【摘要】：進(jìn)入21世紀(jì)以來(lái),雖然中國(guó)糧食獲得連年豐收,但農(nóng)業(yè)持續(xù)發(fā)展的壓力卻明顯加大。近幾年每年仍需進(jìn)口各類糧食幾千萬(wàn)甚至接近一億噸,另外加之城鎮(zhèn)化的快速發(fā)展使大量農(nóng)民進(jìn)城或轉(zhuǎn)移至非農(nóng)產(chǎn)業(yè),“誰(shuí)來(lái)養(yǎng)活中國(guó)”、“誰(shuí)來(lái)種地”問(wèn)題日漸突出,急需得以解決。如何加快培育新型農(nóng)業(yè)經(jīng)營(yíng)主體,推動(dòng)農(nóng)業(yè)現(xiàn)代化進(jìn)程,實(shí)現(xiàn)農(nóng)業(yè)持續(xù)健康發(fā)展,已然成為擺在我們面前的一個(gè)重大課題。為此,十八大報(bào)告明確指出要發(fā)展農(nóng)民專業(yè)合作社和股份合作社,培育新型經(jīng)營(yíng)主體,發(fā)展多種形式規(guī)模經(jīng)營(yíng),構(gòu)建新型農(nóng)業(yè)經(jīng)營(yíng)體系。本文首先從農(nóng)業(yè)經(jīng)營(yíng)主體的相關(guān)文獻(xiàn)資料入手,大量閱讀并對(duì)其整理歸類,梳理出家庭農(nóng)場(chǎng)、專業(yè)種養(yǎng)大戶等經(jīng)營(yíng)主體的有關(guān)研究,并對(duì)國(guó)內(nèi)外學(xué)者的研究進(jìn)行了簡(jiǎn)單總結(jié),在此基礎(chǔ)之上,對(duì)其相關(guān)概念做了科學(xué)界定：其次,結(jié)合寧夏區(qū)情,對(duì)新型農(nóng)業(yè)經(jīng)營(yíng)主體發(fā)展的主要狀況從發(fā)展規(guī)模、產(chǎn)業(yè)結(jié)構(gòu)等方面進(jìn)行描述,分析了制約其發(fā)展的主要因素,認(rèn)為由于資金、土地流轉(zhuǎn)、社會(huì)化服務(wù)體系以及各經(jīng)營(yíng)主體自身等方面的問(wèn)題,導(dǎo)致現(xiàn)階段寧夏新型農(nóng)業(yè)經(jīng)營(yíng)主體發(fā)展遲緩、規(guī)模偏小、市場(chǎng)競(jìng)爭(zhēng)能力弱等；最后,在借鑒美國(guó)家庭農(nóng)場(chǎng)、日韓農(nóng)協(xié)、荷蘭農(nóng)業(yè)龍頭企業(yè)等國(guó)外成功經(jīng)驗(yàn)以及上海家庭農(nóng)場(chǎng)、浙江農(nóng)民專業(yè)合作社、山東農(nóng)業(yè)龍頭企業(yè)等國(guó)內(nèi)成功經(jīng)驗(yàn)的基礎(chǔ)上,從加大財(cái)政扶持力度、完善土地流轉(zhuǎn)體系、健全農(nóng)業(yè)社會(huì)化服務(wù)體系、提升農(nóng)民綜合素質(zhì)等方面提出了加快培育寧夏新型農(nóng)業(yè)經(jīng)營(yíng)主體的對(duì)策建議,以期為政府部門提供理論依據(jù)和決策參考。
[Abstract]:Since 21th century, although China has had a bumper harvest in successive years, the pressure of sustained agricultural development has increased significantly. In recent years, tens of millions or even nearly 100 million tons of various kinds of grain still need to be imported every year. In addition, with the rapid development of urbanization, a large number of farmers go into cities or transfer to non-agricultural industries. The problems of "who will feed China" and "who will farm land" are becoming increasingly prominent. Promoting the process of agricultural modernization and realizing the sustainable and healthy development of agriculture has become a major issue before us. Therefore, the 18 report clearly pointed out that it is necessary to develop farmers' professional cooperatives and stock cooperatives and cultivate new types of business subjects. First of all, this paper starts with the related documents of the agricultural management main body, read a lot and sort it out, and sort out the family farm, so as to develop the multi-form scale management and construct the new agricultural management system. On the basis of a brief summary of the research of domestic and foreign scholars, the related concepts are scientifically defined: secondly, combined with the situation of Ningxia region, This paper describes the main status of the development of the new agricultural management subject from the development scale, industrial structure and other aspects, analyzes the main factors restricting its development, and thinks that because of the funds, the land circulation, The problems in the socialized service system and the main business bodies themselves have led to the slow development, small scale and weak market competitiveness of the new agricultural operators in Ningxia at the present stage. Finally, in drawing lessons from American family farms, the Japan-Korea Agricultural Association, On the basis of successful foreign experiences such as leading agricultural enterprises in the Netherlands and domestic successful experiences such as Shanghai Family Farm, Zhejiang Farmers' Professional Cooperatives, Shandong Agricultural leading Enterprises, and so on, we should increase financial support and improve the land transfer system. In order to provide theoretical basis and decision reference for government departments, this paper puts forward some countermeasures and suggestions on how to improve agricultural socialized service system and improve the comprehensive quality of farmers in Ningxia.
