林權(quán)改革、基層民主與投資激勵

【摘要】:中國2006年開啟的集體林權(quán)改革是繼家庭聯(lián)產(chǎn)承包改革后農(nóng)村的第二次革命。本文利用入戶調(diào)查數(shù)據(jù)實證研究林權(quán)改革和基層民主對林農(nóng)投資激勵的影響。我們發(fā)現(xiàn):在產(chǎn)權(quán)得到重新界定的林地中,此次林權(quán)改革顯著性地增加了近19%的家庭勞動投入,但這一激勵僅出現(xiàn)在民主決策制度通過的林權(quán)改革村中,而非民主決策通過的林權(quán)改革村中家庭林地勞動投入無顯著性變化。本文還分析了基層民主決策制度影響產(chǎn)權(quán)改革效果的渠道,我們認為在中國不完善的民主環(huán)境下,基層民主決策可從兩個方面影響產(chǎn)權(quán)改革的效果:一方面會增加農(nóng)戶對林地產(chǎn)權(quán)的信心,另一方面,村民通過村民大會或村民代表大會參與到村林改中更能了解林權(quán)改革,對產(chǎn)權(quán)明晰也有更為深入的認識,從而產(chǎn)權(quán)界定的正向激勵被強化。
[Abstract]:The collective forest property right reform opened in 2006 in China is the second revolution in rural areas following the household contract reform. This paper makes an empirical study of the impact of forest property right reform and grass-roots democracy on the investment incentives of forest farmers using household survey data. In the case of redefined forest land, The forest rights reform has significantly increased the household labor input by nearly 19%, but this incentive only appears in the villages where the democratic decision-making system has adopted the forest rights reform. However, there is no significant change in the labor input of family woodland in the village of forest property right reform, which is passed by non-democratic decision making. This paper also analyzes the channels through which the grass-roots democratic decision-making system affects the effect of property right reform. We think that under the imperfect democratic environment in China, Grassroots democratic decision-making can affect the effect of property right reform in two aspects: on the one hand, it will increase the farmers' confidence in the property right of forest land, on the other hand, villagers can better understand the forest property right reform by participating in the village forest reform through the villagers' meeting or the villagers' Congress. There is also a deeper understanding of the clarity of property rights, so that the positive incentives for the definition of property rights are strengthened.
