【摘要】：近年來,隨著國民消費能力的提高,人們對鮮活農產品的需求越來越大,農產品的加工逐漸由傳統(tǒng)、粗放向高附加值、市場導向轉變。同時,在國家政策和市場機制的共同作用下,農產品冷鏈物流服務體系逐步完善,物流服務功能不斷增強,農產品儲運的順暢、品質的提高,對解決食品安全問題起到了很好的幫助作用。農業(yè)作為鹽城的傳統(tǒng)產業(yè)和優(yōu)勢產業(yè),近年來一直保持著良好的發(fā)展勢頭,鹽城農業(yè)資源豐富,農產品種類繁多,且產量逐年提高,不僅滿足了當地百萬居民的飲食需求,也對外進行大批量供給。與此同時,乘著中央"沿海大開發(fā)"戰(zhàn)略的東風,外加上鹽城本身優(yōu)越的區(qū)位條件和良好的交通建設,鹽城的物流業(yè)正處于蓬勃發(fā)展期,物流企業(yè)群體發(fā)展迅速,物流服務呈現多層次、全方位方向發(fā)展。同時,鹽城各縣(市)依據地方資源,發(fā)展、建設出了具有地方特色的物流園區(qū),農產品冷鏈物流因此得到了一定的發(fā)展,當地的冷庫建設基本可以滿足農產品的低溫保鮮要求。同時,隨著居民收入水平的提高、飲食結構的改善以及農產品產量的提升,冷鏈農產品的市場需求日益增加,農產品冷鏈物流市場前景十分廣闊,因此農產品冷鏈物流體系的更新與完善勢在必行。由于鹽城農產品冷鏈物流的發(fā)展尚處于初級階段,在發(fā)展過程中存在著諸多問題,這些問題既有政策方面的、也有基礎建設、信息技術、管理以及人員方面的。政策方面包括行業(yè)標準和監(jiān)管的缺乏,政策扶持力度不足;基礎建設方面的問題集中在交通運輸、冷庫運營以及第三方物流企業(yè);信息技術方面的問題包括科學技術落后和信息化程度低;管理方面的問題包括完整獨立的食品冷鏈體系尚未形成,冷鏈運作效率低,合理的市場定價體系尚未形成;人員方面的問題有物流人才缺乏,客戶理念誤區(qū)。針對上述問題,本文結合鹽城的實際情況,因地制宜,從多個角度提出建議來加以解決。首先政府要做好宏觀調控,加大對農產品冷鏈物流行業(yè)的政策支持和資金投入。其次,整個冷鏈物流業(yè)需要加強物流軟硬件建設,實現信息一體化。同時,需要完善冷鏈物流管理體系來實現生鮮農產品在產地與銷地的高效對接,從而提高整個冷鏈物流體系的運作效率。最后,需要大力培養(yǎng)適應現代化發(fā)展趨勢的物流人才來引導農產品冷鏈物流行業(yè)的健康發(fā)展。
[Abstract]:In recent years, with the improvement of national consumption power, the demand for fresh and live agricultural products is increasing, and the processing of agricultural products is gradually changing from traditional, extensive to high value-added and market-oriented. At the same time, under the joint action of national policies and market mechanisms, the cold chain logistics service system of agricultural products has been gradually improved, the function of logistics services has been continuously enhanced, the storage and transportation of agricultural products has been smooth, and the quality of agricultural products has been improved. To solve the problem of food safety has played a good role in helping. Agriculture, as the traditional industry and advantage industry of Yancheng, has maintained a good development momentum in recent years. Yancheng has abundant agricultural resources, various kinds of agricultural products, and its output is increasing year by year, which not only meets the dietary needs of millions of local residents, Also carry out a large quantity of external supply. At the same time, taking advantage of the "coastal development" strategy of the central government, as well as the advantageous location conditions and good traffic construction of Yancheng, the logistics industry in Yancheng is in a period of vigorous development, and the logistics enterprise group is developing rapidly. Logistics service presents multi-level, all-directional development. At the same time, the counties (cities) of Yancheng developed a logistics park with local characteristics based on local resources. As a result, the cold-chain logistics of agricultural products was developed to a certain extent. Local cold storage construction can basically meet the requirements of low-temperature preservation of agricultural products. At the same time, with the improvement of residents' income level, the improvement of diet structure and the increase of agricultural product output, the market demand of cold-chain agricultural products is increasing day by day, and the market prospect of cold-chain logistics of agricultural products is very broad. Therefore, it is imperative to renew and perfect the cold chain logistics system of agricultural products. As the development of cold chain logistics of agricultural products in Yancheng is still in the primary stage, there are many problems in the process of development. These problems include policy, infrastructure, information technology, management and personnel. The policy includes the lack of industry standards and supervision, the lack of policy support, and the problems in infrastructure construction, such as transportation, cold storage operation and third party logistics enterprises. The problems in information technology include backward science and technology and low level of information, the problems of management include that the complete and independent food cold chain system has not been formed, the operation efficiency of cold chain is low, and the reasonable market pricing system has not been formed. Personnel problems have logistics talent shortage, misconception of customer. In view of the above problems, this article combines the actual situation of Yancheng, according to local conditions, puts forward suggestions from many angles to solve. First of all, the government should make macro-control, increase the policy support and capital investment to the cold chain logistics industry of agricultural products. Secondly, the whole cold chain logistics industry needs to strengthen the construction of logistics hardware and software to achieve information integration. At the same time, it is necessary to improve the management system of cold chain logistics to realize the efficient docking of fresh agricultural products in the place of production and sale, so as to improve the operation efficiency of the whole cold chain logistics system. Finally, it is necessary to train logistics talents who adapt to the development trend of modernization to guide the healthy development of cold chain logistics industry of agricultural products.
