【摘要】：古丈縣地處武陵山脈川、渝、黔、鄂腹地,東北緊鄰張家界、常德等地區(qū),承“華中”啟“西部”,是湖南省的茶葉主產(chǎn)區(qū)之一,也是湖南產(chǎn)茶歷史最悠久的地區(qū)之一,享有“茶葉之鄉(xiāng)”、“林業(yè)之鄉(xiāng)”和“歌舞之鄉(xiāng)”的美譽(yù)。茶葉產(chǎn)業(yè)是古丈縣的傳統(tǒng)產(chǎn)業(yè)、特色產(chǎn)業(yè)、優(yōu)勢產(chǎn)業(yè),也是古丈縣的農(nóng)業(yè)支柱產(chǎn)業(yè)之一。近年來,在各級政府部門的重視和全縣人民的共同努力下,古丈縣茶產(chǎn)業(yè)開發(fā)經(jīng)營取得了一定成效,但總體而言仍處于茶產(chǎn)業(yè)發(fā)展過程的初級階段,要實(shí)現(xiàn)傳統(tǒng)茶業(yè)向現(xiàn)代茶產(chǎn)業(yè)轉(zhuǎn)變還存在多種制約因素。本文在實(shí)地調(diào)研的基礎(chǔ)上,通過查閱年鑒、走訪相關(guān)部門獲取了大量數(shù)據(jù)資料,在此基礎(chǔ)上對古丈縣茶產(chǎn)業(yè)的發(fā)展歷史和現(xiàn)狀做了深入剖析。運(yùn)用SWOT分析方法分析了古丈縣茶產(chǎn)業(yè)發(fā)展的內(nèi)部優(yōu)勢和劣勢,并結(jié)合國內(nèi)外茶產(chǎn)業(yè)發(fā)展現(xiàn)狀對古丈縣茶產(chǎn)業(yè)發(fā)展的外部機(jī)遇和威脅進(jìn)行了深入分析研究,并以此為依據(jù)制定了古丈縣茶產(chǎn)業(yè)發(fā)展的總體思路與戰(zhàn)略,確立了將古丈縣打造成中國有機(jī)綠茶第一縣和武陵山片區(qū)茶葉生產(chǎn)、加工、營銷中心以及中國出口綠茶的產(chǎn)業(yè)中心,將古丈毛尖打造成湖南綠茶第一品牌和武陵山片區(qū)第一綠茶品牌的產(chǎn)業(yè)總體發(fā)展定位。最后提出了古丈縣茶產(chǎn)業(yè)可持續(xù)發(fā)展的對策措施,一是茶園建設(shè)合理規(guī)劃,科學(xué)栽培；二是加快茶葉加工廠建設(shè)與升級改造,提高機(jī)械化生產(chǎn)加工水平；三是強(qiáng)化品牌建設(shè)和管理,進(jìn)一步提升品牌知名度和影響力；四是建立健全茶葉市場營銷體系；五是優(yōu)化茶葉產(chǎn)品結(jié)構(gòu)；六是加強(qiáng)標(biāo)準(zhǔn)化體系建設(shè),完善行業(yè)管理體制；七是積極發(fā)展茶文化旅游,促進(jìn)茶旅產(chǎn)業(yè)聯(lián)動(dòng)發(fā)展；八是加強(qiáng)風(fēng)險(xiǎn)防范；九是完善產(chǎn)業(yè)發(fā)展的保障體系。
[Abstract]:Guzhang county is located in Sichuan, Chongqing, Guizhou, Hubei hinterland of Wuling mountain range, the northeast is adjacent to Zhangjiajie, Changde and other regions. It is one of the main tea producing areas in Hunan province and one of the oldest tea producing areas in Hunan province. Tea industry is the traditional industry, characteristic industry, advantage industry of Guzhang County, and one of the agricultural pillar industries of Guzhang County in recent years. With the attention of government departments at all levels and the joint efforts of the people of the whole county, the development and management of the tea industry in Guzhang County has achieved certain results, but overall it is still in the primary stage of the tea industry development process. In order to realize the transition from traditional tea industry to modern tea industry, there are still many restrictive factors. Based on the field investigation, this paper visits the relevant departments to obtain a large amount of data on the basis of on-the-spot investigation and reference to the yearbook. On this basis, the development history and present situation of the tea industry in Guzhang County are deeply analyzed. The internal advantages and disadvantages of the tea industry development in Guzhang County are analyzed by using SWOT analysis method. Combined with the present situation of tea industry development at home and abroad, the external opportunities and threats of tea industry development in Guzhang County were analyzed and studied, and the overall thinking and strategy of tea industry development in Guzhang County were formulated. Has established the Guzhang County as the first county of organic green tea in China and the Wulingshan tea production, processing and marketing center, as well as an industrial center for the export of green tea in China. Guzhang Maojian is the first brand of green tea in Hunan province and the first green tea brand in Wulingshan area. Finally, the countermeasures for the sustainable development of tea industry in Guzhang County are put forward, one is the rational planning of tea garden construction and the other is scientific cultivation. Second, to speed up the construction and upgrading of tea processing plants, to improve the level of mechanized production and processing; third, to strengthen brand building and management to further enhance brand awareness and influence; fourth, to establish and improve the tea marketing system; Fifth, optimize the structure of tea products; sixth, strengthen the construction of standardization system and perfect the management system of the industry; seventh, actively develop the tourism of tea culture to promote the linkage development of tea tourism industry; eighth, strengthen the prevention of risks; Ninth, perfect the safeguard system of industrial development.
