【摘要】：“三農”問題一直都是備受理論界和政府管理關注的焦點。2004年起,黨和政府連續(xù)十二年發(fā)布一號文件關注“三農”,采取一系列措施著力解決農民、農村、農業(yè)問題,解決“三農”問題的核心是促進農民增收。在當今經濟新常態(tài)下,經濟發(fā)展速度放緩,農民增收面臨更大的難題,農村消費市場尚開發(fā)不足,農村持續(xù)發(fā)展還有待加強,這又將影響我國社會經濟發(fā)展速度,從而形成惡性循環(huán)。因此,在經濟新常態(tài)下,深入研究農民增收問題,具有重要的理論和現(xiàn)實意義,對促進東�？h農民增收,對促進東海縣經濟發(fā)展,產生現(xiàn)實和深遠的影響。在深入研究促進農民增收資料的基礎上,首先,本文通過對東�？h農民收入數(shù)據(jù)資料的分析對比,歸納總結東海縣農民收入的主要特征;其次,分析出影響農民收入的有利因素和不利因素。近年來,穩(wěn)定的就業(yè)形勢和特色產業(yè)的蓬勃發(fā)展促進東�？h農民收入快速提高,但在經濟新常態(tài)下,受經濟結構、政策、制度、科技水平和農民自身存在問題的影響,東�？h農民持續(xù)增收受到限制;最后,針對農民收入的不利因素,重點探析東海縣促進農民增收的對策建議:第一、優(yōu)化產業(yè)結構,拓寬就業(yè)渠道。落實惠農政策,發(fā)展高效農業(yè),推進土地改革和產業(yè)組織制度創(chuàng)新,完善農村市場體系建設。第二、加強培訓,提高農民綜合素質。提高農民自身競爭力和鼓勵農民自主創(chuàng)業(yè)。第三、政策扶持促進農民增收。加大財政支持力度,完善農業(yè)基礎服務;完善農村金融制度創(chuàng)新;大力實施脫貧攻堅工程,促進貧困戶增收。第四、制度創(chuàng)新促進農民增收。完善農村社保制度,減輕農民負擔;改革戶籍制度,加快城鎮(zhèn)快進程。第五、科技支撐促進農民增收。因地制宜,強化科技服務;加強培訓,提升農業(yè)信息化。
[Abstract]:The issue of "agriculture, countryside and farmers" has always been the focus of theoretical circles and government management. Since 2004, the party and government have issued document No. 1 to pay attention to "agriculture, countryside and farmers" for 12 consecutive years, and have taken a series of measures to solve the problems of farmers. The core of the rural, agricultural and agricultural problems is to promote the increase of farmers' income. Under the new normal state of economy, the speed of economic development is slowing down, the farmers' income increase is facing greater problems, and the rural consumer market is still underdeveloped. Rural sustainable development needs to be strengthened, which will affect the speed of social and economic development in China, thus forming a vicious circle. Therefore, under the new normal state of economy, the problem of increasing farmers' income will be deeply studied. It has important theoretical and practical significance, to promote the increase of farmers' income in Donghai County, to promote the economic development of Donghai County, to have a realistic and far-reaching impact. First of all, on the basis of in-depth study on the data of promoting the increase of farmers' income. Based on the analysis and comparison of the data of farmers' income in Donghai County, this paper summarizes the main characteristics of farmers' income in Donghai County. In recent years, the stable employment situation and the booming development of characteristic industries promote the rapid increase of farmers' income in Donghai County, but in the new normal state of economy. Under the influence of economic structure, policy, system, science and technology level and farmers' own problems, the farmers' income increase in Donghai County is restricted. Finally, aiming at the unfavorable factors of farmers' income, this paper focuses on the countermeasures and suggestions of promoting farmers' income increase in Donghai County: first, optimize the industrial structure, widen the employment channels, implement the policy of benefiting agriculture, and develop efficient agriculture. Promote land reform and industrial organization system innovation, improve the rural market system construction. Second, strengthen training, improve the comprehensive quality of farmers, improve their own competitiveness and encourage farmers to start their own businesses. Third. Policy support to increase farmers' income, increase financial support, and improve basic agricultural services; Perfecting the innovation of rural financial system; Vigorously implement the project to overcome poverty, promote the income of poor households, increase the income of farmers, improve the social security system in rural areas, and lighten the burden on farmers; Reform the household registration system, speed up the rapid progress of cities and towns. 5th, science and technology support to promote farmers' income, local conditions, strengthen science and technology services; Strengthen training, improve agricultural informatization.
