國有景區(qū)經(jīng)營權(quán)轉(zhuǎn)讓問題研究

【摘要】:近年來,隨著我國國有景區(qū)經(jīng)營權(quán)轉(zhuǎn)讓熱潮的興起,也引發(fā)了學(xué)界對景區(qū)經(jīng)營權(quán)轉(zhuǎn)讓研究的熱情,研究成果逐年增多,但存在多而散、定性多于良性、可操作性弱等缺陷和不足,本文有鑒于此,擬采用經(jīng)濟學(xué)理論、博弈分析、實證分析和比較分析,說明景區(qū)經(jīng)營權(quán)轉(zhuǎn)讓的可行性,并對當(dāng)前的轉(zhuǎn)讓過程中失敗的因子進(jìn)行分析和討論,為最終得出科學(xué)合理的轉(zhuǎn)讓條件提供理論依據(jù)和實踐基礎(chǔ)。 本文首先從西方產(chǎn)權(quán)學(xué)說出發(fā),以大量的國內(nèi)外的經(jīng)濟學(xué)理論依據(jù)得出景區(qū)所有權(quán)與經(jīng)營權(quán)分離的可行性,并以我國旅游業(yè)發(fā)展的歷史為脈絡(luò),著眼于我國景區(qū)發(fā)展現(xiàn)狀,以接入國際旅游市場發(fā)展為目的,提出景區(qū)經(jīng)營權(quán)轉(zhuǎn)讓。第二,從旅游資源本身的潛在價值出發(fā),將國有景區(qū)經(jīng)營權(quán)轉(zhuǎn)讓的年限與轉(zhuǎn)讓價格更加科學(xué)合理化,提出經(jīng)營權(quán)轉(zhuǎn)讓的年限以實物期權(quán)理論為基礎(chǔ),而轉(zhuǎn)讓價格將以旅游資源本身的等級為評價標(biāo)準(zhǔn),最終多角度地將資源的隱性價值轉(zhuǎn)化為使用價值。第三,以碧峰峽景區(qū)、鳳凰城景區(qū)和馬嶺河景區(qū)為例,在對其經(jīng)營權(quán)轉(zhuǎn)讓成功與失敗進(jìn)行分析的基礎(chǔ)上得出國有景區(qū)經(jīng)營權(quán)轉(zhuǎn)讓的限制條件,如完善旅游法規(guī)等。第四,轉(zhuǎn)讓后政府角色的轉(zhuǎn)變,加強對受讓企業(yè)的監(jiān)督與管理,受讓企業(yè)的資格認(rèn)證和規(guī)劃審批將受到政府嚴(yán)格的監(jiān)督。第五,在經(jīng)營權(quán)轉(zhuǎn)讓后,,采用博弈分析法,分析政府與企業(yè)各自權(quán)責(zé)利,并就其人力資源的管理和應(yīng)用提出看法。旅游職業(yè)經(jīng)理人運用與企業(yè)服務(wù)人員素質(zhì)的提高都將對旅游景區(qū)轉(zhuǎn)讓后經(jīng)營擔(dān)負(fù)著至關(guān)重要的作用。
[Abstract]:In recent years, with the rise of the upsurge of management right transfer of state-owned scenic spots in our country, it has also aroused the enthusiasm of academic circles on the transfer of management rights in scenic spots. The research results have increased year by year, but there are more and more scattered, more qualitative than benign, In view of this, this paper intends to use economic theory, game analysis, empirical analysis and comparative analysis to illustrate the feasibility of the transfer of management rights in scenic spots. The factors of failure in the current transfer process are analyzed and discussed in order to provide theoretical basis and practical basis for the final conclusion of scientific and reasonable transfer conditions. Based on the western theory of property right and a large number of economic theories at home and abroad, this paper first draws the feasibility of separating the ownership and management of scenic spots, and takes the history of tourism development in China as the context, focusing on the present situation of the development of scenic spots in China. In order to access the development of the international tourism market, proposed the transfer of the right of management of scenic spots. Second, starting from the potential value of tourism resources, the paper rationalizes the number of years and the transfer price of the managerial right of state-owned scenic spots more scientifically, and puts forward that the transfer of operating rights is based on the theory of real options. The transfer price will take the level of tourism resources as the evaluation criterion, and finally transform the recessive value of resources into use value from many angles. Thirdly, taking Bifengxia scenic area, Phoenix scenic area and Maling river scenic spot as examples, on the basis of analyzing the success and failure of the transfer of management right, the restrictive conditions of state-owned scenic spot management right transfer are obtained, such as perfecting tourism regulations and so on. Fourth, after the transfer of the role of the government to change, strengthen the transfer of enterprise supervision and management, the transfer of qualification certification and planning approval will be subject to strict supervision by the government. Fifthly, after the transfer of management right, the paper analyzes the government and enterprises' respective rights and responsibilities, and puts forward their views on the management and application of their human resources by using the game analysis method. The use of tourism professional managers and the improvement of the quality of enterprise service personnel will play a vital role in the operation of tourist attractions after transfer.
