【摘要】：作為一種涵蓋了三次產(chǎn)業(yè)，實現(xiàn)了三大產(chǎn)業(yè)交叉結(jié)合的新興產(chǎn)業(yè)形式——農(nóng)業(yè)休閑旅游，，具有低投入、低消耗、低污染、高效益的明顯優(yōu)勢，對調(diào)優(yōu)地方產(chǎn)業(yè)結(jié)構(gòu)、加速經(jīng)濟社會發(fā)展具有顯著作用。因此，發(fā)展農(nóng)業(yè)休閑旅游產(chǎn)業(yè)成為了“以城帶鄉(xiāng)”的城郊型行政區(qū)產(chǎn)業(yè)發(fā)展的必然選擇。 本文從闡述農(nóng)業(yè)休閑旅游產(chǎn)業(yè)的有關(guān)概念和相關(guān)理論入手，簡要介紹了株洲市荷塘區(qū)農(nóng)業(yè)休閑旅游產(chǎn)業(yè)的發(fā)展現(xiàn)狀，分析了當前存在產(chǎn)業(yè)發(fā)展程度偏低、產(chǎn)業(yè)規(guī)劃缺失、品牌特色不明顯等主要問題以及成因。在此基礎(chǔ)上，借鑒國內(nèi)外發(fā)展農(nóng)業(yè)休閑旅游的先進經(jīng)驗，有針對性地提出了加強規(guī)劃引領(lǐng)、完善產(chǎn)業(yè)布局、提升產(chǎn)業(yè)基礎(chǔ)和構(gòu)建助推機制（政策扶持機制、市場導向機制、民間參與機制、規(guī)范管理機制）等四個方面的思路與對策。 最后，通過對株洲市荷塘區(qū)農(nóng)業(yè)休閑旅游產(chǎn)業(yè)發(fā)展的研究，總結(jié)歸納出“以城帶鄉(xiāng)”的城郊型行政區(qū)發(fā)展農(nóng)業(yè)休閑旅游產(chǎn)業(yè)的一般思路。即，政府、協(xié)會組織、個體業(yè)主要轉(zhuǎn)變觀念，樹立全新的產(chǎn)業(yè)發(fā)展理念，在產(chǎn)業(yè)發(fā)展過程中準確定位三者的職能分工，分別在宏觀、中觀和微觀層面發(fā)揮各自作用，協(xié)同配合，因地制宜，創(chuàng)新思維走特色發(fā)展之路。
[Abstract]:As a new industrial form that covers three industries and realizes the combination of the three major industries, agricultural leisure tourism has the obvious advantages of low input, low consumption, low pollution and high efficiency, so as to optimize the local industrial structure. Accelerating economic and social development plays a significant role. Therefore, the development of agricultural leisure tourism industry has become an inevitable choice for the development of suburban district industry. Starting with the related concepts and theories of agricultural leisure tourism industry, this paper briefly introduces the present development situation of agricultural leisure tourism industry in Houtang District, Zhuzhou City, and analyzes on the low level of industry development and the lack of industrial planning at present. Brand characteristics are not obvious and so on the main problems and causes. On this basis, drawing lessons from the advanced experience of developing agricultural leisure tourism at home and abroad, the paper puts forward to strengthen the planning guidance, perfect the industrial layout, promote the industrial foundation and build the booster mechanism (policy support mechanism, market oriented mechanism). Folk participation mechanism, standardized management mechanism) and other four aspects of ideas and countermeasures. Finally, through the research on the development of agricultural leisure tourism industry in Houtang District, Zhuzhou City, this paper summarizes the general ideas of developing agricultural leisure tourism industry in suburban administrative regions with cities and towns. That is, the government, the association organization, the individual owner should change the idea, establish the brand-new industrial development idea, accurately position the function division of labor among the three in the industrial development process, respectively in macroscopic, meso and micro level play their respective roles, cooperate with each other, According to local conditions, innovative thinking takes the road of characteristic development.
