【摘要】：自從2013年中央一號文件出臺以來,發(fā)展家庭農(nóng)場在我國得到了前所未有的歡迎,是實現(xiàn)我國農(nóng)業(yè)現(xiàn)代化的途徑之一,它在目前實踐過程中的經(jīng)驗告訴我們,在城鎮(zhèn)一體化加速進(jìn)程中,家庭農(nóng)場是保護(hù)耕地,實現(xiàn)農(nóng)業(yè)現(xiàn)代化快速發(fā)展的穩(wěn)妥的載體。規(guī)�；�、專業(yè)化、機(jī)械化在家庭農(nóng)場發(fā)展過程中逐步實現(xiàn),農(nóng)民的收入也會得到增加,縮小貧富差距和城鄉(xiāng)收入水平將成為現(xiàn)實。隨著績溪縣經(jīng)濟(jì)的快速發(fā)展,規(guī)�；I(yè)化的農(nóng)業(yè)發(fā)展模式進(jìn)一步得到農(nóng)戶們的認(rèn)可,2013年以來績溪縣家庭農(nóng)場的發(fā)展迅速,但是農(nóng)場的規(guī)模以及長久以來形成的精耕細(xì)作的特征不會改變,這給家庭農(nóng)場發(fā)展過程中的產(chǎn)出帶來了保證,但同時是家庭農(nóng)場的進(jìn)一步發(fā)展的制約因素�？兿h家庭農(nóng)場的發(fā)展既吸收了之前家庭承包責(zé)任制時的優(yōu)點,又吸收了現(xiàn)代農(nóng)業(yè)的長處,但是在實踐過程中由于專業(yè)化規(guī)�；^程中出現(xiàn)了盲目發(fā)展的狀態(tài),績溪縣家庭農(nóng)場在今后的發(fā)展必須做出規(guī)劃,讓農(nóng)場的發(fā)展更加合理,從而實現(xiàn)農(nóng)業(yè)的現(xiàn)代化和農(nóng)民的創(chuàng)收增加。相信家庭農(nóng)場的有序發(fā)展將是解決我國形成績溪縣家庭農(nóng)場發(fā)展的對策和建議。文章分為六個章節(jié)。第一章緒論部分主要講了選題意義和世界范圍內(nèi)的學(xué)者們對家庭農(nóng)場發(fā)展的研究和發(fā)展現(xiàn)狀,提煉發(fā)展過程的經(jīng)驗,發(fā)展過程中存在的問題,以期成為促進(jìn)績溪縣家庭農(nóng)場發(fā)育和發(fā)展的借鑒。第二章是總結(jié)了國內(nèi)家庭農(nóng)場的現(xiàn)狀和家庭農(nóng)場的概念的判斷以及區(qū)別。從家庭農(nóng)場的概念出發(fā),規(guī)范家庭農(nóng)場的發(fā)展,以期對績溪縣家庭農(nóng)場的界定形成一個初步的定位。第三章是概括了家庭農(nóng)場在我國的發(fā)展現(xiàn)狀,從普遍到特殊,從一般到普遍。以期從全國范圍內(nèi)找到適合績溪縣家庭農(nóng)場的發(fā)展模式,從而結(jié)合績溪縣自身的特色選擇績溪縣屬于自己的發(fā)展模式。第四章主要概述了績溪縣家庭農(nóng)場發(fā)展現(xiàn)狀以及成效,講述了績溪縣發(fā)展家庭農(nóng)場的具體環(huán)境。家庭農(nóng)場提升了勞動生產(chǎn)率和土地產(chǎn)出率,指明了未來農(nóng)業(yè)經(jīng)營主體,初步解決了土地拋荒問題。第五章指出了績溪縣家庭農(nóng)場中普遍存在的問題�？兿h家庭農(nóng)場主要存在土地流轉(zhuǎn)困難、缺乏發(fā)展資金、家庭農(nóng)場主綜合素質(zhì)有待提高、社會化服務(wù)體系亟待完善、政策補(bǔ)貼力度需要進(jìn)一步加強(qiáng)、規(guī)模效益不一,導(dǎo)致投入要素的浪費等問題。第六章是根據(jù)上述章節(jié)的論述,根據(jù)筆者的調(diào)查研究,先是對筆者調(diào)查過的有代表性的家庭農(nóng)場進(jìn)行了一個整合性的調(diào)查分析,然后從普遍到特殊,具體到績溪縣蜀馬農(nóng)場的發(fā)展?fàn)顩r以及發(fā)展中存在的問題。最后,筆者就上述分析做了一個績溪縣發(fā)展家庭農(nóng)場的SWOT的分析,以期發(fā)掘在績溪縣發(fā)展家庭農(nóng)場的最佳模式。第七章針對上述存在的問題,提出了家庭農(nóng)場的發(fā)展對策。
[Abstract]:Since the issuance of the first document of the Central Committee in 2013, the development of family farms has been an unprecedented welcome in our country, and it is one of the ways to realize the modernization of our agriculture. Its experience in the current practical process tells us that. In the accelerated process of urban integration, family farm is the stable carrier to protect cultivated land and realize the rapid development of agricultural modernization. In the process of family farm development, scale, specialization and mechanization are realized step by step. Farmers' incomes will also be increased, narrowing the gap between the rich and the poor and the level of urban and rural income will become a reality. With the rapid development of the economy in Jixi County, The specialized agricultural development model was further recognized by farmers. Since 2013, family farms in Jixi County have developed rapidly, but the size of farms and the characteristics of intensive farming that have long been formed will not change. This not only guarantees the output in the development of family farms, but also restricts the further development of family farms. The development of family farms in Jixi County not only absorbs the advantages of the previous household contract responsibility system, but also restricts the further development of family farms. It also absorbs the advantages of modern agriculture, but due to the blind development in the process of specialization and scale in practice, family farms in Jixi County must be planned in the future to make the development of farms more reasonable. It is believed that the orderly development of family farm will be the countermeasure and suggestion to solve the problem of forming family farm development in Jixi county. The article is divided into six chapters. The first chapter is introduction. It mainly talks about the significance of choosing the topic and the research and development status of family farm development by scholars all over the world. To refine the experience of the process of development and the problems existing in the process of development, The second chapter summarizes the present situation of family farm in China, the judgment and distinction of family farm concept. From the concept of family farm, the development of family farm is regulated. The third chapter summarizes the development of family farm in China, from universal to special. From general to universal, with a view to finding a development model suitable for family farms in Jixi County from the whole country, Therefore, combining the characteristics of Jixi County, Jixi County belongs to its own development mode. Chapter 4th mainly summarizes the current situation and results of family farm development in Jixi County. This paper describes the specific environment for the development of family farms in Jixi County. Family farms increase labor productivity and land productivity, and point out the future agricultural management subjects. Chapter 5th points out the common problems existing in the family farms in Jixi County. The family farms in Jixi County mainly have difficulties in land circulation, lack of development funds, and the comprehensive quality of family farmers needs to be improved. The socialized service system needs to be improved urgently, the policy subsidy needs to be further strengthened, the scale benefit is not the same, leading to the waste of input elements and so on. Chapter 6th is based on the discussion of the above chapters, according to the author's investigation and research. First of all, a comprehensive investigation and analysis of representative family farms investigated by the author have been made, and then from general to special, to the development of Shuma Farm in Jixi County and the problems existing in the development. Finally, The author makes a SWOT analysis of the development of family farms in Jixi County in order to find out the best mode of developing family farms in Jixi County. Chapter 7th puts forward the development countermeasures of family farms in view of the problems mentioned above.
