【摘要】：我國是一個(gè)人口大國,同時(shí)也是農(nóng)業(yè)大國。農(nóng)業(yè)發(fā)展問題是我國發(fā)展的根本問題。農(nóng)業(yè)機(jī)械化在農(nóng)業(yè)發(fā)展過程中起著至關(guān)重要的作用。農(nóng)業(yè)機(jī)械化是農(nóng)業(yè)現(xiàn)代化重要內(nèi)容和重要標(biāo)志。隨著國家對農(nóng)業(yè)機(jī)械化的優(yōu)惠政策不斷加深,農(nóng)機(jī)購置補(bǔ)貼款項(xiàng)不斷擴(kuò)大,農(nóng)業(yè)機(jī)械化在提高農(nóng)業(yè)生產(chǎn)與農(nóng)村經(jīng)濟(jì)發(fā)展過程中發(fā)揮著越來越重要的作用。松原市位于吉林省中西部,地處中溫帶,每年僅玉米產(chǎn)量就達(dá)400多萬噸,人均生產(chǎn)糧食居全省第一位。分析松原市的農(nóng)業(yè)機(jī)械化發(fā)展對于本市及全省有著深刻的現(xiàn)實(shí)意義。本文首先介紹了吉林省的農(nóng)業(yè)機(jī)械化的發(fā)展現(xiàn)狀及取得的重大成就,對松原市的農(nóng)業(yè)機(jī)械化發(fā)展的現(xiàn)狀進(jìn)行了研究,并且列舉出了松原市農(nóng)業(yè)機(jī)械化發(fā)展的三個(gè)主要模式,分別是生產(chǎn)企業(yè)帶動型、農(nóng)機(jī)專業(yè)合作社帶動型、政府導(dǎo)向型。并且根據(jù)松原市農(nóng)業(yè)機(jī)械化發(fā)展過程中存在的問題,提出了有利于松原市農(nóng)業(yè)機(jī)械化發(fā)展的五項(xiàng)推進(jìn)機(jī)制。分別是政策保障機(jī)制、資金保障機(jī)制、服務(wù)培訓(xùn)機(jī)制、制度保障機(jī)制、技術(shù)保障機(jī)制。這些推進(jìn)機(jī)制的提出希望能為松原市政府和農(nóng)機(jī)相關(guān)部門在政策的制定與出臺上做一個(gè)有效的參考。
[Abstract]:China is a large population, but also a large agricultural country. The problem of agricultural development is the fundamental problem of our country's development. Agricultural mechanization plays a vital role in the process of agricultural development. Agricultural mechanization is an important content and symbol of agricultural modernization. With the deepening of the preferential policy of agricultural mechanization and the increasing of purchase subsidy of agricultural machinery, agricultural mechanization plays a more and more important role in the process of improving agricultural production and rural economic development. Songyuan City is located in the central and western Jilin Province, located in the middle temperate zone, corn production alone reached more than 4 million tons each year, per capita grain production ranked first in the province. The analysis of the development of agricultural mechanization in Songyuan is of great practical significance to this city and the whole province. This paper first introduces the present situation and achievements of agricultural mechanization in Jilin Province, studies the present situation of agricultural mechanization in Songyuan City, and enumerates three main models of agricultural mechanization development in Songyuan City. They are the leading production enterprises, agricultural machinery cooperatives, leading, government-oriented. According to the problems existing in the development of agricultural mechanization in Songyuan City, the paper puts forward five propulsive mechanisms conducive to the development of agricultural mechanization in Songyuan City. They are policy guarantee mechanism, fund guarantee mechanism, service training mechanism, system safeguard mechanism and technical guarantee mechanism. It is hoped that these propulsive mechanisms can be an effective reference for the government of Songyuan City and the relevant departments of agricultural machinery in formulating and issuing policies.
