【摘要】：土地整治已成為堅守耕地紅線、改善耕地質(zhì)量、促進家庭農(nóng)場適度規(guī)模經(jīng)營、推進農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革的關(guān)鍵切入點。文章的研究目的在于系統(tǒng)地分析伊犁州和塔城地區(qū)國家重大土地開發(fā)整理項目對促進現(xiàn)代家庭農(nóng)場適度規(guī)模經(jīng)營發(fā)展的現(xiàn)狀、風(fēng)險以及存在的困境,并為今后土地整治項目區(qū)家庭農(nóng)場的適度規(guī)模經(jīng)營和科學(xué)管理提供有益的借鑒和參考。研究方法主要運用問卷調(diào)查法、統(tǒng)計分析法和對比法分析法。結(jié)果表明,土地整治后項目區(qū)耕作條件、耕作方式和耕作水平有較大程度地提高,大量勞動力節(jié)省的同時促進了農(nóng)戶大幅增收,家庭農(nóng)場規(guī)模經(jīng)營模式多樣化;土地整治項目區(qū)耕地流轉(zhuǎn)價格大幅上漲,流轉(zhuǎn)方式呈現(xiàn)多元化,農(nóng)戶的流轉(zhuǎn)意愿有很大程度的提高;農(nóng)戶對整治后農(nóng)場規(guī)模經(jīng)營的滿意度較高,但也面臨一定程度的風(fēng)險和困難。得出以下結(jié)論,家庭農(nóng)場經(jīng)營面臨著農(nóng)產(chǎn)品市場價格的不穩(wěn)定波動;當(dāng)?shù)卣难a貼力度較弱,補貼資金缺少相關(guān)的審計和監(jiān)察;土地整治的立項審批復(fù)雜,工程設(shè)計、監(jiān)管及后期管護存在一定的疏漏;土地流轉(zhuǎn)方式不合理,經(jīng)營農(nóng)場的投資資金來源有限;農(nóng)戶的文化程度普遍較低等方面的困境。在此基礎(chǔ)上,本文最后提出了建立和完善全國統(tǒng)一的農(nóng)產(chǎn)品價格的動態(tài)實時監(jiān)測體系,設(shè)立農(nóng)產(chǎn)品價格的合理波動區(qū)間;加大當(dāng)?shù)卣a貼力度和采取差別化的激勵措施;適當(dāng)延長土地流轉(zhuǎn)年限;長期加強農(nóng)業(yè)技術(shù)培訓(xùn);"因地制宜"發(fā)展農(nóng)場適度規(guī)模,注重完善和配套基本的農(nóng)業(yè)社會化服務(wù)體系等方面的改革措施。
[Abstract]:Land regulation has become the key entry point for sticking to the red line of cultivated land, improving the quality of cultivated land, promoting the moderate scale management of family farms, and promoting the structural reform on the supply side of agriculture. The purpose of this paper is to systematically analyze the present situation, risks and predicaments of the major land development and consolidation projects in Yili and Tacheng areas to promote the development of moderate scale management of modern family farms. It also provides useful reference and reference for the moderate scale management and scientific management of family farm in the future land regulation project area. The research methods are questionnaire survey, statistical analysis and contrast analysis. The results showed that the tillage conditions, tillage methods and tillage level of the project area were improved to a great extent after land renovation, and a large amount of labor was saved and the income of farmers was greatly increased, and the scale management mode of family farm was diversified. The land regulation project area cultivated land circulation price rises substantially, the circulation way presents the diversification, the farmer household circulation will have the very big enhancement; the farmer after the regulation farm scale management satisfaction is higher, But also face certain degree of risk and difficulty. The following conclusions can be drawn: family farm management is faced with unstable fluctuations in market prices of agricultural products; local government subsidies are weak, subsidy funds lack relevant audit and supervision; approval for land renovation projects is complex, and project design is complex. There are some omissions in supervision and later management and protection; unreasonable land transfer mode limited investment capital source of farm management; low education level of farmers and so on. On this basis, this paper finally proposed to establish and improve the national unified dynamic real-time monitoring system of agricultural product prices, set up a reasonable range of fluctuation of agricultural product prices, increase the intensity of local government subsidies and take differential incentives. Appropriate extension of land circulation years; long-term strengthening of agricultural technology training; "measures to cope with local conditions" development of appropriate farm scale, pay attention to the improvement and supporting of the basic agricultural socialized service system and other aspects of reform measures.
