Rural Land contract Law and the property Law and other laws and regulations. The innovation of this paper is to sum up the problems existing in the development of family farms and analyze the main influencing factors of family farms in China through the empirical big data analysis and multi-case analysis of five provinces. Based on the theory of institutional change and the theory of economies of scale, the policy suggestions for the development of family farms suitable for the actual situation of our country are put forward for the reference of decision making. The research methods of this paper include literature research and theoretical analysis, case study, analytical induction, historical longitudinal research, comparative research, and empirical analysis. Data sources include field research, interviews, literature collection and web information retrieval.
