【摘要】:土地是農(nóng)民擁有的最大的資源和資產(chǎn),顯化農(nóng)村土地資產(chǎn)是切實(shí)維護(hù)農(nóng)民合法權(quán)益,落實(shí)黨和國(guó)家方針政策的有效途徑。改革開(kāi)放以來(lái),我國(guó)城鎮(zhèn)國(guó)有土地市場(chǎng)已基本形成,建立了適合中國(guó)國(guó)情的城鎮(zhèn)國(guó)有土地質(zhì)量和價(jià)值的評(píng)估體系。而農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng)尚處于萌芽階段,農(nóng)村土地的價(jià)格體系和市場(chǎng)機(jī)制尚未形成?茖W(xué)有序地建立農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng),既是顯化農(nóng)村土地資產(chǎn),盤(pán)活農(nóng)村土地資源,促進(jìn)農(nóng)民增收的重要渠道,也是推進(jìn)農(nóng)村土地市場(chǎng)有序發(fā)展和統(tǒng)籌城鄉(xiāng)一體化發(fā)展的戰(zhàn)略選擇。2007年,重慶市作為統(tǒng)籌城鄉(xiāng)綜合配套改革試驗(yàn)區(qū)后,發(fā)展環(huán)境得到了較大改善,各種資本、人力資源等生產(chǎn)要素不斷向重慶集結(jié),生產(chǎn)要素的集結(jié)對(duì)土地提出了較大的需求,重慶市政府開(kāi)展了以農(nóng)村土地交易所、地票交易、戶(hù)籍制度改革下的農(nóng)村土地使用權(quán)退出為亮點(diǎn)的農(nóng)村土地制度創(chuàng)新,這就為農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng)發(fā)展提供了良好的政策環(huán)境。本文以重慶市忠縣為例,通過(guò)實(shí)地調(diào)研收集相關(guān)基礎(chǔ)資料,查閱相關(guān)文獻(xiàn)資料,采取理論研究與實(shí)證研究相滲透、定性分析和定量分析相結(jié)合的方法研究忠縣農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng),為今后科學(xué)地推進(jìn)農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng)發(fā)展提供實(shí)證借鑒。本文主要研究了以下三個(gè)關(guān)鍵問(wèn)題:(1)農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng)發(fā)展現(xiàn)狀研究。切實(shí)了解農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng)發(fā)展現(xiàn)狀,及時(shí)發(fā)現(xiàn)存在問(wèn)題,對(duì)推進(jìn)和完善農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng)具有重要的理論指導(dǎo)意義。本研究主要在文獻(xiàn)梳理、實(shí)地調(diào)研的基礎(chǔ)上,從定性和定量?jī)蓚(gè)角度分析忠縣農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng)發(fā)展現(xiàn)狀。定性研究發(fā)現(xiàn),忠縣農(nóng)村土地資產(chǎn)評(píng)估一方面評(píng)估需求較大,另一方面評(píng)估供給不足。定量研究發(fā)現(xiàn),忠縣農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng)發(fā)展水平整體呈現(xiàn)上升趨勢(shì),但發(fā)展仍比較落后。經(jīng)濟(jì)發(fā)展及政策制度改革成為影響忠縣農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng)發(fā)展的兩大主要因素。(2)農(nóng)戶(hù)生計(jì)資產(chǎn)差異對(duì)農(nóng)村土地資產(chǎn)評(píng)估需求的影響。農(nóng)戶(hù)是農(nóng)村土地利用的組織者和實(shí)施者,基于農(nóng)戶(hù)視角,切實(shí)了解農(nóng)戶(hù)的評(píng)估需求,對(duì)推進(jìn)農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng)發(fā)展具有一定的實(shí)踐意義。通過(guò)對(duì)忠縣3個(gè)樣點(diǎn)村584戶(hù)農(nóng)戶(hù)實(shí)地調(diào)研,構(gòu)建農(nóng)戶(hù)生計(jì)資產(chǎn)量化指標(biāo)體系,運(yùn)用灰色關(guān)聯(lián)度模型和Probit回歸模型分析農(nóng)戶(hù)生計(jì)資產(chǎn)差異與土地資產(chǎn)評(píng)估需求間的耦合關(guān)系及影響度。研究結(jié)果表明:1)農(nóng)戶(hù)生計(jì)資產(chǎn)差異與土地資產(chǎn)評(píng)估需求之間存在較強(qiáng)耦合關(guān)系。2)生計(jì)資產(chǎn)總值呈現(xiàn)由純農(nóng)戶(hù)到非農(nóng)農(nóng)戶(hù)遞增的總體趨勢(shì),在空間上表現(xiàn)為離縣城距離越遠(yuǎn),生計(jì)資產(chǎn)總值越低。3)農(nóng)村土地資產(chǎn)評(píng)估的需求表現(xiàn)為由純農(nóng)戶(hù)到非農(nóng)農(nóng)戶(hù)、偏遠(yuǎn)山區(qū)向近郊區(qū)逐漸增強(qiáng)。4)自然資產(chǎn)與農(nóng)戶(hù)土地資產(chǎn)評(píng)估需求呈負(fù)向影響,其他資產(chǎn)均呈現(xiàn)正向影響,各具體生計(jì)資產(chǎn)指標(biāo)對(duì)農(nóng)戶(hù)土地資產(chǎn)評(píng)估需求的影響存在較大差異。基于以上研究,建議針對(duì)不同類(lèi)型農(nóng)戶(hù)因地制宜地開(kāi)展農(nóng)村土地資產(chǎn)評(píng)估,有序推進(jìn)農(nóng)村土地資產(chǎn)評(píng)估服務(wù)體系建設(shè)。(3)農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng)風(fēng)險(xiǎn)分析。探討農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng)風(fēng)險(xiǎn),建立有效的風(fēng)險(xiǎn)防范和處理機(jī)制,是加快完善現(xiàn)代土地市場(chǎng)體系,統(tǒng)籌城鄉(xiāng)一體化發(fā)展的重要舉措。本研究在文獻(xiàn)梳理、實(shí)地調(diào)研的基礎(chǔ)上,采用參與式農(nóng)村評(píng)估法、頭腦風(fēng)暴法、德?tīng)柗品ㄟM(jìn)行風(fēng)險(xiǎn)診斷與識(shí)別,構(gòu)建農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng)風(fēng)險(xiǎn)指標(biāo)體系,通過(guò)模糊層次分析法(FAHP)評(píng)估風(fēng)險(xiǎn)因素對(duì)農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng)風(fēng)險(xiǎn)的貢獻(xiàn)值。