【摘要】：隨著近年來世界的經(jīng)濟格局的不斷調(diào)整和中俄經(jīng)貿(mào)關(guān)系的持續(xù)深入,農(nóng)產(chǎn)品貿(mào)易越來越成為中俄經(jīng)貿(mào)合作中的重要內(nèi)容,對俄農(nóng)產(chǎn)品貿(mào)易在中國農(nóng)產(chǎn)品對外貿(mào)易中的重要性越發(fā)明顯。然而,長期以來,中國出口俄羅斯農(nóng)產(chǎn)品貿(mào)易發(fā)展較慢,且在世界多變的經(jīng)濟政治環(huán)境中出口波動明顯。因此,對中國對俄農(nóng)產(chǎn)品出口的影響因素進(jìn)行深入地挖掘和分析,不僅有利于豐富對貿(mào)易長期發(fā)展趨勢影響因素的分析和短期事件對貿(mào)易影響程度的研究理論,還有利于雙方的經(jīng)貿(mào)合作關(guān)系的進(jìn)一步發(fā)展。文章首先對中國對俄農(nóng)產(chǎn)品出口的規(guī)模、商品結(jié)構(gòu)進(jìn)行分析,介紹了中國對俄農(nóng)產(chǎn)品出口規(guī)模增長較快、出口商品比例嚴(yán)重不均的現(xiàn)狀,并采用貿(mào)易競爭力指數(shù)和貿(mào)易互補指數(shù)衡量出中國對俄農(nóng)產(chǎn)品出口競爭力逐漸減弱的事實。接下來,分析了俄羅斯經(jīng)濟發(fā)展?fàn)顩r、俄羅斯加入WTO和遭受歐美聯(lián)合經(jīng)濟制裁等外部環(huán)境因素,并根據(jù)上面發(fā)現(xiàn)的對俄農(nóng)產(chǎn)品出口規(guī)模增長快但商品結(jié)構(gòu)不均、出口競爭力減弱和世界經(jīng)濟政治環(huán)境帶來的農(nóng)產(chǎn)品市場變動等問題,通過恒定市場份額模型對中國農(nóng)產(chǎn)品對俄出口的影響因素進(jìn)行實證分析,分別測算了1996-2000年、2001-2007年、2008-2009年和2010-2014年四個時段的出口規(guī)模、出口結(jié)構(gòu)和出口競爭力的影響程度并對其差異和變化趨勢進(jìn)行了比對。研究結(jié)果顯示,中國對俄農(nóng)產(chǎn)品出口貿(mào)易的結(jié)構(gòu)效應(yīng)始終比較突出,競爭力效應(yīng)和交叉效應(yīng)波動較大,說明中國對俄農(nóng)產(chǎn)品出口主要受俄羅斯農(nóng)產(chǎn)品進(jìn)口量變化的影響,出口商品與市場需求匹配度較差,產(chǎn)品競爭力不足。最后結(jié)合上述的分析結(jié)果,針對性的提出了促進(jìn)對俄農(nóng)產(chǎn)品出口的對策建議,即調(diào)整農(nóng)產(chǎn)品出口結(jié)構(gòu)、發(fā)揮地緣優(yōu)勢、提高出口農(nóng)產(chǎn)品質(zhì)量、把握農(nóng)產(chǎn)品價格優(yōu)勢、完善新型出口產(chǎn)業(yè)鏈。
[Abstract]:With the continuous readjustment of the world economic structure and the continuous deepening of Sino-Russian economic and trade relations in recent years, agricultural products trade has become an increasingly important part of Sino-Russian economic and trade cooperation. The importance of agricultural trade with Russia in China's agricultural trade is becoming more and more obvious. However, for a long time, China's export of Russian agricultural products has been developing slowly and fluctuating in the world's changeable economic and political environment. Therefore, it is not only helpful to enrich the analysis of the factors affecting the long-term development trend of trade and the research theory of the degree of influence of short-term events on trade, but also to dig into and analyze the factors affecting the export of agricultural products from China to Russia in depth. It is also conducive to the further development of bilateral economic and trade cooperation. The article first analyzes the scale and commodity structure of China's agricultural product exports to Russia, and introduces the current situation that the scale of China's agricultural product exports to Russia is growing rapidly and the proportion of export commodities is seriously uneven. The trade competitiveness index and trade complementary index are used to measure the fact that the export competitiveness of Chinese agricultural products to Russia has gradually weakened. Next, it analyzes the situation of Russia's economic development, Russia's entry into the WTO and other external environmental factors, such as the joint economic sanctions of Europe and the United States, and according to the findings above, the scale of agricultural products exports to Russia has increased rapidly, but the structure of commodities has been uneven. Through the constant market share model, this paper makes an empirical analysis of the factors affecting the export of Chinese agricultural products to Russia, such as the weakening of export competitiveness and the changes in agricultural products market brought by the world economic and political environment. The effects of export scale, export structure and export competitiveness in the four periods from 1996-2000 to 2001-2007 and 2010-2014 are calculated, and the differences and changing trends are compared. The results show that the structural effect of China's agricultural product export to Russia has always been prominent, and the competitiveness effect and cross-effect fluctuate greatly, indicating that China's agricultural product exports to Russia are mainly affected by changes in the volume of Russian agricultural products imports. Export commodities and market demand matching degree is poor, product competitiveness is insufficient. Finally, combined with the above analysis results, the paper puts forward countermeasures and suggestions to promote the export of agricultural products to Russia, that is, adjusting the export structure of agricultural products, giving play to geographical advantages, improving the quality of agricultural products exported, and grasping the price advantages of agricultural products. Improve the new export industry chain.
