【摘要】:發(fā)展農(nóng)業(yè)機(jī)械化是實現(xiàn)農(nóng)業(yè)現(xiàn)代化的必然要求,從2004年以來發(fā)布的中央一號文件都提到要大力發(fā)展農(nóng)業(yè)機(jī)械化。延邊州目前面臨農(nóng)業(yè)人口減少,農(nóng)村人口老齡化,農(nóng)業(yè)生產(chǎn)成本上升等問題,這些問題阻礙著農(nóng)業(yè)生產(chǎn)力的提升,放緩農(nóng)業(yè)現(xiàn)代化的步伐,在此背景下農(nóng)業(yè)機(jī)械代替?zhèn)鹘y(tǒng)農(nóng)業(yè)勞動力是一個必然趨勢。本文以農(nóng)業(yè)機(jī)械效率為突破口,探索提升延邊州農(nóng)業(yè)機(jī)械化水平的途徑。隨著國家加大農(nóng)機(jī)購置補(bǔ)貼的力度,延邊州的農(nóng)業(yè)機(jī)械化發(fā)展成果顯著,2013年延邊州的綜合農(nóng)業(yè)機(jī)械化率已達(dá)74.79%,高于全國和吉林省平均水平。為了使延邊州農(nóng)業(yè)機(jī)械化向高效、合理的方向發(fā)展提供可行性建議,本文運用STATA軟件中的DEA模型和Malmquist生產(chǎn)率指數(shù)模型,以耕作型農(nóng)業(yè)機(jī)械配套設(shè)備和種植型農(nóng)業(yè)機(jī)械配套設(shè)備的生產(chǎn)率為投入指標(biāo),以機(jī)耕和機(jī)種的面積作為產(chǎn)出指標(biāo),利用2000年至2013年延邊州8個縣市的數(shù)據(jù),對延邊農(nóng)業(yè)機(jī)械的效率值和效率變化進(jìn)行測算。測算結(jié)果顯示,延邊州各縣市的農(nóng)業(yè)機(jī)械DEA模型效率中,敦化市的DEA模型效率最高,龍井市的效率最低;各縣市的農(nóng)業(yè)機(jī)械化生產(chǎn)率指數(shù)總體呈上升趨勢,其中農(nóng)業(yè)機(jī)械技術(shù)進(jìn)步指數(shù)均為正增長;技術(shù)效率變化指數(shù)僅有2個地區(qū)為負(fù)增長,其中規(guī)模效率變化指數(shù)相對其他指標(biāo)增長緩慢,且有3個地區(qū)呈現(xiàn)負(fù)增長態(tài)勢。提高農(nóng)業(yè)機(jī)械效率的途徑是保持優(yōu)勢,轉(zhuǎn)化劣勢,既要重視技術(shù)水平的提升,也要注重發(fā)揮農(nóng)業(yè)機(jī)械的規(guī)模化優(yōu)勢,在這兩點的基礎(chǔ)上,結(jié)合延邊州農(nóng)業(yè)機(jī)械化的發(fā)展現(xiàn)狀提出下列政策建議,主要包含四個方面:技術(shù)、管理、服務(wù)和規(guī);(jīng)營。
[Abstract]:The development of agricultural mechanization is an inevitable requirement to realize agricultural modernization. Since 2004, the first document issued by the Central Committee has mentioned the need to vigorously develop agricultural mechanization. Yanbian prefecture is currently facing the reduction of agricultural population. Problems such as the aging of rural population and the rising cost of agricultural production hinder the improvement of agricultural productivity and slow down the pace of agricultural modernization. In this context, it is an inevitable trend for agricultural machinery to replace the traditional agricultural labor force. This paper takes the efficiency of agricultural machinery as a breakthrough. To explore ways to improve the level of agricultural mechanization in Yanbian Prefecture. With the increase of agricultural machinery purchase subsidies, the development of agricultural mechanization in Yanbian Prefecture has achieved remarkable results. In 2013, the comprehensive agricultural mechanization rate in Yanbian Prefecture reached 74.79, which is higher than the average level of the whole country and Jilin Province. In this paper, the DEA model and Malmquist productivity index model of STATA software are used, and the productivity of farming agricultural machinery matching equipment and planting agricultural machinery matching equipment is taken as input index. Based on the data of 8 counties and cities in Yanbian from 2000 to 2013, the efficiency and efficiency changes of agricultural machinery in Yanbian were calculated. The efficiency of DEA model of agricultural machinery is the highest in Dunhua and the lowest in Longjing. The productivity index of agricultural mechanization is on the whole rising in all counties and cities, among which the technical progress index of agricultural machinery is increasing positively. There are only two regions with negative growth in the technical efficiency change index, in which the scale efficiency change index is slower than the other indicators. And there are three regions showing negative growth situation. To improve the efficiency of agricultural machinery, the way is to maintain advantages, transform disadvantages, not only attach importance to the upgrading of technical level, but also pay attention to the development of agricultural machinery to scale advantage. On the basis of these two points, combined with the present situation of agricultural mechanization in Yanbian Prefecture, the following policy suggestions are put forward, including four aspects: technology, management, service and large-scale operation.