研究結(jié)果表明:1)我國(guó)農(nóng)村土地資產(chǎn)評(píng)估風(fēng)險(xiǎn)主要包括市場(chǎng)機(jī)制風(fēng)險(xiǎn)、市場(chǎng)政策風(fēng)險(xiǎn)、市場(chǎng)監(jiān)管風(fēng)險(xiǎn)及市場(chǎng)技術(shù)風(fēng)險(xiǎn);2)市場(chǎng)機(jī)制風(fēng)險(xiǎn)(B1)對(duì)農(nóng)村土地資產(chǎn)評(píng)估風(fēng)險(xiǎn)系統(tǒng)的貢獻(xiàn)值最大,占整個(gè)風(fēng)險(xiǎn)體系的35.27%,其次為市場(chǎng)政策風(fēng)險(xiǎn)(28.54%)、市場(chǎng)監(jiān)管風(fēng)險(xiǎn)(21.69%)、市場(chǎng)技術(shù)風(fēng)險(xiǎn)(14.50%)。構(gòu)建農(nóng)村土地資產(chǎn)評(píng)估市場(chǎng)風(fēng)險(xiǎn)防范體系應(yīng)當(dāng)著力解決三個(gè)關(guān)鍵問(wèn)題:統(tǒng)籌城鄉(xiāng)發(fā)展,建立健全農(nóng)村土地資產(chǎn)市場(chǎng);完善政府職能,加強(qiáng)農(nóng)村土地資產(chǎn)評(píng)估宏觀(guān)調(diào)控;開(kāi)展行業(yè)自律,提高農(nóng)村土地資產(chǎn)評(píng)估服務(wù)水平。
[Abstract]:Is the largest land resources and assets owned by farmers, rural land assets are manifest and earnestly safeguard the legitimate rights and interests of farmers, the effective way to implement the principles and policies of the party and the country. Since the reform and opening up, China's urban state-owned land market has been basically formed, suitable for the establishment of China situation of state owned land in the urban areas of quality and value evaluation system. Rural land assets assessment market is still in the beginning stage, the rural land price system and the market mechanism has not yet formed. Scientific and orderly establishment of rural land assets assessment market, is a manifestation of rural land assets, revitalize rural land resources, promote an important channel for farmers, but also to promote the orderly development of rural land market and the integration of urban and rural development the strategic choice of.2007, the city of Chongqing as the urban and rural comprehensive reform pilot area, the development environment has been greatly improved, all kinds of capital , human resources and other factors of production to Chongqing rally, factors of production aggregation presents a greater demand for land, the Chongqing municipal government to carry out rural land exchange, land ticket transactions, the household registration system reform of the rural land use right to withdraw the rural land system innovation, it is rural land assets assessment Market the development provides a good policy environment. This paper takes Chongqing city of Zhongxian as an example, the related basic data collected through field research, access to relevant documents, take the theoretical research and empirical research combining, qualitative analysis and quantitative analysis methods to study Zhongxian rural land assets assessment market, provide empirical reference for the future development of the market the rural land assets evaluation. This paper mainly studies the following three key problems: (1) rural land assets evaluation research to the market development status. The solution of rural land assets assessment market development status, timely find problems in advance and has important theoretical significance to improve the rural land assets assessment market. This study focuses on the literature review, based on investigation and analysis of Zhongxian rural land assets assessment market development status from two angles of qualitative and quantitative. The qualitative study found that Zhongxian rural land assets evaluation assessment a greater demand, on the other hand, the evaluation of insufficient supply. Quantitative study found