哈素海旅游景區(qū)發(fā)展戰(zhàn)略分析

【摘要】:哈素海位于呼和浩特西70公里的土默特左旗境內(nèi),面積30平方公里,是呼和浩特地區(qū)唯一的淡水湖。原名哈拉烏素,意為青水湖,由青色湖水得名。置身哈素海極目遠(yuǎn)眺,只見晴空碧水蔚藍(lán)一色,蒲萍叢叢輕舟點(diǎn)點(diǎn),遙想少數(shù)民族那些動人的傳說,仿然已融入這副淡雅的水墨畫。故有“塞外西湖”之稱。哈素海旅游區(qū)正式開發(fā)于20世紀(jì)80年代初。逐步形成以娛樂、水上游覽觀光、度假、住宿、餐飲設(shè)施為主的旅游區(qū),吸引了大量呼和浩特、包頭、鄂爾多斯及晉、陜、冀的游客。2003年被國家旅游局命名為國家AAA級旅游景區(qū)。但近年來旅游區(qū)缺乏明確的戰(zhàn)略導(dǎo)向、軟硬件建設(shè)滯后等問題導(dǎo)致經(jīng)營陷入困境,發(fā)展進(jìn)入了停滯狀態(tài)。 旅游業(yè)作為高度敏感型產(chǎn)業(yè),受到包括政治、經(jīng)濟(jì)、文化等外部因素的影響,以適當(dāng)?shù)陌l(fā)展戰(zhàn)略為導(dǎo)向,通過調(diào)整上述因素,可以為景區(qū)發(fā)展提供良好的運(yùn)行環(huán)境,推動哈素海旅游區(qū)走出困境,駛?cè)肟焖俳】蛋l(fā)展道路。這就對旅游區(qū)的戰(zhàn)略制定提出了迫切需求。 對于如何將哈素,F(xiàn)有旅游資源整合重塑成內(nèi)蒙旅游除草原外的第二塊金字招牌,本文針對哈素海旅游區(qū)發(fā)展戰(zhàn)略進(jìn)行研究。主要從景區(qū)目前所面臨外部環(huán)境來分析哈素海旅游區(qū)所存在的機(jī)遇與威脅;從景區(qū)內(nèi)部資源和內(nèi)部能力來分析內(nèi)部戰(zhàn)略環(huán)境,并得出戰(zhàn)略制定中所擁有的優(yōu)勢以及存在的劣勢,參照類似地區(qū)旅游業(yè)發(fā)展的成功經(jīng)驗(yàn),運(yùn)用課堂所學(xué)分析方法及相關(guān)理論知識和分析工具,設(shè)計(jì)出對其適合的、可持續(xù)發(fā)展的戰(zhàn)略目標(biāo)。并針對哈素海旅游區(qū)目前的實(shí)際情況提供戰(zhàn)略發(fā)展的路線及指導(dǎo)思想,以其為景區(qū)未來發(fā)展提供行動指南。同時為了確保戰(zhàn)略的有效執(zhí)行,論文最后提出了切實(shí)可行的措施,將戰(zhàn)略轉(zhuǎn)化為執(zhí)行力,從而獲取景區(qū)的長期競爭優(yōu)勢,實(shí)現(xiàn)景區(qū)的可持續(xù)發(fā)展。

Gradually forming tourist areas dominated by entertainment, water sightseeing, holiday, accommodation and catering facilities, attracting a large number of Huhhot, Baotou, Ordos and Jin, Shaanxi, Ji tourists. 2003 by the National Tourism Administration named the National AAA class tourist attractions. However, in recent years, the lack of clear strategic direction and the lagging of software and hardware construction in tourist areas have led to the difficulties of management and the development of tourism areas has entered into a state of stagnation. As a highly sensitive industry, tourism is influenced by external factors, such as politics, economy, culture and so on. By adjusting the above-mentioned factors, the tourism industry can provide a good operating environment for the development of scenic spots. To push the Haasuhai tourist area out of the predicament and enter the road of rapid and healthy development. This has put forward an urgent need for the strategic formulation of the tourist area. As to how to integrate the existing tourism resources of Hashuhai into the second gold-lettered signboard of Inner Mongolia tourism in addition to grassland, this paper studies the development strategy of the tourism area of Hashuhai. Mainly from the external environment facing the scenic area to analyze the opportunities and threats that exist in the Hashi Sea tourist area, from the internal resources and internal capabilities of the scenic area to analyze the internal strategic environment, and to obtain the advantages and disadvantages in the strategy formulation. Referring to the successful experience of tourism development in similar areas, the paper designs a suitable and sustainable development strategic goal by using the analytical methods and related theoretical knowledge and analytical tools learned in the classroom. According to the actual situation of the Hashi Sea tourist area at present, it provides the strategic development route and guiding ideology, so as to provide the action guide for the future development of the scenic area. At the same time, in order to ensure the effective implementation of the strategy, the paper finally put forward practical measures to transform the strategy into execution, so as to obtain the long-term competitive advantage of the scenic area and realize the sustainable development of the scenic area.
