【摘要】：本文首先論述了農(nóng)民專業(yè)合作經(jīng)濟(jì)組織的理論基礎(chǔ),隨后從歷史層面出發(fā),對我國農(nóng)民專業(yè)合作經(jīng)濟(jì)組織的發(fā)展進(jìn)行分析,并論述經(jīng)濟(jì)組織對農(nóng)業(yè)發(fā)展發(fā)揮的重要作用等。根據(jù)以上分析,提出在當(dāng)前重點建設(shè)新農(nóng)村的時期,努力發(fā)展農(nóng)民合作經(jīng)濟(jì)組織,對我國農(nóng)業(yè)發(fā)展具有積極的作用。本文以吉林省榆樹市為例,對該地區(qū)農(nóng)民專業(yè)合作經(jīng)濟(jì)組織的現(xiàn)狀進(jìn)行研究。盡管榆樹市在此方面尚處于發(fā)展初始階段,但是,根據(jù)實證研究發(fā)現(xiàn),榆樹市的經(jīng)濟(jì)組織呈現(xiàn)出快速發(fā)展的態(tài)勢,逐步形成了以專業(yè)協(xié)會為主導(dǎo),專業(yè)合作社和股份制合作經(jīng)濟(jì)組織緊密合作,共同發(fā)展的格局,且組織形式逐步從低級發(fā)展為高級。本文首先介紹了合作經(jīng)濟(jì)理論,并以榆樹市農(nóng)民專業(yè)合作經(jīng)濟(jì)組織為例,深入探究其發(fā)展歷程、經(jīng)驗和問題。通過調(diào)查發(fā)現(xiàn),該地區(qū)農(nóng)民專業(yè)合作經(jīng)濟(jì)組織在帶動機(jī)制、發(fā)展、管理以及內(nèi)部運行等幾個方面,均存在或多或少的問題和不足。通過進(jìn)一步分析問題存在的原因,提出應(yīng)當(dāng)從法律、體制環(huán)境、相關(guān)政策以及培訓(xùn)機(jī)制等幾個方面著手解決當(dāng)前存在的問題。筆者通過實地調(diào)查等方式對該地區(qū)專業(yè)合作經(jīng)濟(jì)組織的實際情況進(jìn)行了解。根據(jù)問卷內(nèi)容發(fā)現(xiàn),大部分農(nóng)民表示對專業(yè)合作經(jīng)濟(jì)組織并不了解,且存在大部分農(nóng)民未參與的情況,另外,大部分組織成員表示,組織在服務(wù)方面存在諸多不足。根據(jù)農(nóng)民指出的意見,筆者認(rèn)為,應(yīng)當(dāng)從政策、資金補(bǔ)助、專業(yè)培訓(xùn)、加強(qiáng)管理等方面對經(jīng)濟(jì)組織進(jìn)行完善。通過分析當(dāng)?shù)亟?jīng)濟(jì)組織存在的問題,進(jìn)而提出建議:健全相關(guān)法律內(nèi)容;加強(qiáng)宣傳力度;制定政策,支持組織發(fā)展;完善組織內(nèi)部管理機(jī)制。
[Abstract]:This paper first discusses the theoretical basis of the farmer's professional cooperative economic organization, then from the historical level, analyzes the development of the farmer's professional cooperative economic organization in China, and discusses the important role that the economic organization plays in the agricultural development. According to the above analysis, it is suggested that in the period of construction of new countryside, it will play a positive role in the agricultural development of our country. Taking Yushu City, Jilin Province as an example, this paper studies the present situation of farmers' professional cooperative economic organizations in this area. Although Yushu City is still in the initial stage of development in this respect, according to the empirical study, it is found that the economic organization of Yushu City has shown a rapid development trend and gradually formed a professional association as the leading. Professional cooperatives and joint-stock cooperative economic organizations cooperate closely and develop together, and the organizational form gradually develops from lower level to higher level. This paper first introduces the theory of cooperative economy, and takes the farmer's professional cooperative economic organization in Yushu as an example to probe into its development course, experience and problems. Through investigation, it is found that there are more or less problems and deficiencies in driving mechanism, development, management and internal operation of farmers' professional cooperative economic organizations in this area. Through further analysis of the causes of the problems, this paper puts forward that the existing problems should be solved from the aspects of law, institutional environment, relevant policies and training mechanisms. The author through field investigation and other ways to understand the actual situation of the professional cooperative economic organizations in the region. According to the questionnaire, most farmers do not understand the professional cooperative economic organizations, and most farmers do not participate in the situation. In addition, most of the organization members said that there are many deficiencies in the service of the organization. According to the opinion of the farmers, the author thinks that the economic organization should be perfected from the aspects of policy, fund subsidy, professional training, strengthening management and so on. By analyzing the existing problems of local economic organizations, this paper puts forward some suggestions: perfecting the relevant legal content, strengthening propaganda, formulating policies to support the development of organizations, and perfecting the internal management mechanism of the organizations.
