【摘要】：當(dāng)前中國(guó)已經(jīng)進(jìn)入全面建成小康社會(huì)的攻堅(jiān)時(shí)期,但是還有7000多萬(wàn)農(nóng)村貧困人口尚未脫離貧困狀態(tài)。沒(méi)有農(nóng)村的小康就不是完整的小康,要實(shí)現(xiàn)全面建成小康社會(huì)的奮斗目標(biāo),必須徹底解決農(nóng)村貧困人口的貧困問(wèn)題。經(jīng)過(guò)30多年的扶貧開發(fā),一些容易脫貧的早已脫貧,剩下的這部分都是“難啃的硬骨頭”,脫貧難度極大。而且在中國(guó)經(jīng)濟(jì)全面進(jìn)入“新常態(tài)”的背景下,脫貧攻堅(jiān)工作既面臨難得歷史機(jī)遇,也面臨嚴(yán)峻挑戰(zhàn)。必須創(chuàng)新扶貧方式,改變以往粗放式、普惠式的扶貧,大力實(shí)施精準(zhǔn)扶貧、精準(zhǔn)脫貧;必須提高貧困戶自身的“造血”能力,變“輸血”為“造血”。精準(zhǔn)扶貧政策是一項(xiàng)對(duì)農(nóng)村貧困地區(qū)實(shí)施社會(huì)救濟(jì)的公共政策,自2013年實(shí)施以來(lái),以政府為扶貧主體,在廣大企事業(yè)單位與社會(huì)力量的共同參與,精準(zhǔn)扶貧政策受到基層群眾特別是農(nóng)村貧困人口的熱烈歡迎。經(jīng)過(guò)短短三年多的實(shí)踐,精準(zhǔn)扶貧政策就取得了明顯的階段性成效,農(nóng)村貧困人口數(shù)量和貧困率逐年顯著下降,農(nóng)村貧困人口的收入則逐年顯著增長(zhǎng)。但必須清醒地看到,精準(zhǔn)扶貧政策在實(shí)施過(guò)程中,也還存在諸多不足與問(wèn)題。尤其是在精準(zhǔn)扶貧政策執(zhí)行環(huán)節(jié),由于執(zhí)行機(jī)制不健全,導(dǎo)致政策的執(zhí)行出現(xiàn)偏差;或者由于執(zhí)行路徑選擇不當(dāng),導(dǎo)致政策的效果不如預(yù)期。本文基于公共政策視角,以精準(zhǔn)扶貧政策的相關(guān)研究綜述與理論基礎(chǔ)為起點(diǎn),深入分析傳統(tǒng)扶貧政策向精準(zhǔn)扶貧政策轉(zhuǎn)變的過(guò)程與原因,剖析精準(zhǔn)扶貧政策作為一項(xiàng)公共政策對(duì)全面建成小康社會(huì)的重大意義,結(jié)合安慶市個(gè)案,分析精準(zhǔn)扶貧政策實(shí)施的階段性成效及其存在的問(wèn)題,最后從政策執(zhí)行機(jī)制構(gòu)建和執(zhí)行路徑選擇方面提出精準(zhǔn)扶貧政策優(yōu)化的對(duì)策建議。
[Abstract]:At present, China has entered the critical period of building a well-off society in an all-round way, but more than 70 million rural poor people are not yet out of poverty. If we want to realize the goal of building a well-off society in an all-round way, we must thoroughly solve the poverty problem of the rural poor population. After more than 30 years of poverty alleviation and development, some people who are easy to get out of poverty have long been lifted out of poverty, and the rest of them are "hard bones" and it is extremely difficult to get rid of poverty. Moreover, under the background of China's economy entering the new normal, the work of overcoming poverty and tackling key problems is faced with rare historical opportunities as well as severe challenges. It is necessary to innovate the ways of poverty alleviation, to change the former extensive and inclusive poverty alleviation, to vigorously implement accurate poverty alleviation and to eradicate poverty with precision, and to improve the ability of poor households to "make blood" and turn "blood transfusion" into "hematopoiesis". Precision poverty alleviation policy is a public policy to implement social relief to poor rural areas. Since its implementation in 2013, the government has been the main body of poverty alleviation, with the participation of enterprises and institutions and social forces. The policy of precision poverty alleviation is warmly welcomed by the grassroots, especially the poor in rural areas. After more than three years of practice, the policy of precision poverty alleviation has made obvious progress, the number of rural poor population and poverty rate have decreased significantly year by year, and the income of rural poor population has increased significantly year by year. However, it is necessary to soberly see that there are still many shortcomings and problems in the implementation of precision poverty reduction policy. Especially in the implementation of precision poverty alleviation policy, the implementation mechanism is not perfect, which leads to the deviation of the policy implementation; or because of the improper choice of the implementation path, the policy effect is not as good as expected. Based on the perspective of public policy, this paper makes a thorough analysis of the process and reasons for the transformation from traditional poverty alleviation policy to precision poverty alleviation policy, starting from the summary and theoretical basis of relevant research on precision poverty alleviation policy. This paper analyzes the great significance of precision poverty alleviation policy as a public policy for building a well-off society in an all-round way. Combined with the case of Anqing City, it analyzes the stage effect of precision poverty alleviation policy implementation and its existing problems. Finally, from the policy implementation mechanism construction and the implementation path choice aspect proposed the precision poverty reduction policy optimization countermeasure proposal.
