量力鋼材城片區(qū)土地整理項(xiàng)目實(shí)施方案研究

【摘要】:傳統(tǒng)的土地整理工作周期長、見效慢、土地收益低,同時(shí)自身需籌集大量的資金進(jìn)行拆遷安置,在現(xiàn)今資金形勢嚴(yán)峻,金融機(jī)構(gòu)普遍緊縮銀根的情況下,加之本文中所提及的土地收益受成都市、金牛區(qū)分成的影響,工作推進(jìn)難度巨大,實(shí)得收益減少,因此就如何保證土地收益最大化,又能促進(jìn)土地資源的良性運(yùn)轉(zhuǎn),實(shí)現(xiàn)可持續(xù)發(fā)展,有待較深入的研究。目前,在成都市儲(chǔ)備用地的拍賣過程中,就如何實(shí)現(xiàn)土地資源可持續(xù)發(fā)展、獲取收益最大化等方面研究的較少,而在實(shí)際應(yīng)用中,土地上市大多需自籌資金采用招拍掛的方式來完成,并未更多考慮資產(chǎn)良性運(yùn)轉(zhuǎn)和土地的可持續(xù)利用。本文以成都市金牛區(qū)量力鋼材城片區(qū)土地整理工作產(chǎn)生的背景與研究目的開篇,重點(diǎn)闡述了項(xiàng)目實(shí)施的內(nèi)部和外部環(huán)境、實(shí)施的計(jì)劃與管理、方案的比選以及市場、社會(huì)效益和風(fēng)險(xiǎn)評估等方面的研究。本文的核心是選用土地作價(jià)入股的方式來進(jìn)行土地整理工作,與最終的投資方聯(lián)建自持物業(yè)獲取資產(chǎn),經(jīng)過反復(fù)比較篩選,選用了常用的三種項(xiàng)目管理模式:籌資完成土地整理,采用招拍掛方式出讓模式,采用基準(zhǔn)地價(jià)掛牌、成本價(jià)結(jié)算、現(xiàn)金與實(shí)物分配相結(jié)合的模式以及統(tǒng)籌整體成本,實(shí)物彌補(bǔ)差額的模式,深入分析和比較三種模式的內(nèi)容和方式方法,確定了各種模式的選擇依據(jù)及優(yōu)缺點(diǎn),通過方案的最優(yōu)選擇,協(xié)調(diào)并爭取到了市、區(qū)政府職能部門的支持配合,一方面獲取了優(yōu)質(zhì)的商業(yè)資產(chǎn),另一方面避免了市區(qū)的分成,使土地收益最大化,為今后的土地整理項(xiàng)目提供了寶貴的經(jīng)驗(yàn),并提供了相應(yīng)的借鑒。本文通過對量力鋼材城片區(qū)土地的整理工作的研究,得出以下結(jié)論:采用基準(zhǔn)地價(jià)掛牌、成本價(jià)結(jié)算、現(xiàn)金與實(shí)物分配相結(jié)合的方式,對量力鋼材城片區(qū)實(shí)施土地整理工作。
[Abstract]:The traditional land consolidation work cycle is long, the effect is slow, and the land income is low. At the same time, they need to raise a lot of funds for demolition and resettlement. In addition, the land income mentioned in this paper is affected by the division of Chengdu and Jinniu districts, so it is very difficult to advance the work, and the actual income is reduced. Therefore, how to ensure the maximization of land income and promote the benign operation of land resources, At present, in the auction process of the reserve land in Chengdu, there are few researches on how to realize the sustainable development of land resources and maximize the income, but in the practical application, there is little research on how to realize the sustainable development of land resources and maximize the income. Most of the land listing needs to be completed by self-financing. No more consideration has been given to the benign operation of assets and the sustainable use of land. This paper begins with the background and research purpose of land consolidation in Jinniu District of Chengdu, focusing on the internal and external environment for the implementation of the project. Implementation of the plan and management, program selection, market, social benefits and risk assessment, etc. The core of this paper is to select the land price to purchase shares to carry out land consolidation, After repeated comparison and selection, three commonly used project management models are selected: land consolidation through fund-raising, transfer mode by auction and hanging mode, benchmark land price listing, etc. Cost price settlement, cash and physical distribution model, as well as overall cost, physical compensation for the difference model, in-depth analysis and comparison of the content and methods of the three models, determine the basis for the selection of various models and advantages and disadvantages, Through the optimal selection of the scheme, coordination and cooperation with the functional departments of the municipal and district governments, on the one hand, they have obtained high-quality commercial assets, on the other hand, they have avoided the division of urban areas and maximized the land revenue. It provides valuable experience for the future land consolidation project, and provides the corresponding reference. Through the research on the land consolidation work in the area of Li-li Steel City, this paper draws the following conclusions: the benchmark land price is listed, and the cost price is settled. The combination of cash and physical distribution, the implementation of land consolidation work.
