【摘要】：建設(shè)國(guó)際旅游島是加快海南社會(huì)經(jīng)濟(jì)發(fā)展的新思路,也是海南在新的歷史條件下新的發(fā)展目標(biāo)。建設(shè)國(guó)際旅游島政策的提出,為海南公民文明素質(zhì)的提升帶來(lái)了機(jī)遇和挑戰(zhàn)。國(guó)際旅游島建設(shè)為海南公民文明素質(zhì)的提升創(chuàng)造物質(zhì)條件和發(fā)展空間；提升公民文明素質(zhì)是國(guó)際旅游島建設(shè)的題中之義,有利于提高國(guó)際旅游島建設(shè)的質(zhì)量和水平,有利于提升海南國(guó)際旅游島的形象和魅力。 筆者在調(diào)查分析海南公民文明素質(zhì)現(xiàn)狀的基礎(chǔ)上,提出當(dāng)前海南公民文明素質(zhì)存在的主要問(wèn)題是：公民意識(shí)淡薄,主體意識(shí)缺失；社會(huì)誠(chéng)信問(wèn)題嚴(yán)重,政府公信力受到削弱；公民從眾和冷漠心態(tài)依然存在,道德約束和評(píng)價(jià)機(jī)制亟待規(guī)范；公民科學(xué)文化素養(yǎng)偏低,民主法治意識(shí)不強(qiáng)等。并在此基礎(chǔ)上提出一系列提升海南公民文明素質(zhì)的具體對(duì)策。為此,主要在以下幾個(gè)方面入手：開(kāi)展公民道德建設(shè),構(gòu)建社會(huì)主義核心價(jià)值體系,打造“道德海南”；重建社會(huì)誠(chéng)信體系,提升社會(huì)公信力,打造“誠(chéng)信海南”；加快制度法規(guī)建設(shè),建立長(zhǎng)效機(jī)制,打造“法制海南”；加快發(fā)展海南文化產(chǎn)業(yè),重視道德文化建設(shè),打造“文化海南”；著力改善民生,提高公民幸福指數(shù),打造“幸福海南”。提升海南公民文明素質(zhì)是一項(xiàng)系統(tǒng)工程,需要包括政府、社會(huì)和個(gè)人在內(nèi)的方方面面共同努力。
[Abstract]:The construction of international tourism island is a new way to speed up the development of Hainan's social economy and a new development goal under the new historical conditions. The policy of building an international tourism island brings opportunities and challenges to the improvement of the civilization quality of Hainan citizens. The construction of international tourism island creates material conditions and development space for the enhancement of the civilization quality of Hainan citizens. To improve the civilization quality of citizens is the key to the construction of international tourism island, which is helpful to improve the quality and level of international tourism island construction, and to promote the image and charm of Hainan international tourism island. On the basis of the investigation and analysis of the present situation of the civil civilization quality in Hainan, the author points out that the main problems of the citizen civilization quality in Hainan are: weak civic consciousness, lack of the subject consciousness, serious social honesty problem, and the weakening of the government's credibility. Citizens' conformity and apathy still exist, moral restriction and evaluation mechanism need to be standardized urgently, citizens' scientific and cultural literacy is on the low side, democratic sense of rule by law is not strong, and so on. On this basis, it puts forward a series of concrete countermeasures to improve the civilization quality of Hainan citizens. For this reason, it mainly starts with the following aspects: to carry out citizen moral construction, to construct socialist core value system, to build "moral Hainan", to rebuild social credit system, to promote social credibility, and to build "good faith Hainan". Speeding up the construction of laws and regulations, establishing a long-term mechanism to create "legal Hainan", speeding up the development of Hainan's cultural industry, attaching importance to the construction of moral culture, and creating "cultural Hainan"; Efforts to improve people's livelihood, improve the index of happiness of citizens, to create "happiness Hainan." It is a systematic project to improve the civilization quality of Hainan citizens, which needs the joint efforts of the government, society and individuals.
