【摘要】:農(nóng)業(yè)是國(guó)民經(jīng)濟(jì)的基礎(chǔ),科學(xué)技術(shù)是第一生產(chǎn)力,無(wú)論是農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)的發(fā)展,還是土地利用率、勞動(dòng)生產(chǎn)率和產(chǎn)品商品率的提高,都必須依靠科學(xué)技術(shù)的進(jìn)步和創(chuàng)新。湖南省作為我國(guó)一個(gè)農(nóng)業(yè)生產(chǎn)大省,享有“魚(yú)米之鄉(xiāng)”的聲譽(yù),在依靠科學(xué)技術(shù)創(chuàng)新推動(dòng)農(nóng)業(yè)的發(fā)展做出了較大成績(jī),比如袁隆平院士就是杰出的代表。但是,湖南省整體農(nóng)業(yè)科技創(chuàng)新能力與農(nóng)業(yè)科技創(chuàng)新能力較強(qiáng)的省份還有很大的差距,如何挖掘出制約湖南省農(nóng)業(yè)科技創(chuàng)新能力的主要原因,進(jìn)一步增強(qiáng)湖南省農(nóng)業(yè)科技創(chuàng)新能力,對(duì)于推動(dòng)湖南省農(nóng)業(yè)科技創(chuàng)新發(fā)展,維護(hù)糧食供給的穩(wěn)定具有重要的現(xiàn)實(shí)意義。本文通過(guò)文獻(xiàn)的回顧與梳理,根據(jù)管理學(xué)、經(jīng)濟(jì)學(xué)、農(nóng)業(yè)科學(xué)等相關(guān)理論,界定湖南省農(nóng)業(yè)科技創(chuàng)新能力構(gòu)成,分別是農(nóng)業(yè)科技創(chuàng)新投入能力、農(nóng)業(yè)科技創(chuàng)新支撐能力、農(nóng)業(yè)科技創(chuàng)新產(chǎn)出能力和農(nóng)業(yè)科技創(chuàng)新轉(zhuǎn)化能力四個(gè)部分。運(yùn)用AHP與綜合評(píng)價(jià)法相結(jié)合的研究方法建立層次評(píng)價(jià)模型,并從縱向角度對(duì)湖南省2008年—2012年農(nóng)業(yè)科技創(chuàng)新能力做綜合評(píng)價(jià),從橫向角度分析了2012年全國(guó)各省份農(nóng)業(yè)科技創(chuàng)新能力及農(nóng)業(yè)科技創(chuàng)新能力的四個(gè)組成部分能力的排名得出湖南省農(nóng)業(yè)科技創(chuàng)新能力總排名第13位,其農(nóng)業(yè)科技創(chuàng)新投入能力排名13位,農(nóng)業(yè)科技創(chuàng)新支撐能力排名第7位、農(nóng)業(yè)科技創(chuàng)新產(chǎn)出排名第12位,農(nóng)業(yè)科技創(chuàng)新轉(zhuǎn)化能力排名第11位。通過(guò)模型評(píng)價(jià)的結(jié)果,對(duì)湖南省自身農(nóng)業(yè)科技創(chuàng)新能力的狀況以及比較湖南省與其他各省份農(nóng)業(yè)科技創(chuàng)新能力的狀況進(jìn)行全方位的審視,認(rèn)為制約湖南省農(nóng)業(yè)科技創(chuàng)新能力的主要因素有:農(nóng)業(yè)科技創(chuàng)新經(jīng)費(fèi)投入總量偏少、科技創(chuàng)新經(jīng)費(fèi)來(lái)源單一、科技創(chuàng)新經(jīng)費(fèi)配置不合理等因素制約了農(nóng)業(yè)科技創(chuàng)新的資源來(lái)源,農(nóng)業(yè)科技創(chuàng)新系統(tǒng)的不完善制約著湖南省農(nóng)業(yè)科技創(chuàng)新效率,農(nóng)業(yè)科技創(chuàng)新較弱的人力資源也是制約湖南省農(nóng)業(yè)科技創(chuàng)新能力的主要障礙,以及農(nóng)業(yè)科技成果推廣不暢、各農(nóng)業(yè)科研單位合作交流程度不夠制約著湖南省農(nóng)業(yè)科技創(chuàng)新能力的轉(zhuǎn)化和創(chuàng)新力量的整合。最后,依據(jù)結(jié)論分析和原因分析提出提升湖南省農(nóng)業(yè)科技創(chuàng)新能力的對(duì)策建議,認(rèn)為實(shí)行多元化的農(nóng)業(yè)科技創(chuàng)新投入方式,改善農(nóng)業(yè)科技創(chuàng)新環(huán)境;改進(jìn)農(nóng)業(yè)科技創(chuàng)新能力結(jié)構(gòu),促進(jìn)科技創(chuàng)新各能力平衡發(fā)展;加強(qiáng)農(nóng)業(yè)科技創(chuàng)新人才隊(duì)伍建設(shè),提高湖南省農(nóng)業(yè)科技創(chuàng)新人力資源能力;完善農(nóng)業(yè)科技成果推廣機(jī)制,增強(qiáng)農(nóng)業(yè)科技創(chuàng)新轉(zhuǎn)化能力;加強(qiáng)農(nóng)業(yè)科技創(chuàng)新“產(chǎn)學(xué)研”合作,促進(jìn)農(nóng)業(yè)科技創(chuàng)新各項(xiàng)能力協(xié)調(diào)發(fā)展等,有利于提升湖南省農(nóng)業(yè)科技創(chuàng)新能力。
[Abstract]:Agriculture is the foundation of national economy, science and technology is the first productive force, whether it is the development of agriculture and rural economy, or the increase of land utilization rate, labor productivity and commodity rate of products. Hunan Province, as a large agricultural production province in China, enjoys the reputation of "the land of fish and rice", and has made great achievements in promoting the development of agriculture by relying on scientific and technological innovation. For example, Academician Yuan Longping is an outstanding representative. However, Hunan Province as a whole agricultural science and technology innovation ability and agricultural science and technology innovation ability of the provinces there is a big gap. How to dig out the main reasons of restricting the agricultural scientific and technological innovation ability of Hunan Province, and further strengthen the agricultural scientific and technological innovation ability of Hunan Province, to promote the development of agricultural science and technology innovation in Hunan Province. It is of great practical significance to maintain the stability of food supply. This paper defines the composition of agricultural science and technology innovation ability of Hunan Province according to the relevant theories of management economics and agricultural science and technology through reviewing and combing the literature. Respectively is the agricultural science and technology