【摘要】：在現(xiàn)有標(biāo)準(zhǔn)下,幫助數(shù)千萬(wàn)貧困人口擺脫貧困,事關(guān)我國(guó)"十三五"規(guī)劃全面建成小康社會(huì)目標(biāo)的實(shí)現(xiàn),承擔(dān)著實(shí)現(xiàn)偉大中國(guó)夢(mèng)的歷史重任。如何做好精準(zhǔn)扶貧工作,打好扶貧攻堅(jiān)戰(zhàn),已上升為國(guó)家戰(zhàn)略部署,成為黨和國(guó)家中心工作的重中之重。B市Q區(qū)根據(jù)國(guó)家、省市的戰(zhàn)略部署,認(rèn)真落實(shí),多種舉措開(kāi)展精準(zhǔn)扶貧工作,取得了一定的成績(jī),但也遇到了不少困難和問(wèn)題,B市Q區(qū)作為皖北城市的代表,對(duì)其精準(zhǔn)扶貧工作進(jìn)行研究,發(fā)現(xiàn)問(wèn)題,探討解決途徑,對(duì)于推動(dòng)皖北乃至整個(gè)扶貧開(kāi)發(fā)工作來(lái)說(shuō)具有重要的現(xiàn)實(shí)意義。文章共分為七個(gè)大部分:第一部分為緒論部分,首先介紹了論文的研究背景和意義;其次是國(guó)內(nèi)外關(guān)于精準(zhǔn)扶貧的相關(guān)研究綜述,歸納總結(jié)了國(guó)內(nèi)外專家、學(xué)者關(guān)于貧困概念的研究、關(guān)于反貧困對(duì)策的研究以及關(guān)于"精準(zhǔn)扶貧"的研究,并對(duì)以上研究現(xiàn)狀進(jìn)行評(píng)述;接著介紹了本文的研究方法與研究?jī)?nèi)容,文章的創(chuàng)新之處與不足之處。第二部分為概念界定與理論基礎(chǔ)。首先在研究相關(guān)學(xué)者精準(zhǔn)扶貧文獻(xiàn)的基礎(chǔ)上對(duì)精準(zhǔn)扶貧下定義,并介紹了精準(zhǔn)扶貧工作的內(nèi)容與要求;其次分析了本文的理論基礎(chǔ),本文將在社會(huì)公正理論、馬斯洛需求層次理論、共同富裕理論、系統(tǒng)理論的基礎(chǔ)上開(kāi)展研究。第三部分對(duì)B市Q區(qū)精準(zhǔn)扶貧工作的調(diào)查情況進(jìn)行了介紹和分析。第四部分分析了 B市Q區(qū)精準(zhǔn)扶貧工作開(kāi)展中凸顯出的問(wèn)題。分別對(duì)精準(zhǔn)識(shí)別、精準(zhǔn)幫扶、脫貧成效精準(zhǔn)以及精準(zhǔn)管理四個(gè)方面存在的問(wèn)題進(jìn)行梳理總結(jié)。第五部分主要介紹了安徽省其他地區(qū)開(kāi)展精準(zhǔn)扶貧工作好的做法與經(jīng)驗(yàn),得出相關(guān)啟示,為B市Q區(qū)精準(zhǔn)扶貧工作的開(kāi)展提供借鑒。第六部分提出完善Q區(qū)精準(zhǔn)扶貧工作的對(duì)策,在精準(zhǔn)識(shí)別方面提出了建立貧困群眾大數(shù)據(jù)庫(kù)、打破對(duì)貧困對(duì)象的"規(guī)�？刂�"、建立扶貧信息資源共享渠道的建議;在精準(zhǔn)幫扶方面重點(diǎn)提出了物質(zhì)扶貧與精神扶貧均衡發(fā)展、將輸血式扶貧與造血式扶貧相結(jié)合、保證扶貧資源的均等化分配等對(duì)策;在脫貧成效方面,主張建立脫貧成效精準(zhǔn)機(jī)制;在精準(zhǔn)管理方面建議加強(qiáng)一線扶貧工作人員的業(yè)務(wù)培訓(xùn),強(qiáng)化扶貧工作人員崗位配置等建議。第七部分為文章的結(jié)語(yǔ)部分,對(duì)本文的核心內(nèi)容進(jìn)行了提煉。
[Abstract]:To help tens of millions of poor people out of poverty under the existing standards is related to the realization of the goal of building a well-off society in an all-round way in the 13th Five-Year Plan of China, and bears the historical responsibility of realizing the great Chinese Dream. How to do a good job in helping the poor with precision and in the battle against poverty has become a national strategic plan, and has become the most important task of the party and the central work of the state. According to the strategic arrangements of the state, provinces and cities, the Q region of the city of B has been conscientiously implemented. A variety of measures to carry out precision poverty alleviation work have made certain achievements, but there are also many difficulties and problems. As a representative of the city of Northern Anhui, Q District of B City, as a representative of the city of Northern Anhui, has studied its precision poverty alleviation work, found problems, and explored ways to solve them. For the promotion of northern Anhui and even the whole work of poverty reduction and development has important practical significance. The article is divided into seven parts: the first part is the introduction part, the first part introduces the research background and significance of the paper, the second part is the domestic and foreign related research on precision poverty alleviation, and summarizes the experts at home and abroad. Scholars' research on the concept of poverty, the research on anti-poverty countermeasures and the research on "precision poverty alleviation", and the status quo of the above research are reviewed, and then the research methods and contents of this paper are introduced. The innovation and deficiency of the article. The second part is the definition of concept and theoretical basis. First of all, on the basis of the research of relevant scholars' accurate poverty alleviation literature, the definition of precision poverty alleviation is given, and the contents and requirements of precision poverty alleviation work are introduced. Secondly, the theoretical basis of this paper is analyzed, and this article will be based on the theory of social justice. Maslow's hierarchy of needs theory, common prosperity theory, system theory based on the research. The third part introduces and analyzes the investigation of precision poverty alleviation in Q area of B city. The fourth part analyzes the outstanding problems in the development of precision poverty alleviation in Q area of B city. Respectively to accurate identification, precision help, poverty reduction precision and precision management of four aspects of the problems are combed and summarized. The fifth part mainly introduces the good practice and experience of carrying out precision poverty alleviation in other areas of Anhui Province, and draws relevant enlightenment, which provides reference for the development of precision poverty alleviation work in Q area of B city. The sixth part puts forward the countermeasures of improving the precision poverty alleviation work in Q area, and puts forward the suggestion of establishing the large database of the poor masses, breaking the "scale control" to the poor object and establishing the channel of sharing the information resources for poverty alleviation. In terms of precision assistance, the paper puts forward some countermeasures such as balanced development of material poverty alleviation and spiritual poverty alleviation, combining blood transfusion poverty alleviation with hematopoietic poverty alleviation, ensuring the equal distribution of poverty relief resources, and so on. In the aspect of precision management, we should strengthen the training of frontline poverty workers and strengthen the post allocation of poverty relief workers. The seventh part is the conclusion of the article, refining the core content of this paper.
