農業(yè)現(xiàn)代化視角下吉林省農業(yè)勞動力供求問題研究

【摘要】:作為國民經濟的基礎產業(yè),農業(yè)的發(fā)展問題始終是政府關注的重點。我國中央一號文件已經連續(xù)十一年鎖定“三農”問題,未來農業(yè)發(fā)展的主基調也逐漸明晰,即農業(yè)現(xiàn)代化是未來農業(yè)發(fā)展的方向和路徑。隨著農業(yè)現(xiàn)代化的推進,農業(yè)發(fā)展對農業(yè)勞動力的要求也逐漸提高,農業(yè)現(xiàn)代化要求實現(xiàn)農民現(xiàn)代化,因此,農業(yè)勞動力的狀況直接影響農業(yè)現(xiàn)代化的實現(xiàn)。 吉林省地處我國東北地區(qū)糧食主產區(qū),近年來農業(yè)現(xiàn)代化水平不斷提高,農業(yè)勞動力的供給情況也在不斷變化。但吉林省在農業(yè)現(xiàn)代化進程中,農業(yè)機械化、土地集約化生產對農業(yè)勞動力的替代作用使得農村勞動力大量流動,此外,農村人口老齡化嚴重,農民綜合素質偏低等一系列問題,也使得農業(yè)勞動力面臨更大的風險,不難看出,目前吉林省農業(yè)勞動力的現(xiàn)狀并不符合農業(yè)現(xiàn)代化發(fā)展的需要。因此,在農業(yè)現(xiàn)代化進程中需要什么樣的勞動力,怎樣培育新型職業(yè)農民實現(xiàn)農民現(xiàn)代化,怎樣達到勞動力供求平衡,保證農村勞動力結構的合理完整是現(xiàn)階段需要解決的問題。本文根據(jù)研究需要,將主要研究內容分為六部分:第一部分是導論。主要介紹本文的選題背景及意義,國內外研究現(xiàn)狀,主要研究內容、研究方法和技術路線等;第二部分是相關概念界定及理論基礎。主要是對農業(yè)現(xiàn)代化、現(xiàn)代農業(yè)、農業(yè)勞動力相關概念進行界定,并對人力資本理論,勞動力供求均衡理論、改造傳統(tǒng)農業(yè)理論進行介紹,為文章提供理論支撐;第三部分是吉林省農業(yè)現(xiàn)代化與農業(yè)勞動力現(xiàn)狀分析。通過構建評價指標體系分析吉林省農業(yè)現(xiàn)代化發(fā)展水平,并從數(shù)量和質量兩方面分析吉林省農業(yè)勞動力的供給現(xiàn)狀;第四部分是吉林省農業(yè)現(xiàn)代化與農業(yè)勞動力的相關性分析。通過驗證農業(yè)現(xiàn)代化與農業(yè)勞動力具有一定的相關性,從而進一步從農業(yè)現(xiàn)代化的角度分析勞動力的供給和需求問題。研究結果顯示,農業(yè)現(xiàn)代化與農業(yè)勞動力的數(shù)量呈負相關關系,而與勞動力的文化程度、年齡結構等質量指標呈正相關關系。第五部分是吉林省農業(yè)現(xiàn)代化進程中農業(yè)勞動力的需求分析。根據(jù)吉林省目前農業(yè)現(xiàn)代化水平分析農業(yè)勞動力數(shù)量和質量的需求情況,結合勞動力供給情況,分析供給與需求的差距,研究顯示農業(yè)勞動力的數(shù)量供求溢出量具有逐漸增大的趨勢,說明隨著農業(yè)現(xiàn)代化程度的加深,農業(yè)勞動力總體需求量下降,但供給總量基本保持不變,所以供求溢出量逐漸增大,最后結合供求差距分析農業(yè)勞動力供給存在的問題;第六部分是促進吉林省農業(yè)勞動力適應農業(yè)現(xiàn)代化發(fā)展的對策建議。具體建議包括因地制宜的制定適度勞動力轉移的政策,加強農民技能培訓和人力資本投資,優(yōu)化產業(yè)結構等。
[Abstract]:As the basic industry of national economy, the development of agriculture has always been the focus of the government. The first document of the Central Committee of our country has been locked in the issue of "agriculture, countryside and farmers" for 11 consecutive years, and the main tone of agricultural development in the future is also gradually clear, that is, agricultural modernization is the direction and path of future agricultural development. With the advancement of agricultural modernization, the demand of agricultural development for agricultural labor force is also gradually raised. Agricultural modernization requires the realization of farmers' modernization. Therefore, the situation of agricultural labor force directly affects the realization of agricultural modernization. Jilin Province is located in the main grain production area of Northeast China. In recent years, the level of agricultural modernization has been continuously improved, and the supply of agricultural labor is also changing. However, in the process of agricultural modernization in Jilin Province, the substitution of agricultural mechanization and intensive land production for agricultural labor force makes a large number of rural labor force flow. In addition, the aging of rural population is serious. A series of problems, such as the low comprehensive quality of farmers, also make the agricultural labor force face greater risks. It is not difficult to see that the present situation of agricultural labor force in Jilin Province does not meet the needs of the development of agricultural modernization. Therefore, in the process of agricultural modernization, what kind of labor force is needed, how to cultivate new type of professional farmers to realize the modernization of farmers, how to achieve the balance between supply and demand of labor force, To ensure the rational and complete structure of rural labor force is the problem that needs to be solved at the present stage. According to the needs of the research, the main research content is divided into six parts: the first part is an introduction. This paper mainly introduces the background and significance of this topic, domestic and foreign research status, the main research content, research methods and technical routes; the second part is the definition of relevant concepts and theoretical basis. It mainly defines the related concepts of agricultural modernization, modern agriculture and agricultural labor force, and introduces the theory of human capital, the equilibrium theory of labor force supply and demand, and the reform of traditional agricultural theory, which provides theoretical support for the article. The third part is the analysis of agricultural modernization and agricultural labor force in Jilin Province. The development level of agricultural modernization in Jilin Province is analyzed by constructing the evaluation index system, and the supply status of agricultural labor force in Jilin Province is analyzed from the aspects of quantity and quality. The fourth part is the correlation analysis between agricultural modernization and agricultural labor force in Jilin Province. By verifying the relevance between agricultural modernization and agricultural labor force, this paper further analyzes the supply and demand of labor force from the angle of agricultural modernization. The results show that there is a negative correlation between agricultural modernization and the quantity of agricultural labor force, but a positive correlation between agricultural modernization and the quality index of labor force, such as education level, age structure and so on. The fifth part is the demand analysis of agricultural labor force in the process of agricultural modernization in Jilin Province. According to the current level of agricultural modernization in Jilin Province, the demand for the quantity and quality of agricultural labor force is analyzed, and the gap between supply and demand is analyzed in combination with the situation of labor force supply. The research shows that the quantity of supply and demand spillover of agricultural labor force is gradually increasing, which shows that with the deepening of agricultural modernization, the total demand of agricultural labor force is decreasing, but the total supply quantity is basically unchanged. Therefore, the supply and demand spillover amount increases gradually, and finally analyzes the existing problems of agricultural labor supply combined with the gap between supply and demand. The sixth part is the countermeasures and suggestions to promote the agricultural labor force in Jilin Province to adapt to the development of agricultural modernization. Specific suggestions include formulating appropriate labor force transfer policies according to local conditions, strengthening farmers' skill training and human capital investment, optimizing industrial structure and so on.