innovation input ability, the agricultural science and technology innovation support ability. Four parts: the output ability of agricultural science and technology innovation and the transformation ability of agricultural science and technology innovation. The hierarchical evaluation model is established by using the research method of combining AHP with comprehensive evaluation method. And from the vertical angle of Hunan province from 2008 to 2012 agricultural science and technology innovation ability to do a comprehensive evaluation. From the perspective of horizontal analysis of the national agricultural science and technology innovation ability and the four components of the ability of agricultural science and technology innovation ability ranking of Hunan province in 2012. Its agricultural science and technology innovation input capacity ranked 13, agricultural science and technology innovation support ability ranked seventh, agricultural science and technology innovation output ranked 12th. The transformation ability of agricultural science and technology innovation ranked 11th. In this paper, the situation of agricultural science and technology innovation ability of Hunan Province and the comparison between Hunan province and other provinces of agricultural science and technology innovation ability is reviewed in all directions. It is considered that the main factors restricting the ability of agricultural scientific and technological innovation in Hunan Province are: the total amount of investment in agricultural scientific and technological innovation is small and the source of funds for scientific and technological innovation is single. The unreasonable allocation of funds for scientific and technological innovation restricts the resource source of agricultural scientific and technological innovation, and the imperfect system of agricultural scientific and technological innovation restricts the efficiency of agricultural scientific and technological innovation in Hunan Province. The weak human resource of agricultural science and technology innovation is also the main obstacle that restricts the ability of agricultural science and technology innovation in Hunan province, and the popularization of agricultural scientific and technological achievements is not smooth. The degree of cooperation and exchange among agricultural scientific research units is not enough to restrict the transformation of agricultural scientific and technological innovation ability and the integration of innovation forces in Hunan Province. Finally. According to the conclusion analysis and the reason analysis, the author puts forward the countermeasures and suggestions to improve the ability of agricultural science and technology innovation in Hunan province, and thinks that we should carry out diversified input ways of agricultural science and technology innovation and improve the environment of agricultural science and technology innovation. Improving the structure of agricultural scientific and technological innovation ability and promoting the balanced development of scientific and technological innovation capabilities; Strengthen the construction of agricultural scientific and technological innovation personnel team, improve the human resource capacity of agricultural science and technology innovation in Hunan Province; Perfecting the mechanism of popularizing agricultural scientific and technological achievements and enhancing the ability of agricultural scientific and technological innovation and transformation; Strengthening the cooperation of "production, learning and research" in agricultural scientific and technological innovation and promoting the coordinated development of various abilities of agricultural scientific and technological innovation will help to promote the ability of agricultural scientific and technological innovation in Hunan Province.