that Zhongxian rural land assets assessment of the overall market development level showed a rising trend, but the development is still relatively backward. The economic development and policy reform become the influence of Zhongxian rural land assets evaluation of two major factors of market development (2. Influence of farmers' Livelihood Assets) difference of rural land assets evaluation needs. Farmers are organizers and implementers of rural land use Based on the perspective of farmers, farmers, to understand the needs assessment, to promote rural land assets has certain practical significance to assess the market development. Based on a sample of 3 Zhongxian village of 584 households of farmers' Livelihood Assets construction investigation, quantitative index system, using the gray correlation model and Probit regression model to analyze the coupling relationship and the influence of farmers' livelihood with the assessment of land assets assets difference between requirements. The results show that: 1) there is a strong coupling relationship between.2 and land assets of farmers' Livelihood Assets difference needs assessment) shows an overall trend of Livelihood Assets gross from pure farmers to non-agricultural farmers increasing, in space as the distance far away from the town, the lower the value of Livelihood Assets.3) demand of rural land assets evaluation by pure farmers to non-agricultural farmers in remote mountainous areas to suburban areas gradually increased.4) natural assets and farmers land resources. Production needs assessment shows a negative effect, other assets has positive influence, there is a big difference between the influence of each specific index of livelihood assets assessment of land assets needs of farmers. Based on the above research, suggestions for different types of farmers to carry out rural land assets evaluation of rural land assets evaluation service system construction of rural land (3). The asset market risk assessment analysis. To explore the rural land assets market risk assessment, the establishment of mechanisms to prevent and dispose risk effectively, accelerate the improvement of modern market system is an important measure of land, urban and rural integrated development. In this study, the literature review, on the basis of field investigation, using participatory rural appraisal method, brainstorming, Delphi method for diagnosis and identification of risk, market risk evaluation index system of rural land assets, through the fuzzy analytic hierarchy process (FAHP) evaluation The contribution of risk factors on rural land assets market risk assessment value. The results show that: 1) rural land asset evaluation risk in China mainly includes the market mechanism of market risk, policy risk, market risk and market risk supervision technology; 2) market risk (B1) on the maximum value of rural land assets evaluation system risk contribution for the entire risk system of 35.27%, followed by the market policy risk, market risk supervision (28.54%) (21.69%), market risk (14.50%). The construction technology to assess the market risk prevention system should focus on solving three key problems of rural land assets: urban and rural development, establish and improve the rural land property market; improve government functions, strengthen rural land assets evaluation macro-control; carry out self-discipline, improve the rural land assets evaluation service level.
