【摘要】：近年來,福建省南平市依托海峽西岸經(jīng)濟(jì)區(qū)綠色腹地的區(qū)位優(yōu)勢(shì),搶抓發(fā)展綠色經(jīng)濟(jì)的良好機(jī)遇,不斷探索發(fā)展農(nóng)業(yè)經(jīng)濟(jì)的新路子。自2013年“家庭農(nóng)場(chǎng)”首次通過中央一號(hào)文件進(jìn)入中國(guó)公眾的視野以來,國(guó)內(nèi)掀起了發(fā)展家庭農(nóng)場(chǎng)、探索建設(shè)新型農(nóng)業(yè)經(jīng)營(yíng)模式的熱潮。然而,在家庭農(nóng)場(chǎng)茁壯發(fā)展的初級(jí)階段,管理不規(guī)范、經(jīng)營(yíng)水平低、創(chuàng)牌意識(shí)不夠強(qiáng)等問題也暴露出來。為了深入、詳細(xì)了解南平家庭農(nóng)場(chǎng)的發(fā)展現(xiàn)狀,本研究通過實(shí)地調(diào)研,并結(jié)合問卷調(diào)查,對(duì)南平市家庭農(nóng)場(chǎng)發(fā)展現(xiàn)狀和政府扶持的具體情況展開調(diào)查,通過分析南平市政府扶持家庭農(nóng)場(chǎng)主要做法的成效,查找政府在扶持家庭農(nóng)場(chǎng)發(fā)展方面存在的問題,并提出完善的建議。論文主體分為七部分：第一、二部分主要圍繞家庭農(nóng)場(chǎng)的國(guó)內(nèi)外研究背景,明確了家庭農(nóng)場(chǎng)的定義和特征,同時(shí)運(yùn)用土地產(chǎn)權(quán)理論、適度規(guī)模經(jīng)營(yíng)理論作為研究的理論支撐；第三部分通過數(shù)據(jù)和圖表詳述南平市家庭農(nóng)場(chǎng)發(fā)展的基本情況,介紹了家庭農(nóng)場(chǎng)的主要生產(chǎn)經(jīng)營(yíng)形式和主要經(jīng)營(yíng)領(lǐng)域；第四部分從準(zhǔn)入政策、土地流轉(zhuǎn)、金融服務(wù)、財(cái)稅補(bǔ)貼、人才培養(yǎng)等方面具體闡述了政府扶持家庭農(nóng)場(chǎng)發(fā)展的主要做法,同時(shí)相應(yīng)地從這五個(gè)方面通過問卷調(diào)查的方式,對(duì)政府扶持家庭農(nóng)場(chǎng)發(fā)展主要做法的成效逐一展開分析；第五部分結(jié)合第四章的數(shù)據(jù)對(duì)比,提出了政府在扶持家庭農(nóng)場(chǎng)發(fā)展中存在政策宣傳不夠到位、土地流轉(zhuǎn)不夠規(guī)范、融資貸款覆蓋面不夠廣、財(cái)稅補(bǔ)貼力度不夠大、農(nóng)業(yè)社會(huì)服務(wù)化體系相對(duì)滯后、人才培養(yǎng)進(jìn)展緩慢等問題。第六部分聯(lián)系上文,提出了完善政府扶持家庭農(nóng)場(chǎng)發(fā)展的建議,明確了政府的角色定位和政府扶持家庭農(nóng)場(chǎng)發(fā)展的基本原則與發(fā)展思路,并在此基礎(chǔ)上,提出要加大政策宣傳力度、推進(jìn)農(nóng)地有序流轉(zhuǎn)、拓寬金融服務(wù)領(lǐng)域、加大財(cái)稅補(bǔ)貼力度、構(gòu)建農(nóng)業(yè)社會(huì)化服務(wù)體系、加快后備人才培養(yǎng)等建議。第七部分通過對(duì)全文進(jìn)行梳理、歸納,得出文章結(jié)論,并分析存在的不足。研究表明,政府扶持家庭農(nóng)場(chǎng)的發(fā)展需要適時(shí)地補(bǔ)充、調(diào)整和完善相關(guān)法律法規(guī)和操作規(guī)范,充分發(fā)揮職能優(yōu)勢(shì),針對(duì)發(fā)展現(xiàn)狀及存在的問題,進(jìn)一步找準(zhǔn)方向,采取有效的措施,促進(jìn)家庭農(nóng)場(chǎng)的健康科學(xué)發(fā)展。
[Abstract]:In recent years, Nanping City, Fujian Province, relying on the advantages of the green hinterland of the West Bank of the Straits Economic Zone, seize the good opportunity to develop the green economy, and constantly explore a new way to develop the agricultural economy. Since "Family Farm" entered Chinese public view for the first time through No. 1 document of the Central Committee in 2013, the upsurge of developing family farm and exploring new agricultural management mode has been raised in China. However, in the primary stage of family farm's vigorous development, the problems such as non-standard management, low management level and weak brand creation consciousness are also exposed. In order to understand the current situation of family farm development in Nanping in detail, this study investigated the current situation of family farm development and the specific conditions supported by the government through field investigation and questionnaire survey. By analyzing the effect of the main measures of supporting family farm in Nanping municipal government, the problems existing in supporting the development of family farm by the government are found out, and the perfect suggestions are put forward. The main body of the thesis is divided into seven parts: the first and second parts mainly focus on the domestic and foreign research background of family farm, define the definition and characteristics of family farm, at the same time use land property right theory, moderate scale management theory as the theoretical support; The third part details the basic situation of the development of the family farm in Nanping city through the data and the chart, introduces the main production and management form and the main management field of the family farm; the fourth part from the access policy, the land circulation, the financial service, the finance and tax subsidy, At the same time, through the questionnaire survey, the paper analyzes the effectiveness of the main measures of the government to support the development of family farms. The fifth part combines the data of the fourth chapter, put forward that the government in the support of family farm development in the existence of policy propaganda is not enough, land transfer is not standardized, financing and loan coverage is not wide enough, tax subsidies are not strong enough. The agricultural social service system lags behind, the personnel training progress is slow and so on. The sixth part, in connection with the above, puts forward some suggestions to improve the government's support for the development of family farms, clarifies the role orientation of the government and the basic principles and development ideas for the government to support the development of family farms, and on this basis, Some suggestions are put forward, such as increasing policy propaganda, promoting the orderly circulation of farmland, widening the financial service field, increasing the financial and tax subsidy, constructing the agricultural socialized service system, and speeding up the training of reserve talents. The seventh part through the full text combing, induces, obtains the article conclusion, and analyzes the insufficiency. The research shows that the development of family farms supported by the government needs to be supplemented, adjusted and perfected in due time, and relevant laws, regulations and operational norms should be adjusted and perfected, so as to give full play to their functional advantages, and to further find out the right direction in view of the current development situation and the existing problems. Take effective measures to promote the healthy and scientific development of family farms.
