【摘要】：林業(yè)是我國國民經(jīng)濟重要組成部分,是我國的一個基礎(chǔ)產(chǎn)業(yè)。在我國的國民經(jīng)濟與社會發(fā)展過程中占有非常重要的地位,在產(chǎn)業(yè)經(jīng)濟發(fā)展和生態(tài)環(huán)境建設(shè)過程中起著重要的作用。近年來,隨著我國社會主義市場經(jīng)濟體制的發(fā)展,森林資源的稀缺性與市場經(jīng)濟對我國林業(yè)產(chǎn)業(yè)的剛性需求矛盾越來越突出,森林有效供給與日益增長的社會需求的矛盾依然突出,林業(yè)產(chǎn)業(yè)改革迫在眉睫。因此我們應(yīng)該加快林業(yè)產(chǎn)業(yè)化建設(shè),調(diào)整林業(yè)產(chǎn)業(yè)結(jié)構(gòu),優(yōu)化林業(yè)產(chǎn)業(yè)組織,以適應(yīng)社會主義市場經(jīng)濟發(fā)展。近年來,我國林業(yè)的發(fā)展取得輝煌的成就。目前正在由傳統(tǒng)林業(yè)向現(xiàn)代林業(yè)過渡,實施林業(yè)產(chǎn)業(yè)化是實現(xiàn)林業(yè)現(xiàn)代化的重要途徑。論文在相關(guān)理論的指導(dǎo)下,從林業(yè)產(chǎn)業(yè)結(jié)構(gòu)、林業(yè)產(chǎn)業(yè)組織形式等方面分析林業(yè)產(chǎn)業(yè)化發(fā)展面臨的制約因素,并指出相應(yīng)的改進措施。對林業(yè)產(chǎn)業(yè)化的過渡具有重要的指導(dǎo)作用。林業(yè)產(chǎn)業(yè)化是以提高和獲取經(jīng)濟效益為根本目的,以森林資源為基礎(chǔ),立足于市場需求,依靠先進的科學(xué)技術(shù)水平,對林地主產(chǎn)區(qū)和林產(chǎn)品的主銷區(qū)實行整體化布局,規(guī)�；a(chǎn),一體化經(jīng)營,社會化服務(wù)和企業(yè)化管理,建立適應(yīng)社會主義市場經(jīng)濟體制的生產(chǎn)經(jīng)營體制,最終實現(xiàn)林業(yè)的自我積累,自我調(diào)節(jié)和自我完善。它是國民經(jīng)濟的重要組成部分。論文立足于我國林情,從我國經(jīng)濟實際出發(fā),借鑒國內(nèi)外相關(guān)理論研究和經(jīng)驗,針對林業(yè)產(chǎn)業(yè)特點,全面分析了林業(yè)產(chǎn)業(yè)化發(fā)展過程中面臨的的制約和影響因素。并對林業(yè)產(chǎn)業(yè)化的發(fā)展提出了切實可行的思路和對策。為臨沂市林業(yè)化的快速發(fā)展提供了理論指導(dǎo)。論文通過運用歸納分析等方法,進一步指出了林業(yè)產(chǎn)業(yè)化的有效實施需要各級政府和全社會的共同參與。首先,各級政府部門應(yīng)立足市場需求,制定相應(yīng)的政策,從制度上保障林業(yè)產(chǎn)業(yè)化的順利實施;其次,全社會應(yīng)正確全面的認識林業(yè)產(chǎn)業(yè)化的重要性和緊迫性,積極行動起來,投身到林業(yè)產(chǎn)業(yè)化發(fā)展的大潮中來;最后,林業(yè)各產(chǎn)業(yè)的龍頭企業(yè)也應(yīng)充分發(fā)揮輻射帶動效應(yīng),積極進行企業(yè)改革,提高科技水平的應(yīng)用和推廣,提高林產(chǎn)品質(zhì)量和產(chǎn)量、增強林產(chǎn)品市場競爭力,提高林業(yè)經(jīng)濟效益;推進林業(yè)產(chǎn)業(yè)化的發(fā)展。同時,對臨沂市平邑縣經(jīng)濟林林業(yè)產(chǎn)業(yè)化的發(fā)展進行了實地調(diào)查研究,為地方實施林業(yè)產(chǎn)業(yè)化提供依據(jù)和參考。
[Abstract]:Forestry is an important part of our national economy and a basic industry of our country. It plays a very important role in the development of our national economy and society. It plays an important role in the development of industrial economy and the construction of ecological environment. In recent years, with the development of China's socialist market economy system, The contradiction between the scarcity of forest resources and the rigid demand of the market economy for China's forestry industry is more and more prominent, and the contradiction between the effective supply of forests and the increasing social demand is still prominent. Therefore, we should speed up the construction of forestry industrialization, adjust the structure of forestry industry, optimize the organization of forestry industry, and adapt to the development of socialist market economy. The development of forestry in China has made brilliant achievements. At present, the forestry industry is in transition from traditional forestry to modern forestry, and the implementation of forestry industrialization is an important way to realize forestry modernization. From the aspects of the organization form of forestry industry and other aspects, this paper analyzes the restrictive factors facing the development of forestry industrialization, It is pointed out that the corresponding improvement measures play an important guiding role in the transition of forestry industrialization. Forestry industrialization aims at improving and obtaining economic benefits, based on forest resources and based on market demand. Depending on the advanced scientific and technological level, to implement the integrated layout, large-scale production, integrated management, socialized service and enterprise-oriented management of the main production areas and the main marketing areas of forest products, It is an important part of the national economy to establish a production and management system adapted to the socialist market economy system, and finally realize the forestry self-accumulation, self-regulation and self-perfection. Proceeding from the economic reality of our country, referring to the relevant theoretical research and experience at home and abroad, aiming at the characteristics of forestry industry, The constraints and influencing factors in the development of forestry industrialization are analyzed in an all-round way, and the feasible ideas and countermeasures for the development of forestry industrialization are put forward. The theoretical guidance is provided for the rapid development of forestry in Linyi City. By means of inductive analysis and other methods, It is further pointed out that the effective implementation of forestry industrialization requires the joint participation of all levels of government and the whole society. Firstly, government departments at all levels should base themselves on market demand and formulate corresponding policies to ensure the smooth implementation of forestry industrialization from the system. The whole society should correctly and comprehensively understand the importance and urgency of forestry industrialization, take active action to join in the development of forestry industrialization, and finally, the leading enterprises of various forestry industries should also give full play to the radiation driving effect. Actively carry out enterprise reform, improve the application and popularization of scientific and technological level, improve the quality and output of forest products, enhance the market competitiveness of forest products, improve forestry economic benefits, promote the development of forestry industrialization, at the same time, The development of economic forestry industrialization in Pingyi County of Linyi City was investigated on the spot, which provided the basis and reference for the local implementation of forestry industrialization.
