職業(yè)教育對(duì)農(nóng)村勞動(dòng)力轉(zhuǎn)移貢獻(xiàn)的實(shí)證分析——基于華東地區(qū)面板數(shù)據(jù)的分析

【摘要】:新型城鎮(zhèn)化進(jìn)程中,農(nóng)村轉(zhuǎn)移勞動(dòng)力發(fā)揮著越來(lái)越重要的作用。文章以華東六省一市為樣本,采集面板數(shù)據(jù),通過(guò)格蘭杰因果關(guān)系模型,對(duì)職業(yè)教育對(duì)于農(nóng)村勞動(dòng)力轉(zhuǎn)移的貢獻(xiàn)進(jìn)行實(shí)證分析。結(jié)果表明:職業(yè)教育與華東地區(qū)農(nóng)村勞動(dòng)力轉(zhuǎn)移存在雙向互動(dòng)關(guān)系,即職業(yè)教育促進(jìn)農(nóng)村勞動(dòng)力轉(zhuǎn)移,農(nóng)村勞動(dòng)力轉(zhuǎn)移從長(zhǎng)遠(yuǎn)看也會(huì)促進(jìn)職業(yè)教育規(guī)模的擴(kuò)大。在此基礎(chǔ)上提出如下對(duì)策:發(fā)揮政府的主導(dǎo)作用,加大職業(yè)教育投入,通過(guò)對(duì)農(nóng)村轉(zhuǎn)移勞動(dòng)力的職業(yè)教育與技能培訓(xùn),促進(jìn)其向城鎮(zhèn)轉(zhuǎn)移及市民化進(jìn)程;提倡通過(guò)多主體協(xié)作機(jī)制來(lái)擴(kuò)大職業(yè)教育規(guī)模,更好地應(yīng)對(duì)勞動(dòng)力轉(zhuǎn)移后的多元化需求等。
[Abstract]:In the process of new urbanization, rural labor transfer plays a more and more important role. This paper takes six provinces and one city in East China as a sample, collects panel data, and adopts Granger causality model. The paper makes an empirical analysis on the contribution of vocational education to rural labor force transfer. The results show that vocational education and rural labor transfer in eastern China have a two-way interaction, that is, vocational education promotes rural labor transfer. In the long run, the transfer of rural labor force will also promote the expansion of the scale of vocational education. On this basis, the following countermeasures are put forward: giving play to the leading role of the government, increasing the input of vocational education, through the vocational education and skills training of rural labor force transfer. It promotes the process of transferring to cities and towns, and advocates expanding the scale of vocational education by means of multi-agent cooperation mechanism, so as to better cope with the diversified demand after labor force transfer.
