【摘要】：隨著經(jīng)濟(jì)的快速發(fā)展,西部地區(qū)農(nóng)業(yè)發(fā)展取得矚目成就。受農(nóng)業(yè)科技進(jìn)步及“重生產(chǎn)輕流通”觀念的影響,西部農(nóng)業(yè)發(fā)展的主要問題現(xiàn)已從生產(chǎn)領(lǐng)域轉(zhuǎn)移到流通領(lǐng)域。農(nóng)產(chǎn)品物流作為流通的重要環(huán)節(jié),其效率的高低對農(nóng)產(chǎn)品的有效流通至關(guān)重要。然而由于經(jīng)濟(jì)欠發(fā)達(dá)和物流瓶頸的存在,較低的物流效率已成為制約西部地區(qū)農(nóng)產(chǎn)品有效流通的主要障礙。近年來,國家對農(nóng)產(chǎn)品物流逐漸重視,頒布了一系列政策性文件�？梢�,在現(xiàn)實問題需要和國家政策的引導(dǎo)下,農(nóng)產(chǎn)品物流問題已成為重要的研究課題。本文基于農(nóng)產(chǎn)品物流理論,通過相關(guān)數(shù)據(jù)對全國及西部地區(qū)農(nóng)產(chǎn)品物流發(fā)展現(xiàn)狀及其存在的問題進(jìn)行分析,并建立計量模型實證分析農(nóng)產(chǎn)品物流效率及其影響因素,在此基礎(chǔ)上提出改善西部地區(qū)農(nóng)產(chǎn)品物流效率的有效措施。首先,通過閱讀文獻(xiàn)及收集大量數(shù)據(jù),從農(nóng)產(chǎn)品物流主體、基礎(chǔ)設(shè)施、宏觀環(huán)境及風(fēng)險、投入產(chǎn)出狀況四方面對比分析全國各地區(qū)及西部各省農(nóng)產(chǎn)品物流發(fā)展?fàn)顩r,從而找出西部地區(qū)農(nóng)產(chǎn)品物流存在的問題。其次,運用SE-DEA模型和DEA-Malmquist指數(shù)法,從靜態(tài)和動態(tài)兩個角度對全國及西部地區(qū)農(nóng)產(chǎn)品物流效率、變化趨勢及其原因進(jìn)行測度。結(jié)果表明:考察年間西部地區(qū)農(nóng)產(chǎn)品物流效率較低且呈降低態(tài)勢,主要來自于技術(shù)落后與純技術(shù)效率降低的共同阻礙;從各地區(qū)看,東中西部地區(qū)農(nóng)產(chǎn)品物流效率依次遞減,主要來自于純技術(shù)效率的較大差異;西部地區(qū)大部分省份農(nóng)產(chǎn)品物流呈規(guī)模報酬遞增狀態(tài),但交通基礎(chǔ)設(shè)施投入冗余較大。再次,運用面板Tobit模型考察各因素對全國及西部地區(qū)農(nóng)產(chǎn)品物流效率的影響作用。實證結(jié)果顯示:交通基礎(chǔ)設(shè)施、農(nóng)產(chǎn)品物流專業(yè)化和經(jīng)濟(jì)發(fā)展水平均促進(jìn)了西部地區(qū)農(nóng)產(chǎn)品物流效率,但交通基礎(chǔ)設(shè)施的促進(jìn)作用不明顯;產(chǎn)業(yè)結(jié)構(gòu)和資本投入對西部地區(qū)農(nóng)產(chǎn)品物流效率阻礙較大;信息基礎(chǔ)設(shè)施和農(nóng)產(chǎn)品價格具有微弱的阻礙作用;勞動力素質(zhì)和制度因素對全國和西部農(nóng)產(chǎn)品物流效率影響的方向不同。最后,根據(jù)西部地區(qū)農(nóng)產(chǎn)品物流存在的問題和實證結(jié)果,從物流主體完善、相關(guān)基礎(chǔ)設(shè)施建設(shè)與環(huán)境支持三方面提出對策建議。
[Abstract]:Along with the rapid development of economy, the western region agriculture development obtains the remarkable achievement. Affected by the progress of agricultural science and technology and the concept of "emphasizing production and neglecting circulation", the main problems of agricultural development in western China have been transferred from the field of production to the field of circulation. The logistics of agricultural products is an important link in circulation, and its efficiency is very important to the effective circulation of agricultural products. However, due to the economic underdevelopment and the existence of logistics bottlenecks, low logistics efficiency has become a major obstacle to the effective circulation of agricultural products in the western region. In recent years, the state has gradually attached importance to the logistics of agricultural products, issued a series of policy documents. Therefore, under the guidance of practical problems and national policies, the logistics of agricultural products has become an important research topic. Based on the theory of agricultural product logistics, this paper analyzes the current situation and existing problems of agricultural product logistics in China and western regions through relevant data, and establishes an econometric model to empirically analyze the efficiency of agricultural product logistics and its influencing factors. On this basis, the paper puts forward effective measures to improve the logistics efficiency of agricultural products in the western region. First of all, through reading the literature and collecting a large number of data, this paper compares and analyzes the development of agricultural product logistics from four aspects: the main body of agricultural product logistics, infrastructure, macro environment and risk, input-output status, as well as the development of agricultural product logistics in various regions of the country and western provinces. In order to find out the western region of agricultural products logistics problems. Secondly, using SE-DEA model and DEA-Malmquist index method, the paper measures the efficiency, trend and cause of agricultural product logistics in China and western China from static and dynamic aspects. The results show that the logistics efficiency of agricultural products in the western region is low and decreasing in the past few years, which is mainly due to the common hindrance between the technical backwardness and the reduction of pure technical efficiency, and from the point of view of each region, the logistics efficiency of agricultural products in the eastern, central and western regions is decreasing in turn. It mainly comes from the great difference of pure technical efficiency; the logistics of agricultural products in most provinces in the western region is increasing in scale, but the traffic infrastructure investment is redundant. Thirdly, the panel Tobit model is used to investigate the effects of various factors on the efficiency of agricultural products logistics in China and western regions. The empirical results show that transportation infrastructure, specialization of agricultural products logistics and economic development level all promote the efficiency of agricultural products logistics in the western region, but the role of transport infrastructure is not obvious; Industrial structure and capital investment hinder the efficiency of agricultural products logistics in the western region, the information infrastructure and the price of agricultural products have a weak hindrance. The influence of labor quality and system factors on the logistics efficiency of agricultural products in China and western regions is different. Finally, according to the existing problems and empirical results of agricultural products logistics in the western region, the countermeasures and suggestions are put forward from three aspects: the improvement of logistics main body, the construction of related infrastructure and the environmental support.
