【摘要】：本文以湖南L村為例,描述并分析贏利型精英和保護型精英在扶貧治理中的不同作用。研究表明扶貧開發(fā)與鄉(xiāng)賢治理具有相互塑造的效應(yīng),扶貧項目激活村莊獲利空間從而為培育保護型精英提供經(jīng)濟和文化土壤,這些經(jīng)濟生產(chǎn)、社會關(guān)系和文化價值嵌入村莊社區(qū)的"中堅農(nóng)民",具有能力出眾、熟悉本土情況、熱心村莊公益事業(yè)等屬性,他們有能力且有意愿于政府-村民、市場-村民之間搭建橋梁,在項目設(shè)立、項目落地、生產(chǎn)經(jīng)營、幫扶帶動方面有效推動精準扶貧。
[Abstract]:Taking L Village of Hunan Province as an example, this paper describes and analyzes the different roles of profit elite and protective elite in poverty alleviation and governance. Studies have shown that poverty alleviation and development and governance have mutual shaping effects. Poverty alleviation projects activate the profit space of villages and thus provide economic and cultural soil for the cultivation of protective elites, which are economically productive. Social relations and cultural values embedded in the village community of the "backbone farmers", has the ability to outstanding, familiar with local conditions, zealous village public welfare, and so on, they have the ability and willingness to build bridges between the government, villagers, market and villagers, In the project establishment, project landing, production and management, help drive the effective promotion of precision poverty.
