【摘要】：隨著我國農(nóng)村城鎮(zhèn)化進程的加快,農(nóng)民工規(guī)模逐年增長,在城市建設(shè)中的作用舉足輕重。加強農(nóng)民工的權(quán)利保護,完善公共就業(yè)服務(wù),增加農(nóng)民工的就業(yè)機會,頒布有利于農(nóng)民工就業(yè)的政策,為農(nóng)民工創(chuàng)業(yè)提供幫助,是國家“十三五”規(guī)劃建議的重要要求。近年來河北省政府高度重視就業(yè)問題,同時公共就業(yè)服務(wù)機構(gòu)在不斷完善相關(guān)的就業(yè)政策,加大農(nóng)民工公共就業(yè)服務(wù)的供給。但公共就業(yè)服務(wù)機構(gòu)仍未能成為河北省農(nóng)民工獲取就業(yè)信息、獲得職業(yè)技能培訓(xùn)、得到失業(yè)救助的主要途徑,農(nóng)民工對公共就業(yè)服務(wù)依然有較高的需求。本文是基于河北省農(nóng)民工公共就業(yè)服務(wù)相關(guān)理論及文獻論著的研究,采用文獻研究、問卷調(diào)查、實證分析等方法,闡述了農(nóng)民工及公共就業(yè)服務(wù)的有關(guān)概念及理論基礎(chǔ),并對其供求情況進行調(diào)查分析。一方面,深入到河北省石家莊、唐山、廊坊、秦皇島等地進行實地問卷調(diào)查,了解農(nóng)民工就業(yè)服務(wù)的需求現(xiàn)狀;另一方面,通過電話采訪、部分面談等形式,查找相關(guān)數(shù)據(jù),剖析公共就業(yè)服務(wù)機構(gòu)的供給現(xiàn)狀,從而得到其存在的問題。此外,在問卷調(diào)查的基礎(chǔ)上,對河北省農(nóng)民工公共就業(yè)服務(wù)的影響因素進行層次性分析,指出河北省農(nóng)民工公共就業(yè)服務(wù)在就業(yè)理念、制度建設(shè)、資源配置與運行監(jiān)管等方面問題存在的深層次原因。最后著重從制度建設(shè)、服務(wù)內(nèi)容、質(zhì)量及服務(wù)環(huán)境等角度提出具體的政策建議,希望在一定程度上促進河北省農(nóng)民工公共就業(yè)服務(wù)的發(fā)展。
[Abstract]:With the acceleration of rural urbanization in China, the scale of migrant workers is increasing year by year, which plays an important role in urban construction. Strengthen the protection of migrant workers' rights, improve public employment services, and increase the employment opportunities of migrant workers. It is an important requirement of the state's 13th Five-Year Plan to promulgate policies that are favorable to the employment of migrant workers and to help them start their own businesses. In recent years, the Hebei Provincial Government has attached great importance to the issue of employment. At the same time, the public employment service agencies are constantly improving the relevant employment policies, increasing the supply of public employment services for migrant workers, but the public employment service agencies have still not become the migrant workers in Hebei Province to obtain employment information. Access to vocational skills training, the main way to obtain unemployment assistance, migrant workers still have a high demand for public employment services. With the methods of literature research, questionnaire survey and empirical analysis, this paper expounds the concept and theoretical basis of migrant workers and public employment services, and makes an investigation and analysis on the supply and demand of migrant workers and public employment services on the one hand. Go deep to Shijiazhuang, Tangshan, Langfang, Qinhuangdao and other places to conduct field surveys to understand the demand for employment services for migrant workers; On the other hand, through telephone interviews, some interviews and other forms, to find relevant data, analyze the current supply of public employment services, so as to get its existing problems. In addition, on the basis of questionnaires. This paper analyzes the influencing factors of the public employment service of migrant workers in Hebei Province, and points out that the public employment service of migrant workers in Hebei Province is in the employment concept and system construction. Resource allocation and operation supervision and other aspects of the deep-seated causes. Finally, from the system construction, service content, quality and service environment and other aspects of specific policy recommendations. I hope to promote the development of public employment services for migrant workers in Hebei Province to a certain extent.
