【摘要】：貧困問題一直以來都是人類社會共同面臨的最嚴(yán)峻的挑戰(zhàn)之一。無論是發(fā)展中國家還是發(fā)達(dá)國家,無論是社會主義國家,還是資本主義國家,貧困現(xiàn)象都是長期存在以及難以克服的問題。我國政府一直把解決貧困問題作為工作的重點(diǎn),強(qiáng)調(diào)消除貧困、改善民生、實(shí)現(xiàn)共同富裕,是社會主義的本質(zhì)要求,是改革開放和社會主義現(xiàn)代化建設(shè)的重大任務(wù),是全黨全國各族人民始終不渝的奮斗目標(biāo)。我國經(jīng)過30多年來實(shí)施扶貧開發(fā),大幅度減少了貧困人口,提升了貧困地區(qū)的經(jīng)濟(jì)社會事業(yè)發(fā)展水平和基礎(chǔ)設(shè)施,扶貧工作取得重大進(jìn)展。但是,隨著科學(xué)和技術(shù)的提高持續(xù)推動(dòng)生產(chǎn)力水平向前發(fā)展,全球經(jīng)濟(jì)一體化帶來經(jīng)濟(jì)繁榮的同時(shí),貧困現(xiàn)象不僅沒有得到消除,而且在某種程度上還進(jìn)一步拉大了貧富差距,致使兩極分化日益明顯,貧困問題更加嚴(yán)峻。河北省有40個(gè)縣區(qū)被列為國家重點(diǎn)貧困縣區(qū),其中22個(gè)縣被納入國家燕山-太行山區(qū)連片特困地區(qū)。阜平縣作為22個(gè)縣之一,貧困范圍廣,貧困程度深,發(fā)展基礎(chǔ)弱,是國家“八七扶貧攻堅(jiān)計(jì)劃”重點(diǎn)縣,是新世紀(jì)頭十年國定貧困縣,新世紀(jì)第二個(gè)十年更被列為燕山—太行山連片特困地區(qū)重點(diǎn)扶持縣。通過對阜平縣的扶貧問題進(jìn)行分析和研究,進(jìn)而提出有針對性的對策建議對解決我國廣大農(nóng)村貧困問題是有所幫助的。通過深入調(diào)查分析當(dāng)前阜平地區(qū)貧困的現(xiàn)狀,系統(tǒng)地認(rèn)識和把握扶貧的發(fā)展規(guī)律,針對當(dāng)前阜平貧困問題出現(xiàn)的新特點(diǎn)、新動(dòng)向,尋求一條妥善解決阜平扶貧的創(chuàng)新之路,提出了新形勢下針對阜平工作的意見和建議。希望通過本論文的研究,能對扶貧理論做出有益地補(bǔ)充,并為阜平乃至全國扶貧實(shí)踐工作提出一些可借鑒的思路。
[Abstract]:Poverty has always been one of the most serious challenges facing human society. No matter it is a developing country or a developed country, no matter it is a socialist country or a capitalist country, Poverty is a long-standing and insurmountable problem. The Chinese government has always focused on solving the problem of poverty, emphasizing that eradicating poverty, improving people's livelihood, and achieving common prosperity are essential requirements of socialism. It is a major task of reform, opening up, and socialist modernization, and is the unswerving goal of the whole party and the people of all ethnic groups in our country.After more than 30 years of implementation of poverty alleviation and development, China has substantially reduced the number of poor people. It has raised the level of economic and social development and infrastructure in poor areas and made significant progress in poverty alleviation. However, with the improvement of science and technology, the level of productivity has continued to move forward, At the same time that global economic integration has brought about economic prosperity, poverty has not only not been eliminated but, to some extent, has further widened the gap between the rich and the poor, leading to a growing polarization, The poverty problem is even more serious. In Hebei Province, 40 counties and districts have been listed as national key poverty-stricken counties, of which 22 counties have been included in the national Yanshan-Taihang Mountain area. As one of the 22 counties, Fuping County is one of the 22 counties, with a wide range of poverty and a deep degree of poverty. The weak foundation for development is a key county in the State's 1987 Poverty Alleviation Plan and a poverty-stricken county designated by the State in the first decade of the new century. The second decade of the new century has even been listed as the key support county in the Yanshan-Taihang Mountain area of special hardship. Through the analysis and research on poverty alleviation in Fuping County, It is helpful to solve the problem of poverty in the vast rural areas of our country. Through in-depth investigation and analysis of the current situation of poverty in Fuping area, we can systematically understand and grasp the development law of poverty alleviation. In view of the new characteristics and new trends of the poverty problem in Fuping at present, this paper seeks for an innovative way to solve the poverty alleviation problem in Fuping properly, and puts forward some opinions and suggestions for the work of Fuping under the new situation. It can make a beneficial supplement to the theory of poverty alleviation and put forward some ideas for the practical work of poverty alleviation in Fuping and even the whole country.
