【摘要】：珠江三角洲地區(qū)經(jīng)濟(jì)的長(zhǎng)足發(fā)展,促使區(qū)內(nèi)主要城市的村莊,呈現(xiàn)出城鎮(zhèn)功能集中、建設(shè)密度高和土地使用高度集約等特征,但由于缺乏高起點(diǎn)、宏觀和協(xié)調(diào)的規(guī)劃,統(tǒng)籌規(guī)劃滯后,以及對(duì)未來發(fā)展缺乏長(zhǎng)遠(yuǎn)的目標(biāo),鄉(xiāng)村地區(qū)無序建設(shè)暴露出的種種弊端對(duì)城市整體發(fā)展的負(fù)面作用越來越大。近年來,黨和國(guó)家提出建設(shè)社會(huì)主義新農(nóng)村的重大國(guó)策,促使人們對(duì)村莊規(guī)劃在村莊建設(shè)和改造中作用的重視,但由于規(guī)劃缺乏可操作性的局限以及有效的實(shí)施步驟和措施,導(dǎo)致規(guī)劃實(shí)施質(zhì)量不高,因此引入項(xiàng)目策劃的概念。論文首先講述珠三角地區(qū)村莊發(fā)展的現(xiàn)狀,分析村莊規(guī)劃建設(shè)及改造實(shí)踐中存在的問題,為一體化模式研究提供現(xiàn)實(shí)依據(jù),參考國(guó)內(nèi)外研究經(jīng)驗(yàn),提出一體化模式研究的內(nèi)容和方法。然后,立足基本理論原則和政策法規(guī),注重對(duì)既有文獻(xiàn)和經(jīng)驗(yàn)的系統(tǒng)總結(jié),分析村莊規(guī)劃和項(xiàng)目策劃的關(guān)系,為有效整合村莊規(guī)劃和項(xiàng)目策劃的工作內(nèi)容和流程的提供理論和解釋依據(jù)。本文著眼點(diǎn)在于研究村莊規(guī)劃和項(xiàng)目策劃一體化模式在村莊建設(shè)和改造上的應(yīng)用,接下來,介紹了一體化模式應(yīng)用的概念、意義、內(nèi)容、工作流程和監(jiān)督。論文最后對(duì)珠江三角洲地區(qū)深圳市南布社區(qū)“整村統(tǒng)籌”土地整備項(xiàng)目進(jìn)行分析,總結(jié)土地整備工作的創(chuàng)新探索,為我國(guó)村莊規(guī)劃和項(xiàng)目策劃一體化模式研究提供了新的思路。論文通過對(duì)諸如珠江三角洲地區(qū)經(jīng)濟(jì)發(fā)達(dá)的村莊,目前建設(shè)和改造模式的研究,結(jié)合村莊規(guī)劃和項(xiàng)目策劃的基本原理和政策法規(guī),研究創(chuàng)新模式,以期對(duì)新時(shí)代相類似村莊建設(shè)和改造項(xiàng)目策劃有所啟發(fā)。
[Abstract]:The rapid development of the economy in the Pearl River Delta region has prompted the villages in the major cities in the region to exhibit such characteristics as concentrated urban functions, high density of construction and high intensity of land use. However, due to the lack of a high starting point, macro and coordinated planning is needed. Due to the lag of overall planning and the lack of long-term goals for future development, the disadvantages of disorderly construction in rural areas have become increasingly negative for the overall development of the city. The great national policy of building a new socialist countryside is put forward by the Party and the country, which urges people to attach importance to the role of village planning in the construction and reconstruction of villages. However, due to the lack of operational limitations of the planning and the effective implementation steps and measures, Because the quality of planning implementation is not high, the concept of project planning is introduced. Firstly, the paper describes the present situation of village development in the Pearl River Delta region, analyzes the problems existing in the practice of village planning, construction and reconstruction, and provides the practical basis for the study of integration model. Referring to the research experience at home and abroad, this paper puts forward the contents and methods of integration model research. Then, based on the basic theoretical principles and policies and laws and regulations, it pays attention to the systematic summary of the existing literature and experience, and analyzes the relationship between village planning and project planning. In order to effectively integrate the work content and process of village planning and project planning, this paper focuses on the application of integrated mode of village planning and project planning in village construction and reconstruction. This paper introduces the concept, significance, content, work flow and supervision of the application of integration mode. This paper summarizes the innovative exploration of land preparation work and provides a new idea for the study of integrated mode of village planning and project planning in China. Combined with the basic principles and policies and regulations of village planning and project planning, this paper studies the innovative mode, in order to enlighten similar village construction and reconstruction project planning in the new era.
