【摘要】：21世紀是信息時代,政府對公共漁業(yè)信息的公開極大促進了漁業(yè)基礎(chǔ)信息服務(wù)工作的發(fā)展。但信息技術(shù)日趨完善,市場競爭日益激烈,漁業(yè)公共信息的需求量逐漸增大,對政府的漁業(yè)信息服務(wù)工作提出了更高的要求。如何高效無障礙地獲取漁業(yè)信息,是政府需要在公開內(nèi)容、獲取途徑、組織形式、管理機制、公共需求等方面進行改進的,才能多方面快速提供準確的、多樣的、針對性的漁業(yè)公共信息。從整個社會層面的角度上來說,有序的漁業(yè)信息公共服務(wù)可以促進公眾對漁業(yè)產(chǎn)業(yè)的關(guān)注度和對漁業(yè)保護的參與度,增加交流互動的機會,促進政府提供更高質(zhì)量的服務(wù)。公共信息資源是各主管部門對相關(guān)信息進行整合加工后對公眾公開,來為公眾需求提供服務(wù)和促進社會經(jīng)濟文化的發(fā)展。通過完善信息管理體系,擴寬信息公開范圍和渠道,形成長效機制,使得公眾能有快遞有效地獲取政府公共信息資源。公眾獲取漁業(yè)信息的權(quán)利是保障其依法享有信息權(quán)益的體現(xiàn),體現(xiàn)民主且促進民主,不僅有利于公眾更好地參與到漁業(yè)產(chǎn)業(yè)發(fā)展中,對于漁業(yè)信息的創(chuàng)造性使用和再用有益處。漁業(yè)信息服務(wù)主要包括漁業(yè)機構(gòu)職能、漁業(yè)行政近況、漁業(yè)政策動態(tài)、漁業(yè)法規(guī)條文、漁業(yè)規(guī)劃發(fā)展、漁業(yè)統(tǒng)計信息、漁業(yè)財政支出、漁業(yè)人事信息、漁業(yè)公開目錄、漁業(yè)應(yīng)急措施、漁業(yè)電子政務(wù)、漁業(yè)技術(shù)資訊、漁業(yè)行情動態(tài)和推廣工作、專家講座、學(xué)術(shù)會議、咨詢互動、監(jiān)督管理等信息的服務(wù)項目。由于漁業(yè)信息的動態(tài)變化使得漁業(yè)信息服務(wù)要具備強大的動態(tài)更新和移動服務(wù)能力,這決定了公眾是否能夠準確及時的了解所需漁業(yè)信息。漁業(yè)信息服務(wù)經(jīng)過從自給自足、信息公開與公共服務(wù)到現(xiàn)在從信息公開向信息公共服務(wù)的轉(zhuǎn)型與變革階段,要做到和諧發(fā)展?jié)O業(yè)產(chǎn)業(yè)的價值理念,公眾共享漁業(yè)發(fā)展成果,這不僅需要政府為主體充分認識到我國漁業(yè)公共信息服務(wù)的多樣性和復(fù)雜性,更需要發(fā)揮公眾參與的積極性和參與度,真正體現(xiàn)出漁業(yè)信息公共服務(wù)的核心理念和價值取向。隨著我國互聯(lián)網(wǎng)的高速發(fā)展和電子政務(wù)的逐漸成熟,政府不再只在傳統(tǒng)渠道進行少量信息的發(fā)布,更傾向于互聯(lián)網(wǎng)等多種方式的信息公開。政府網(wǎng)站是政府信息發(fā)布的重要方式,政府信息有九成以上都是通過這種方式進行主動公開的。漁業(yè)政府網(wǎng)站具備廣覆蓋、高速度、大容量、快檢索等互聯(lián)網(wǎng)特性,不僅節(jié)約了服務(wù)成本,更使得公共服務(wù)效率大大提升,是漁業(yè)信息服務(wù)的公開獲取需要重點考慮的方向。目前國內(nèi)漁業(yè)政府網(wǎng)站還存在許多不足值得改進,希望隨著政府電子政務(wù)和門戶網(wǎng)站的建設(shè),促進漁業(yè)政府網(wǎng)站的公共信息資源獲取逐步完善。本文對我國漁業(yè)政府網(wǎng)站信息的公眾獲取研究之前,從我國漁業(yè)網(wǎng)絡(luò)信息服務(wù)的研究背景切入,闡述了研究漁業(yè)政府網(wǎng)站公共信息獲取的目的以及意義,對于國內(nèi)外漁業(yè)信息服務(wù)法律現(xiàn)狀和漁業(yè)服務(wù)網(wǎng)站的建設(shè)近況進行了綜述,調(diào)查并總結(jié)了我國漁業(yè)政府網(wǎng)站信息的公眾獲取成果,分析了漁業(yè)政府網(wǎng)站信息的公眾獲取影響因素并找出目前存在的實際問題,對于我國漁業(yè)政府網(wǎng)站的公共信息獲取建設(shè)提出了意見和建議,結(jié)合國內(nèi)外漁業(yè)政府網(wǎng)站的發(fā)展趨勢,提出相應(yīng)的解決方案,明確以后優(yōu)化漁業(yè)信息服務(wù)全方位的發(fā)展方向。
[Abstract]:The twenty-first Century is the age of information, the government information disclosure of public fishery has greatly contributed to the development of Fisheries based information service. But the information technology is becoming more and more perfect, the increasingly fierce market competition, the demand of public fishery information increases gradually, put forward higher requirements on the fishery information service of the government. How to efficiently access fishery the information is in the public, the government needs to access, content, organization form, management mechanism, improve the public demand and other aspects, can quickly provide accurate and diverse, according to public information of the fishing industry. From the social point of view, the information of public services can promote the orderly degree of concern in fisheries the public of fishery industry and Fisheries Protection of participation, increase interaction opportunities, provide higher quality services to promote the government. Public information resources is in charge of Department of integrated processing of relevant information to the public, to the public needs to provide services and promote the social economic and cultural development. Through the improvement of information management system, the scope of public information and broaden the channels, the formation of long-term mechanism, the public can express effectively for the government's public information resources. Public access to fisheries information rights the access to information reflect the protection of legal rights, democracy and the promotion of