基于BOT模式的包頭小白河濕地景區(qū)開發(fā)項(xiàng)目風(fēng)險(xiǎn)管理研究

【摘要】:自1998年旅游業(yè)被國家確定為國民經(jīng)濟(jì)新的增長點(diǎn)以來,旅游業(yè)呈現(xiàn)出快速發(fā)展的局面,旅游也越來越成為人們的一種生活方式。而作為旅游業(yè)三大支柱之一的旅游景區(qū)也在這幾年呈現(xiàn)出迅猛發(fā)展的態(tài)勢?墒窃诼糜尉皡^(qū)項(xiàng)目的開發(fā)過程中出現(xiàn)了各種各樣的問題,如:盲目冒進(jìn)投資、景區(qū)項(xiàng)目開發(fā)資金投入不足、景區(qū)管理效率偏低。 BOT模式是一種被國際社會(huì)廣泛運(yùn)用地項(xiàng)目融資方式,它是指政府通過招投標(biāo)的形式選擇具有一定資質(zhì)的項(xiàng)目公司,將建設(shè)經(jīng)營權(quán)交由該項(xiàng)目公司,許可項(xiàng)目公司自己投資建設(shè)項(xiàng)目,在一定經(jīng)營特許期內(nèi)通過自己獨(dú)特的項(xiàng)目管理經(jīng)驗(yàn)來經(jīng)營項(xiàng)目,以抵償投資成本,獲得經(jīng)營利潤;雙方通過簽訂特許協(xié)議來規(guī)定彼此的權(quán)利與義務(wù),當(dāng)期限屆滿時(shí)該項(xiàng)目公司要按照協(xié)議要求將該項(xiàng)目無償移交給政府。將BOT融資模式運(yùn)用到旅游景區(qū)項(xiàng)目的開發(fā)中會(huì)在一定程度上解決旅游景區(qū)項(xiàng)目開發(fā)資金投入不足、管理效益低下的問題。 本文對基于BOT模式的旅游景區(qū)開發(fā)項(xiàng)目進(jìn)行了深入分析,并通過閱讀大量的相關(guān)文獻(xiàn)資料,識別出基于BOT模式的旅游景區(qū)開發(fā)項(xiàng)目的風(fēng)險(xiǎn)因素,并構(gòu)建了項(xiàng)目風(fēng)險(xiǎn)識別表;繼而運(yùn)用層次分析法對基于BOT模式的旅游景區(qū)開發(fā)項(xiàng)目進(jìn)行風(fēng)險(xiǎn)評估,最后提出基于BOT模式的旅游景區(qū)開發(fā)項(xiàng)目的風(fēng)險(xiǎn)應(yīng)對策略。這些內(nèi)容將為BOT模式在旅游景區(qū)開發(fā)中的運(yùn)用提供參考和借鑒作用,它能在一定程度上確保旅游景區(qū)項(xiàng)目目標(biāo)的實(shí)現(xiàn)。
[Abstract]:Since tourism was identified as a new growth point of national economy in 1998, tourism has shown a situation of rapid development, and tourism has become more and more a way of life. As one of the three pillars of tourism, scenic spots have also shown rapid development in recent years. However, there are a variety of problems in the development of scenic spots, such as blind investment, insufficient investment in scenic projects, and low efficiency of scenic spot management. BOT model is a kind of project financing mode which is widely used by the international community. It refers to the government selecting the project company with certain qualification through bidding and bidding, and handing over the construction management right to the project company. License the project company to invest in the construction project itself, in a certain operation concession period through their own unique project management experience to manage the project, in order to offset the investment cost and obtain the operating profit; The two sides stipulate each other's rights and obligations by signing a concession agreement, and when the time limit expires, the project company shall hand over the project to the government free of charge in accordance with the requirements of the agreement. The application of BOT financing mode to the development of scenic spot projects will solve the problems of insufficient investment and low management efficiency to a certain extent. In this paper, the tourism scenic spot development project based on BOT model is deeply analyzed, and by reading a large number of relevant literature, the risk factors of tourism scenic spot development project based on BOT model are identified, and the project risk identification table is constructed. Then the analytic hierarchy process (AHP) is used to evaluate the risk of scenic spot development project based on BOT model, and finally, the risk response strategy of scenic spot development project based on BOT model is put forward. These contents will provide reference and reference for the application of BOT model in the development of scenic spots, and it can ensure the realization of the project objectives of scenic spots to a certain extent.
