本文選題：農(nóng)業(yè) + 供給側(cè)結(jié)構(gòu)性改革��； 參考：《經(jīng)濟(jì)縱橫》2017年11期

【摘要】：我國農(nóng)業(yè)發(fā)展面臨農(nóng)產(chǎn)品價(jià)格封頂、生產(chǎn)成本偏高、資源環(huán)境制約等問題,進(jìn)一步深入推進(jìn)農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革勢(shì)在必行。選取我國第一產(chǎn)糧大省黑龍江省進(jìn)行實(shí)地調(diào)研發(fā)現(xiàn),黑龍江省各級(jí)政府采取多項(xiàng)措施積極推進(jìn)農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革。下一步應(yīng)針對(duì)農(nóng)業(yè)發(fā)展的深層次結(jié)構(gòu)性難點(diǎn)問題,著眼市場(chǎng)化改革,注重政策配套;加大扶持力度,促進(jìn)農(nóng)村三產(chǎn)深度融合發(fā)展;增加科研投入,提高基礎(chǔ)支撐實(shí)力;恢復(fù)小麥與大豆種植,構(gòu)建可持續(xù)的輪作體系。
[Abstract]:The agricultural development in China is faced with the problems of capping the price of agricultural products, high production cost and restriction of resources and environment, so it is imperative to further push forward the structural reform on the supply side of agriculture. Through field investigation in Heilongjiang Province, the largest grain producing province in China, it is found that the governments at all levels in Heilongjiang Province have taken many measures to actively promote the structural reform on the supply side of agriculture. The next step should focus on the reform of marketization, pay attention to the policy supporting, increase the support, promote the development of the integration of the three industries in rural areas, increase the investment in scientific research, and improve the basic support strength, the next step should be aimed at the deep-seated structural difficulties of agricultural development. To restore wheat and soybean planting and build a sustainable rotation system.
