【摘要】：當前農(nóng)民老齡化、農(nóng)戶兼業(yè)化、農(nóng)村空心化、農(nóng)業(yè)婦女化現(xiàn)象在農(nóng)村普遍存在,原有的家庭聯(lián)產(chǎn)承包責任制也出現(xiàn)了諸多的弊端,“三農(nóng)”問題面臨著嚴峻挑戰(zhàn)。2013年“中央一號”文件重點提出了建設家庭農(nóng)場這一新型農(nóng)業(yè)經(jīng)營主體,實行土地規(guī)�；�(jīng)營,為“三農(nóng)”問題的解決指明了新的出路。但全國創(chuàng)辦的家庭農(nóng)場總體上為數(shù)不多,河南省家庭農(nóng)場的創(chuàng)辦也剛剛起步,為了加快推動河南省家庭農(nóng)場的創(chuàng)辦和發(fā)展,需要對河南省家庭農(nóng)場的發(fā)展現(xiàn)狀和農(nóng)戶創(chuàng)辦意愿進行研究。本文首先采用文獻分析的方法對國內(nèi)外家庭農(nóng)場的研究動態(tài)進行了歸納和研究,并對本文研究所涉及的家庭農(nóng)場相關(guān)概念和基礎理論進行了闡述,理論基礎包括家庭承包經(jīng)營制度、中國農(nóng)地使用權(quán)制度和規(guī)模經(jīng)營理論,梳理了我國家庭農(nóng)場的發(fā)展歷程以及介紹了國內(nèi)外典型地區(qū)和國家家庭農(nóng)場發(fā)展的實踐經(jīng)驗。然后通過文獻查閱、實地調(diào)研和發(fā)放調(diào)查問卷等方式,從總體數(shù)量和規(guī)模、認定標準、經(jīng)營結(jié)構(gòu)、扶持政策、成本優(yōu)勢等方面對河南省家庭農(nóng)場發(fā)展的現(xiàn)狀進行介紹。再次通過logistic回歸模型來研究對農(nóng)戶創(chuàng)辦家庭農(nóng)場意愿的影響因素,影響因素分為農(nóng)戶個體特征、家庭因素以及對政策的感知三大部分,結(jié)果表明性別、做決策時受影響程度、對土地經(jīng)營規(guī)模的想法、土地租賃行為、是否參與農(nóng)業(yè)合作社、對種地政策的滿意程度、貸款容易度、對土地流轉(zhuǎn)政策的了解程度這些因素對農(nóng)戶創(chuàng)辦家庭農(nóng)場的意愿有著顯著影響。其中農(nóng)戶家庭的土地租出行為對農(nóng)戶創(chuàng)辦家庭農(nóng)場的意愿是負向影響,其余的均為正向影響。影響因素由大到小排列為:農(nóng)戶的土地租賃行為、對土地經(jīng)營規(guī)模的想法、貸款容易度、是否參與農(nóng)業(yè)合作社、對種地政策的滿意程度、做決策時受影響程度、性別、對土地流轉(zhuǎn)政策的了解程度。最后提出了本文的研究結(jié)論以及促進河南省家庭農(nóng)場發(fā)展的政策建議。本文在研究視角和研究內(nèi)容上體現(xiàn)了創(chuàng)新和特色,從農(nóng)戶角度入手,對河南省農(nóng)戶創(chuàng)辦家庭農(nóng)場的意愿及影響因素進行實證研究,在研究視角上具有一定的新意。而且本文通過實地調(diào)研和發(fā)放調(diào)查問卷,和家庭農(nóng)場主面對面的交流,發(fā)現(xiàn)了具有河南省特色的家庭農(nóng)場發(fā)展特點和發(fā)展中存在的問題,創(chuàng)新性的提出了發(fā)展河南省家庭農(nóng)場的政策建議。另外,由于河南省家庭農(nóng)場處于起步階段,各地區(qū)的實踐和統(tǒng)計資料不足,還缺乏大量的數(shù)據(jù)和地區(qū)發(fā)展經(jīng)驗作為支撐,本文的研究結(jié)論可能存在一定的局限性,為進一步研究和深化提供了方向。
[Abstract]:The farmers' aging, farmers and industry, rural hollowing, agricultural feminization phenomenon prevalent in rural areas, the household contract responsibility system also has many drawbacks, the "three rural issues" is facing serious challenges in.2013 years "central first document" focus on the construction of the family farm in this new agricultural business the main implementation of large-scale land operation, pointed out a new way to solve the issue. But the founder of the family farm in Henan province is one of the few, the family farm founder has just started, in order to speed up the establishment and development of Henan Province, promote family farms, farmers in Henan and the development family farm founded will study. Study on dynamic in this paper using literature analysis methods at home and abroad on family farms were summarized and studied, and involved in this study and the home Describes family farm related concepts and basic theory, including the theoretical basis of the household contract management system, China land use right system and scale management theory, combing the development of family farms in China and introduces the experience of typical countries and regions of the development of family farms at home and abroad. Then through literature review, field survey and questionnaire from the questionnaire, the number and size of the overall standards, management structure, policy support, the cost advantages of the development situation of Henan province family farms were introduced. Again through logistic regression model to study the influencing factors of the willingness of farmers founded the family farm, the influencing factors for farmers individual characteristics, family factors and policy the perception of three parts, the results showed that the sex, affected by the degree of decision-making, on the scale of land management idea, land leasing behavior, whether Participate in agricultural cooperatives, satisfaction of farming policy, easy loans, will have a significant impact understanding of land circulation policy these factors of farmers. The founder of the family farm land lease behavior of households on the farmers' willingness to start family farm is a negative impact, the rest are positive influence factors. From big to small order: land rental behavior of farmers, on the scale of land management ideas, easy loans, whether to participate in agricultural cooperatives, satisfaction of land policy, affected by the degree of decision-making sex, understanding of land circulation policy. Finally, this paper put forward the research conclusion and policy suggestions to promote the development of Henan Province family farms. This paper reflects the characteristics and innovation in research perspective and research content, starting from the view of farmers, farmers in Henan Province, the founder of the family farm Empirical research on the intention and influencing factors, and have some new ideas in the perspective of research. And through the survey and questionnaire, and family farmers face-to-face exchanges, found in Henan province has the characteristics of family farm development characteristics and problems in the development, puts forward the innovation of family farm development in Henan province policy recommendations. In addition, the Henan province family farms in the initial stage, lack of regional practice and lack of statistical data, a large amount of data and regional development experience as a support, the conclusions of this study may have some limitations, for further research and provides the direction of deepening.
