【摘要】：土地,是人類生產(chǎn)生活的基礎(chǔ)資源,我國(guó)又是典型的農(nóng)業(yè)大國(guó),因此,土地的集約利用發(fā)展既關(guān)乎農(nóng)業(yè)的可持續(xù)性,又深深影響著我國(guó)是否能夠在新時(shí)期、新背景下深化改革,從而進(jìn)一步推進(jìn)工業(yè)化、城鄉(xiāng)一體化的發(fā)展。在全世界共同關(guān)注的糧食安全和人口問(wèn)題的雙重壓力下,怎樣做到土地的有效分配,如何實(shí)現(xiàn)土地的集約利用和可持續(xù)發(fā)展,成為學(xué)術(shù)界和實(shí)踐者們共同關(guān)注的問(wèn)題。沈陽(yáng)市作為遼寧省經(jīng)濟(jì)活動(dòng)的主要城市之一,在城鎮(zhèn)化加劇進(jìn)行的關(guān)鍵點(diǎn),其土地的利用效率和可持續(xù)發(fā)展成為政府及百姓關(guān)注的重點(diǎn)。文章首先簡(jiǎn)要介紹了土地集約利用的概念,并從經(jīng)濟(jì)學(xué)角度進(jìn)行科學(xué)解釋;其次,介紹了土地集約利用的理論基礎(chǔ),包括土地供求理論、區(qū)位理論、地租地價(jià)理論和可持續(xù)發(fā)展理論;再次,通過(guò)對(duì)沈陽(yáng)市土地資源概況的介紹,分析了沈陽(yáng)市土地利用的現(xiàn)狀和存在的問(wèn)題,發(fā)現(xiàn)沈陽(yáng)市土地利用結(jié)構(gòu)不合理,生態(tài)結(jié)構(gòu)破壞嚴(yán)重等問(wèn)題;緊接著,以壓力(Pressure)-狀態(tài)(State)-響應(yīng)(Response)模型為指導(dǎo),利用熵值法確定權(quán)重,從沈陽(yáng)市社會(huì)經(jīng)濟(jì)和環(huán)境等方面分3個(gè)層次共17項(xiàng)指標(biāo)來(lái)測(cè)算土地集約度,得出的結(jié)論是在文章的統(tǒng)計(jì)范圍內(nèi),沈陽(yáng)市土地集約利用均處于中度集約水平;最后,針對(duì)前面分析的基礎(chǔ)上提出相應(yīng)的對(duì)策建議,通過(guò)促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)、提升閑置土地的處理力度、科學(xué)編制土地規(guī)劃、加強(qiáng)宏觀調(diào)控和增強(qiáng)環(huán)保意識(shí)等方面來(lái)不斷提高沈陽(yáng)市土地利用集約度。
[Abstract]:Land is the basic resource of human production and life, and our country is a typical agricultural country. Therefore, the intensive utilization of land is not only related to the sustainability of agriculture, but also deeply affects whether our country can deepen the reform in the new period and in the new background. So as to further promote industrialization and the development of urban-rural integration. Under the dual pressure of food security and population issues of common concern throughout the world, how to achieve the effective distribution of land, how to achieve intensive use and sustainable development of land, Shenyang, as one of the major cities of economic activities in Liaoning Province, is a key point for the intensification of urbanization. The efficiency and sustainable development of land use have become the focus of attention of the government and people. Firstly, the paper briefly introduces the concept of intensive land use, and explains it scientifically from the angle of economics. This paper introduces the theoretical basis of intensive land use, including land supply and demand theory, location theory, land rent and land price theory and sustainable development theory. This paper analyzes the present situation and existing problems of land use in Shenyang, finds out that the structure of land use in Shenyang is unreasonable and the ecological structure is destroyed seriously, and then, under the guidance of pressure- state state response response model, the weight is determined by entropy method. From the aspects of social economy and environment in Shenyang, there are 17 indexes to calculate the land intensive degree. The conclusion is that the intensive land use in Shenyang is at the moderate intensive level within the statistical scope of the article. On the basis of the previous analysis, the author puts forward the corresponding countermeasures and suggestions, through promoting the upgrading of industrial structure, enhancing the handling of idle land, scientifically compiling land planning, Strengthen macro-control and environmental awareness to continuously improve the intensity of land use in Shenyang.
