【摘要】：精準(zhǔn)扶貧是全面建成小康社會的重要抓手,是我們黨實現(xiàn)第一個百年奮斗目標(biāo)的重點工作,是最艱巨的任務(wù)。本研究運用華中L縣精準(zhǔn)扶貧實績核查數(shù)據(jù),分析了幫扶主體層級、幫扶措施類型對于幫扶效果的影響。研究結(jié)果表明:幫扶主體層級高低、幫扶措施是否具有可持續(xù)性對幫扶效果具有重要影響作用;其中,幫扶主體的層級越高,同時對貧困戶實施可持續(xù)性的幫扶措施可以明顯提升貧困戶對幫扶效果的認(rèn)可度�；诖�,為了更好地完成精準(zhǔn)扶貧工作的各項任務(wù),各級政府必須高度重視對扶貧資源的合理調(diào)度,整合一切可整合的資金、資源用于扶貧開發(fā)工作;同時要加強(qiáng)對駐村幫扶人員的技能和職業(yè)培訓(xùn),保證其對貧困戶實施科學(xué)、可持續(xù)的幫扶措施,杜絕扶貧資源被"精英捕獲",防止扶貧資源被"濫用"和"錯用"。
[Abstract]:Precision poverty alleviation is an important grasp of building a well-off society in an all-round way, a key task for our party to achieve its first century-old goal and the most arduous task. This paper analyzes the influence of the main level of help and the type of measure on the effect of helping. The results show that the level of the main level of help and the sustainability of the measure have an important effect on the effect of helping. The higher the level of the help body, the more sustainable help measures can be implemented to the poor households, which can obviously enhance the recognition of the help effect of the poor households. Based on this, in order to better accomplish the various tasks of the precision poverty alleviation work, Governments at all levels must attach great importance to the rational allocation of poverty alleviation resources and integrate all funds that can be integrated into poverty alleviation and development work; at the same time, they must strengthen the skills and vocational training of those who are living in villages to help them, so as to ensure that they implement science to poor households. Sustainable support measures to prevent poverty alleviation resources from being captured by the elite, and to prevent poverty alleviation resources from being "abused" and "misused".
