【摘要】：隨著經(jīng)濟(jì)社會(huì)的發(fā)展和城市化進(jìn)程的加快,大連金州新區(qū)作為東北地區(qū)的對(duì)外開(kāi)放前沿,對(duì)農(nóng)業(yè)所擔(dān)負(fù)的經(jīng)濟(jì)、生產(chǎn)功能的要求不斷提高,對(duì)農(nóng)業(yè)發(fā)揮生態(tài)、社會(huì)功能的要求日益增長(zhǎng)。無(wú)論是從保障農(nóng)副產(chǎn)品供應(yīng),還是從滿(mǎn)足市民精神文化需求、改善生態(tài)環(huán)境質(zhì)量和推進(jìn)城鄉(xiāng)協(xié)調(diào)發(fā)展的角度考慮,都市現(xiàn)代農(nóng)業(yè)已經(jīng)成為金州新區(qū)農(nóng)業(yè)發(fā)展的戰(zhàn)略選擇。本文站在政府角度,從都市現(xiàn)代農(nóng)業(yè)的內(nèi)涵和理論演變出發(fā),以金州新區(qū)農(nóng)業(yè)的發(fā)展現(xiàn)狀為基礎(chǔ),通過(guò)研究借鑒國(guó)內(nèi)外發(fā)展都市現(xiàn)代農(nóng)業(yè)的經(jīng)驗(yàn)啟示,提出金州新區(qū)推動(dòng)都市現(xiàn)代農(nóng)業(yè)發(fā)展的對(duì)策建議。共分為六個(gè)部分：第一部分,對(duì)研究背景及意義、國(guó)內(nèi)外的研究現(xiàn)狀、研究方法與研究思路等內(nèi)容進(jìn)行了闡述。第二部分,主要對(duì)都市現(xiàn)代農(nóng)業(yè)的概念、理論進(jìn)行闡述,總結(jié)探討了城鄉(xiāng)一體化發(fā)展理論、產(chǎn)業(yè)結(jié)構(gòu)演進(jìn)理論和政府治理理論等相關(guān)理論成果和實(shí)踐規(guī)律。第三部分,分析了金州新區(qū)都市現(xiàn)代農(nóng)業(yè)發(fā)展的現(xiàn)狀,分別從都市現(xiàn)代農(nóng)業(yè)的基本情況、存在的主要問(wèn)題以及存在問(wèn)題的原因分析三個(gè)方面進(jìn)行闡述。第四部分,研究借鑒國(guó)外及國(guó)內(nèi)其它地區(qū)經(jīng)驗(yàn),主要是把國(guó)內(nèi)外發(fā)展都市現(xiàn)代農(nóng)業(yè)的典型做法做了詳細(xì)介紹,為下一部分的應(yīng)用與借鑒奠定基礎(chǔ)。第五部分,金州新區(qū)發(fā)展都市現(xiàn)代農(nóng)業(yè)的對(duì)策建議,在前述分析的基礎(chǔ)上,提出金州新區(qū)都市現(xiàn)代農(nóng)業(yè)的發(fā)展導(dǎo)向、功能定位、區(qū)域布局調(diào)整的總體發(fā)展思路和保障措施。最后部分對(duì)全文進(jìn)行了簡(jiǎn)單的總結(jié)。
[Abstract]:With the development of economy and society and the acceleration of urbanization, as the frontier of opening to the outside world in Northeast China, the demand of economy and production function of agriculture in Jinzhou New District of Dalian has been raised continuously, and the ecology of agriculture has been brought into play. The demands of social function are increasing day by day. Whether from the perspective of ensuring the supply of agricultural by-products or satisfying the spiritual and cultural needs of the citizens, improving the quality of the ecological environment and promoting the coordinated development of urban and rural areas, Modern urban agriculture has become a strategic choice for the development of agriculture in Jinzhou New District. This paper, from the angle of government, starts from the connotation and theoretical evolution of modern urban agriculture, based on the present situation of agricultural development in Jinzhou New District. Through studying and drawing lessons from the experience and enlightenment of developing modern urban agriculture at home and abroad, this paper puts forward countermeasures and suggestions to promote the development of modern urban agriculture in Jinzhou New District. It is divided into six parts: the first part is about the background and significance of the research, and the current research situation at home and abroad. The second part mainly expounds the concept and theory of urban modern agriculture, summarizes and discusses the theory of urban-rural integration development. The evolution theory of industrial structure and the theory of government governance and other related theoretical achievements and practical laws. The third part, analyzes the current situation of modern urban agriculture development in Jinzhou New District, respectively, from the basic situation of modern urban agriculture. The main problems and the causes of the problems are discussed in three aspects. Part 4th, the experience of foreign countries and other regions in China is studied, and the typical methods of developing modern urban agriculture at home and abroad are introduced in detail. In part 5th, the countermeasures and suggestions for the development of modern urban agriculture in Jinzhou New District are put forward. Based on the above analysis, the development orientation and function orientation of modern urban agriculture in Jinzhou New area are put forward. The overall development ideas and safeguard measures of regional layout adjustment.
