【摘要】：我國(guó)的鄉(xiāng)村旅游則興起于20世紀(jì)80年代，目前雖仍處于初級(jí)階段，但發(fā)展十分迅速。隨著近年來(lái)鄉(xiāng)村旅游年的啟動(dòng)以及“新農(nóng)村、新旅游、新體驗(yàn)、新風(fēng)尚”、“魅力鄉(xiāng)村、活力城市、和諧中國(guó)”等宣傳活動(dòng)的深入，我國(guó)的鄉(xiāng)村旅游市場(chǎng)得到大力發(fā)展，成為國(guó)內(nèi)旅游的重要支撐。鄉(xiāng)村旅游對(duì)于優(yōu)化和調(diào)整地區(qū)旅游產(chǎn)業(yè)、促進(jìn)農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、擴(kuò)大農(nóng)村就業(yè)機(jī)會(huì)、促進(jìn)農(nóng)村社會(huì)經(jīng)濟(jì)可持續(xù)發(fā)展有著重要的作用，其發(fā)展越來(lái)越受到各方重視。 婁底地處湖南省幾何中心，距長(zhǎng)株潭城市群僅1小時(shí)車(chē)程。婁底市擁有豐富的鄉(xiāng)村旅游資源，進(jìn)一步開(kāi)發(fā)婁底市鄉(xiāng)村旅游資源，不僅可以更好地發(fā)展婁底旅游業(yè)，也可以促進(jìn)新農(nóng)村建設(shè)。近年來(lái)，婁底提出打造“長(zhǎng)株潭后花園”的總體旅游發(fā)展概念，并將發(fā)展鄉(xiāng)村旅游作為重要抓手，取得了不錯(cuò)的進(jìn)展。但是，對(duì)鄉(xiāng)村旅游的認(rèn)識(shí)、開(kāi)發(fā)、經(jīng)營(yíng)、管理和研究還處在較低水平，鄉(xiāng)村旅游的市場(chǎng)還很弱小。婁底市如何發(fā)揮毗鄰長(zhǎng)株潭區(qū)位優(yōu)勢(shì)，，挖掘區(qū)域內(nèi)豐富的旅游資源，提高對(duì)鄉(xiāng)村旅游的認(rèn)識(shí)，引導(dǎo)和扶持鄉(xiāng)村旅游健康發(fā)展，借發(fā)展鄉(xiāng)村旅游之勢(shì)，促進(jìn)本地區(qū)農(nóng)村經(jīng)濟(jì)和農(nóng)村面貌的根本改觀，正是本文研究的目的所在。 本文在明晰鄉(xiāng)村旅游概念和了解國(guó)內(nèi)外研究的基礎(chǔ)上，運(yùn)用相關(guān)理論的研究成果，以最新的統(tǒng)計(jì)數(shù)據(jù)、最新的政策文件為前提，通過(guò)實(shí)地調(diào)查、文獻(xiàn)研究、橫向比較等方法，對(duì)婁底市旅游資源和鄉(xiāng)村旅游市場(chǎng)的進(jìn)行了調(diào)研和分析，詳細(xì)列舉了部分地區(qū)在發(fā)展鄉(xiāng)村旅游進(jìn)程中的先進(jìn)經(jīng)驗(yàn)。同時(shí)，在掌握了大量第一手資料的基礎(chǔ)上，闡述了婁底市鄉(xiāng)村旅游發(fā)展的現(xiàn)狀，梳理出了制約婁底市鄉(xiāng)村旅游健康發(fā)展的“瓶頸”，提出了建設(shè)性思路和對(duì)策，即要在強(qiáng)化政府引導(dǎo)、加強(qiáng)市場(chǎng)管理、創(chuàng)新經(jīng)營(yíng)模式、開(kāi)發(fā)旅游產(chǎn)品、加大宣傳力度等五個(gè)方面同時(shí)著力，科學(xué)規(guī)劃，合理開(kāi)發(fā)，創(chuàng)新經(jīng)營(yíng)，加強(qiáng)宣傳，盡快打開(kāi)婁底市鄉(xiāng)村旅游發(fā)展的新局面，為全市旅游經(jīng)濟(jì)乃至整個(gè)經(jīng)濟(jì)發(fā)展提供強(qiáng)力支撐。相比前人的研究，建設(shè)性的提出了省市共建發(fā)展建議，通過(guò)爭(zhēng)取省委政府和省直部門(mén)與婁底市共同建設(shè)來(lái)發(fā)展鄉(xiāng)村旅游富民工程，為婁底市鄉(xiāng)村旅游發(fā)展提供了新思路。
[Abstract]:China's rural tourism rose in the 1980s, although it is still in the primary stage, but the development is very rapid. With the launch of the year of Rural Tourism in recent years and the deepening of propaganda activities such as "New Countryside, New Tourism, New experience, New Fashion", "charming Countryside, dynamic City, harmonious China", the rural tourism market in China has been vigorously developed. Become the domestic tourism important support. Rural tourism plays an important role in the optimization and adjustment of regional tourism industry, the adjustment of agricultural industrial structure, the expansion of employment opportunities in rural areas, and the sustainable development of rural social economy. Loudi is located in the geometric center of Hunan Province, only an hour's drive from Changsha-Zhuzhou-Xiangtan City Group. Loudi City has rich rural tourism resources, further development of Loudi City rural tourism resources, not only can better develop Loudi tourism, but also can promote the construction of new rural areas. In recent years, Loudi put forward the concept of overall tourism development of "Chang-Zhu-Tan Post-Garden" and made good progress in developing rural tourism as an important starting point. However, the understanding, development, management, management and research of rural tourism are still at a relatively low level, and the market of rural tourism is still very weak. Loudi City how to give play to the geographical advantages adjacent to Changsha, Zhuzhou and Xiangtan, excavate rich tourism resources in the region, improve the understanding of rural tourism, guide and support the healthy development of rural tourism, and develop rural tourism through the trend of development of rural tourism. The purpose of this paper is to promote the fundamental change of rural economy and rural appearance in this area. On the basis of clarifying the concept of rural tourism and understanding the research both at home and abroad, this paper makes use of the research results of relevant theories, on the premise of the latest statistical data and the latest policy documents, through the methods of field investigation, literature research, horizontal comparison, etc. This paper investigates and analyzes the tourism resources and rural tourism market in Loudi City, and enumerates in detail the advanced experiences of some areas in the process of developing rural tourism. At the same time, on the basis of mastering a large number of first-hand data, this paper expounds the present situation of rural tourism development in Loudi City, combs out the "bottleneck" restricting the healthy development of rural tourism in Loudi City, and puts forward constructive ideas and countermeasures. In other words, it is necessary to strengthen government guidance, strengthen market management, innovate business models, develop tourism products, and increase publicity efforts at the same time, scientific planning, rational development, innovative management, and strengthening publicity. Opening up the new situation of rural tourism development in Loudi city as soon as possible, providing strong support for the whole city's tourism economy and even the whole economic development. Compared with the previous studies, constructive suggestions are put forward to develop rural tourism and enrich the people by striving for the joint construction of provincial party committee government and provincial departments and Loudi City, which provides a new way of thinking for the development of rural tourism in Loudi City, which provides a new way of thinking for the development of rural tourism in Loudi City.