democracy, not only conducive to the public better participate in fishery industry development, for the creative use and reuse of fishery information beneficial. Fisheries information service mainly includes the fisheries agency functions, fishery administration status, fisheries policy dynamics, fisheries legislation, fisheries development planning fishery statistics, fisheries fishery expenditure, personnel information, fishery public directory, fisheries fishery emergency measures, e-government, fishery technology Fishery information, market dynamics and promotion work, expert lectures, seminars, consulting interaction, supervision and management of information services. Due to the dynamic variation of fishery information makes the fishery information service to have a strong dynamic update and mobile service capabilities, which determines whether the public can accurately and timely understanding of the required fisheries fishery information. The information service through self-sufficiency, information disclosure and public services to present information disclosure from the information to the public service transformation and reform stage, to achieve the value concept of harmonious development of fishery industry and the public to share the fruits of development of fisheries, which requires not only the government as the main body to fully understand China's fishery public information service for the diversity and complexity of more need to play a public participation enthusiasm and participation, the core concept and value orientation of fishery information truly reflects public services. Along with our country The rapid development of the Internet and e-government gradually mature, the government not only in the traditional channels of a small amount of information, more inclined to the Internet and other means of information disclosure. The government website is an important way for government information, government information is more than 90% in this way. Take the initiative to open government websites with a wide fishery cover, high speed, large capacity, fast retrieval and other characteristics of the Internet, not only saves the cost of service, which greatly enhance the efficiency of public service, is open access fisheries information service needs considerseriously direction. At present domestic fishery government websites still exist many problems worthy of improvement, with the hope that the construction of e-government and portal website public information resources, the promotion of fishery government website access gradually improved. In this paper, the public of China fishery government website information acquisition research First, starting from the research background of network information service in China fishery, expounds the purpose and significance of research on fishery government website public access to information about the status quo at home and abroad, the construction of fishery information service legal status and Fisheries Service website were reviewed, investigated and summarized fishery government website information of our country public access to the results of analysis the government website public access to information fisheries influence factors and find out the practical problems existing at present, the public information of government websites in China to obtain fishery construction put forward opinions and suggestions, combined with the development trend of domestic and foreign fishing industry government website, put forward the corresponding solutions, clear after optimization of fishery information service development direction.
