【摘要】：家庭農(nóng)場是在土地適度規(guī)模經(jīng)營的基礎(chǔ)上,采用市場化、規(guī)模化和專業(yè)化經(jīng)營的新型農(nóng)業(yè)經(jīng)營主體,是農(nóng)業(yè)現(xiàn)代化經(jīng)營格局的重要組成部分,符合現(xiàn)代農(nóng)業(yè)發(fā)展方向。家庭農(nóng)場是對家庭聯(lián)產(chǎn)承包責(zé)任制的農(nóng)村土地制度的繼承和發(fā)展,有效保留小農(nóng)經(jīng)濟(jì)優(yōu)點(diǎn)的基礎(chǔ)上吸收現(xiàn)代農(nóng)業(yè)的長處,既保持了制度上的連續(xù)性,同時(shí)也符合國內(nèi)農(nóng)村地區(qū)人多地少的實(shí)際情況。當(dāng)前,遼西地區(qū)家庭農(nóng)場雖起步較晚,但也得到一定程度的發(fā)展。家庭農(nóng)場如何發(fā)展才能更為合理,模式更為科學(xué),使之達(dá)到農(nóng)業(yè)增長、農(nóng)民增收效果,已然成為各級政府特別關(guān)注并尋求破解的焦點(diǎn)。本文僅就遼西地區(qū)家庭農(nóng)場發(fā)展作為研究對象,運(yùn)用馬恩合作化理論和規(guī)模經(jīng)營理論以及產(chǎn)權(quán)理論,嘗試對遼西地區(qū)家庭農(nóng)場發(fā)展進(jìn)行系統(tǒng)分析,總結(jié)其發(fā)展經(jīng)驗(yàn)、理順發(fā)展障礙,找到破解路徑與對策。本論文一共分為四個(gè)部分。第一部分通過對現(xiàn)有的家庭農(nóng)場研究成果梳理和分析,進(jìn)而闡述本文的選題原因、意義及研究方法;第二部分分析了家庭農(nóng)場發(fā)展的理論與現(xiàn)實(shí)依據(jù),理論依據(jù)有馬恩合作化理論、規(guī)模經(jīng)營理論和土地產(chǎn)權(quán)理論,現(xiàn)實(shí)依據(jù)主要有家庭農(nóng)場根植中國傳統(tǒng)家戶制度、符合現(xiàn)代農(nóng)業(yè)發(fā)展方向及家庭聯(lián)產(chǎn)承包責(zé)任制不足等;第三部分通過對遼西地區(qū)家庭農(nóng)場發(fā)展的基本條件和成效進(jìn)行調(diào)查并做出系統(tǒng)分析,進(jìn)一步探尋家庭農(nóng)場發(fā)展中的土地流轉(zhuǎn)不規(guī)范、經(jīng)營管理受制約、社會化服務(wù)滯后及信貸保險(xiǎn)渠道窄等現(xiàn)存問題和制約因素;第四部分主要針對遼西地區(qū)家庭農(nóng)場發(fā)展的制約因素提出完善土地流轉(zhuǎn)機(jī)制、夯實(shí)經(jīng)營管理基礎(chǔ)、完善社會化服務(wù)體系、拓寬信貸融資渠道及健全農(nóng)業(yè)保險(xiǎn)政策等建議,概括總結(jié)國內(nèi)其他地區(qū)家庭農(nóng)場發(fā)展經(jīng)驗(yàn),進(jìn)而指出遼西地區(qū)家庭農(nóng)場發(fā)展過程應(yīng)規(guī)避的幾個(gè)問題,保證遼西地區(qū)家庭農(nóng)場健康穩(wěn)定發(fā)展。
[Abstract]:Family farm is a new type of agricultural management subject which is market-oriented, large-scale and specialized on the basis of moderate scale management of land. It is an important part of modern agricultural management pattern and accords with the development direction of modern agriculture. The family farm is the inheritance and development of the rural land system of the household contract responsibility system, and the advantages of modern agriculture are absorbed on the basis of effectively retaining the advantages of the small-scale peasant economy, thus maintaining the continuity of the system. At the same time, it is also in line with the actual situation of more people and less land in rural areas. At present, although the family farm in western Liaoning started late, it also developed to a certain extent. How to develop the family farm is more reasonable, the model is more scientific, so as to achieve the agricultural growth, and increase the effect of farmers' income, has become the focus of governments at all levels to pay special attention to and seek to solve the problem. In this paper, the development of family farms in western Liaoning is studied. By using the theory of Mahn's co-operative management and the theory of property rights, this paper tries to make a systematic analysis of the development of family farms in western Liaoning, and sums up its development experience. Straighten out the obstacles to development, find the path and countermeasures. This thesis is divided into four parts. In the first part, by combing and analyzing the existing research results of family farm, and then expounding the reason, significance and research method of this paper, the second part analyzes the theoretical and practical basis of family farm development. The theoretical basis includes the theory of Marne's co-operation, the theory of scale management and the theory of land property rights. The practical basis is mainly based on the traditional Chinese household system, which accords with the development direction of modern agriculture and the shortage of household contract responsibility system. The third part investigates the basic conditions and effects of family farm development in western Liaoning and makes a systematic analysis to further explore the non-standard land circulation in the family farm development and the restriction of management. The fourth part is mainly aimed at restricting factors of family farm development in western Liaoning province, such as perfecting land circulation mechanism, strengthening the foundation of operation and management, and so on, such as the lag of socialized service and narrow credit and insurance channel, etc. The fourth part mainly aims at the restrictive factors of family farm development in western Liaoning. To perfect the socialized service system, widen the credit financing channel and perfect the agricultural insurance policy, summarize the experience of family farm development in other regions of China, and then point out some problems that should be avoided in the development process of family farm in western Liaoning. To ensure the healthy and stable development of family farms in western Liaoning.
